Regarding the temperature sensor for outside air temperature, there's a possibility it may not be able to take in the outside air when ACU stopped, so we would like to set 1 sensor for the outside temperature and humidity on the outside of the building instead of setting temperature sensor for each ACU.
Modification to provide 1 temperature and humidity sensor on the outside of the building instead of setting temperature sensor for each ACU is acceptable.
Note:
The schematic diagram shown is for Bldg 3076 not for Bldg.
Bldg.1300
MB602
There are 2 sensors, but is it possible to set only 1 sensor since the measurement points and the purpose are the same?
As indicated in the schematic diagram there are two measuring points with different purposes one is to modulate which is the two way motorized modulating valve and the other one is to open/close which is the motorized ball valve.
Note:
The schematic diagram shown is for Bldg 3076 not for Bldg.

It is mentioned that the same size valve shall be replaced as the existing ones as shown below, however, there are no manufacturers including our company that produce Φ100 x 80 valves currently. We would like to select control valves for port size and isolation valves, switching valves for valve diameter.
The indicated valve size of 3-way diverting valvewas taken from the as-built drawings.
Existing actual valve size must be check at the site prior to material submittal.
Bldg.1300MC002Same as the above
All control valves have spring return function, does it mean it is normally open (all bypass when closed) when spring return is actuating with 3-way valve?
This means a "fail-safe open position" actuator returns to a pre-set home position when power is removed from the actuator.
Bldg.1300
MC602
Is it considered as the air handling unit is cold/hot water coil?
Notations around chiller and air handling unit in the piping diagram show "C/CR" but it is written as cold/hot water in the control content.
AHU's are with cold/hot water coil.
Bldg.1300
MC603
Regarding the monitor of VAV, is the main body of VAV capable of responding to written input/output signal? Or, is it necessary to provide individual controller for VAV on JCI side? (If controllers to be provided by JCI this time, VAV temperature sensors need to be replaced by JCI as well)
The existing VAV's are not capable of providing I/O signals, a new controller module with associated accessories that are compatible and able to connect to DDC must be provided.
Bldg.1300
MC601
Is it considered as the unit control of these 2 chillers is the function provided? For JCI, just monitoring operation is necessary?
Chillers must be monitored and controlled through the DDC system.
Bid sumission data We believe the bid submission data has been pushed back to 02 August 2022, however still we need more time to make accurate quote. We would like to request to extend (2) more weeks?
Bid submission due date has been changed to 09 August 2022 at 1400 (02:00 PM) local Japan Standard time (JST).

Please clarify which should be the priority for making the quotation.
This is to clarify that Cybersecurity drawings are shown as intended based on or as per UFC for Cybersecurity (4-010-06). Consulting a Cybersecurity specialist with regards to this matter is highly recommended in order to fully understand the concept and guidance for implementation.
Either way, as part of the requirement, Cybersecurity Representative is emphasized as specified in section 25 05 11
- 1.7.1.1. Cybersecurity is as much as priority as telecommunication equipment or devices. Cybersecurity and Telecommunications are two distinct disciplines. TA602-603, TB602-603, TC602-603, TD602-603, TE602-603, TF602-603 are mainly Cybersecurity related drawings. Please refer to drawings TA601, TB601, TC601, TD601, TE601, TF601, TG601 and TH601 respectively for detailed telecommunication equipement or devices required per building. Also refer to the attachment entitled "Reference 949" with mark ups as basis, it should be enough to figure out the other buildings.

Please let us know the installation location of new workstation at Bldg.949, 1300, 1400, 1502, 1524 and 3076.
This is to clarify that there are no related work in providing workstation at building's 949, 1300, 1400, 1502, 1524 and 3076. The only related work for workstation is at building 1310 (GFGI workstation).
51 TG101 DWG There is a description that "V100-6/D46" in the TG101 DWG. May we consider this is a model name of workstation?
This is to clarify that "V100- 6/D46" is an existing One-Net work outlet tag provided by Base Communication Office (Navy's Telecommunications Manager).

SECTION 23 09 00,
INSTRUMENTATION AND

1.4.5 BACnet Building
Controller (B-BC) (BACnet)
As described in para 1.1.2 Proprietary Systems Exempted From Open Protocol Requirements, the definition of hardware device should be as a HMI and/or B-BC in BACnet. If we will conncet as SMART GRID, there need modifying to apply B-BC, and additional device installation will be necessary. Should we include this work in our quotation at Bldg.949, 1300, 1440, 1502, 1524 and 3076?
This is to confirm that HMI (Human Machine Interface) such as tablet to be added in the DDC Panel is not required in this project per the CIO's direction as was done in the other Smart Grid Projects.
Rather a maintenance laptap will be provided as required in this project. On the other hand, per SOW No. 3 in TA101 and similar to other buildings states "Provide a complete and operable DDC Smart Grid System. a. Establish the communications network and connections between the DDC and the building communications rack or WIC Box and to the outside plat fiber optic utility cable connections for the building side. Provide all necssary network components, equipment, devices and cablings for the DDC system netowrk." Also, per drawing TA601 and other Smart Grid One-Line Diagrams, Note 9 states "Ensure to provide necessary Equipments and wiring for a complete and operational DDC System."

It is described that SD (duct smoke detector) must provide signal to FACP via DDC. But we cannot calculate the QTY and/or type of conductor because there is no detail about EXST FACP. Please provide the information about FACPs (i.e.
Installation Location, OEM, Model, Type) at Bldg.949, 3076, 1524, 1300 and 1440.
As indicated in the design duct smoke detector must be directly integrated to the DDC system by means of providing signal to the DDC system and the DDC system must automatically stop the supply fan operation upon confirmation that there is smoke in the air distribution duct. The integration of duct smoke detector to FACP via DDC is not part of the project scope but at minimum for future connection ensure that DDC system has the capability to send signal to the FACP when smoke is detected in the air distribution duct.

SYSTEM. There is also a point where it is difficult to determine which is the scope of work or which is existing. If possible, please provide new equipment list which we can determine new or EXST.
This is to clarify that Cybersecurity 5-Level Architecture of DDC System was portrayed as described and depicted or shown in the UFC for Cybersecurity (UFC 4-010-06), please refer to the attachement entitled "UFC 4-010-06".
Cybersecurity involves an in depth or comprehensive understanding and implimentation of the logical configurations for the related control system network devices, hence a Cybersecurity Specialist is required (key person) in order to properly guide, implement and manage the cybersecurity related control systems in coordination with the Command Information Officers (CIO2 & CIO4), also emphasized in specs section 25 05 11 - 1.7.1.1 Cybersecurity Representative. The scope is pretty much straight forward and almost typical per building. Major network components or devices were covered, drawing annotations and notes are also provided.

New network equipment made by CiSco needs periodrical maintenance service. Should we include the PMIS cost within warranty period?
Recommend including cost estimate for planning/budget purposes.
Cisco equipment will be registered into Cisco Global Enterprise Modernization Software and Services (GEMSS) formerly Joint Enterprise License Agreement (JELA). This will provide Navy with required levels of product support...but each Command will be billed separately so cost estimate data needs captured.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (NOV 2021)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
(End of clause)
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 652 calendar days after contract award for the base item and 245 calendar days after option exercise for the option item. The time stated for completion shall include final cleanup of the premises.
52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of ¥50,000 for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
