QUESTION GOVERNMENT RESPONSE
Response number
In Amendment 011 Questions/Responses 183, 185, 186 and 189 provided the following response: "Seismic spectra has been provided in the .zip files provided in Amendment 0011." The information in the ZIP files was time history plots and NOT the Response Spectra information we were expecting. A time history analysis is what is required for slack line analysis, and this was removed by the very same Amendment.
They should be able to send the Response Sprectra information, and this is needed to bid.
Seismic spectra has been provided in Amendment 0012. 191
C- 502, Detail s C-3 & D-
Historically, all asphalt paving within the CIA area has been 6 inches deep due to potnetial loading conditions. Can you please confirm that the detail C-3 Asphalt Depth requirement is correct and contrary to detail D-2?
Detail D2/C-502 is for paving outside the building and C3/C-502 is for paving for the rail exterior to the building. Refer to detail A1/F-507 for the rail concrete detail within the building. 192

3.1.1.
2 and 3.3
Please clarify if the rail inside the building is to be jointed per Paragraph 3.1.1.2 or welded per Paragraph 3.3. Details on Drawing C- 502, Volume 1, indicate jointed (bolted) rails. Welded rail works better with rubber rail seal but is more expensive to install.
Bolted joints shall be used as indicated in drawings. 193
34 11 00 2.4
Please confirm if the rail track is to be bonded and grounded. Part 2 of the specifications describe the grounding materials in Paragraph 2.4 but Part 3 Execution is silent on details. If bonding and grounding is required, please provide details of ground rod spacing, frequency of cross connections, etc.
Rail track is to be bonded and grounded. Ground rods and cross connections shall be spaced such that the maximum resistance to ground from any grounded rail shall not exceed 25 ohms. 194

Concerning the Local Control Panel (LCP) in the ACE-3 Building: It appears there are no specific ACE-3 functions shown on the Graphics; they all pertain to the other areas and packages. In all the other drawing packages, the IC-101 drawing shows an I/O list for PLC counts. This drawing does not exist in the ACE-3 package. Are we correct in assuming that the LCP in ACE-3 is only a remote HMI control/monitoring cabinet tied to the other cabinets and systems via the Ethernet switches, and does not contain its own PLC similar to the other LCP’s?
Yes, the ACE-3 LCP is a remote HMI control/monitoring station that allows for the ACE operator to remotely monitor and modify the other enclosure systems. It will need a PLC in order to control the local touch screen interface. It will receive the points of the other enclosure's PLCs through the ethernet network. It will also control the ACE space temperature and pressure from commands from the HMI in the RADCON Technician’s cubicle to the Air handling Unit (AHU) controller on the roof. The HMI will communicate directly with the AHU controller over a BACnet/IP to BACnet MS/TP gateway. 195

2.3.3.
This section states that "Each crane shall be provided with a tether cord feature to allow operation of either portable transmitter."
Please confirm if there is a preference for the type of cable to be used for this feature, i.e.
coaxial, CANbus, etc. Also, please advise desired cable length.
50' CANbus cables are the preferred cable for the tether cord feature. 196

Please refer to Table at bottom of page. In particular, crane M-140-3 indicates HOOK LIFT of 65'-0." Drawing DD1-16-1052 Note 1, indicates max. hook height of 65'-0."
However, Note 2 indicates minimum hook height of 26'-10" from railcar rails to lower hook limit. This results in actual hook travel distance of 38'-2." Please confirm actual hook travel distance required.
65' hook lift as indicated by 41 22
13.14 is incorrect. Lower limit is to be set at 26'-10" level for M-140 cranes as indicated in Note 2 of the DWG and the notes of Appendix A (resulting in 38'-02" of lift from the lower limit to the upper limit). 197
41 22 13.14
In regards to the overhead cranes, NOG-1 section 4153.2 allows applying the three components of earthquake excitation simultaneously if the excitations are statistically independent. Could you please confirm if the seismic excitation data provided is statically independent and therefore this method can be followed for the seismic analysis? If the data is not statically independent, is it possible to provide statically independent time history data to simplify our analysis?
The earthquake motions are statistically independent. Motions may be combined utilizing SRSS or other acceptable means. 198
41 22 13.14
Please confirm that the time histories are provided at the crane rail level (as it appears to be so in the recent information provided)?
Is the decoupling criteria defined in Section
4153.5 of NOG-1 met based on the anticipated mass of the crane stated in Section 41 Paragraph 1.2.2 (i.e. 20,000 lbs.)?
Please confirm that the seismic analysis scope is limited to de-coupled crane analysis otherwise please provide the necessary information to perform the decoupled analysis criteria and necessary seismic data to perform a coupled analysis?
Time histories were provided at crane level. The decoupling criteria is not met - the crane runway will have to be modeled with the crane structure itself. Time histories and in-structure response spectra have been provided. 199

The W10 x 33 columns on grid Lines 4, 5, 6, 9, 10 and 11 are shown as W10 x 49 on S- 600 and the W10 x 33 columns on Grid Lines 13 and 14 are shown as W10 x 30 on S-600. Which are correct ? Column schedule on S-600 is correct 202
Section A1 between Grid Lines 7 & 8: What size are the base plates for the HSS6 x 4 x 3/8" posts at Level 0?
1/2"x6"x7 baseplate with (2) 3/4" dia anchor rods 203
Section A1 between Grid Lines 7 & 8: Are there cap plates for thre HSS 6 x 4 x 3/8" posts and, if so what size ?
No cap plate, connect post to underside of beam with clip angle connection with vertically slotted holes 204
S-204
The W10 x 39 and W10 x 33 columns are shown as W10 x 49 on S-600. Which is correct ? Column schedule on S-600 is correct 205
The W10 x 33 column on grid Line E is shown as a HSS 6 x 6 x 1/4 and the other W10 x 39 and W10 x33 columns are shown as W10 x 49 on S-600. Which is correct ?
All columns along E-line should be HSS6x6x1/4. Unclear which 'other columns' are being referenced - in general the column schedule is to be used. 206
The W10 x 33 column on Grid Line E is not shown on S-204 and the other W10 x 33 columns are shown as W10 x 49 on S-600.
Which is correct ? Column schedule on S-600 is correct 207
S-501
The Cap Plates reference as See Column Scheule are not shown there ? Please advise size.
Cap plate details for movable roof are shown on S-505, use 1/2" thick plates, size plate width equal to column with length equal to column dimension plus 6" 208
