When ordering IQ work identify the appropriate CAC for the services being provided. The OPNAV 2003 CACs are: 9220 Pest Control
A7019220Routine Service CallWhen Ordered, Provide Routine and Miscellaneous Pest Control Services per each occurrence identified. Service shall include the interior and exterior of the identified location, structure, facility or area there in to receive service. For the surveillance and control of nuisance bat, Bee, Wasp, Hornet & other stinging arthropods, bird, termite or non-termite, ornamental pests and road kill. Time Period to Respond: within 3 working days of Receipt of task order. See ELIN A007, A013, A017, A018 and Section J, J1503020-07 Pest Groups 3, 4, 5, 15 and 16.

Service shall include either non-chemical or chemical treatment.

Historically, there has been an average of approximately 55 Service Calls occurring per year.

All work under this Spec item shall be accomplished so long as 3 hours of work and $60.00 material is maintained for the Service Call.

Road Kill: When ordered the Contractor shall remove road kill, deer, skunks, coyote, and other wild or feral animals killed on station roadways and dispose of according to state, local and station regulations. Response time to be 4 hours from receipt of the task order. Average of 15 calls per year over the last three years75EA$0.00$ - 0
A7029220Emergency Service CallWhen Ordered The Contractor Shall Provide Emergency Pest Control Service, respond immediately and must be on site to provide an initial inspection and establish control within 3 hours after receipt of an emergency call. Provide the control and removal of suspected Rabid Animals and delivery to local health office for reporting to the State Board of Health. Emergency (animal possibly rabid) . Response time: within 3 hours after receipt of task order.

Refer to Section J, Attachment J-1503020-7, pest Group 15 and ELIN A017, Vertebrate Control.

The KO or designated Government representative will initiate the Emergency Service Call. The Call will identify to the Contractor, the pest problem, the location and Contact.

The Task Order with description of the pest problem, date and time received, location, contact, and other appropriate information if not available to the Contractor at time of Emergency, will be made available to the Contractor within 24 hrs.5EA$0.00$ - 0
A7039220Nuisance Pest Control Services.When Ordered Provide Pest Control Services for nuisance pests see Section J, J-1503020-07 Pest Group Control Specifications, pest groups 1, 2, 6, 7 and 12. The nuisance pest maybe identified or must be determined. The order will identify the location, structure, facility or area, located there in, to receive service. When site inspections reveals one or more pest than treatment shall be for all identified pests. This Line Item is for the First 10,000 Sq Ft – Ordered per identified location, structure, facility or area. Response time is 3 working days from receipt of task order.

The Contractor shall increase Service frequencies, if necessary, to obtain and maintain the control level specified, during the thirty calendar day period, at no additional cost to the Government.

If a follow-up inspection/treatment is required to ensure that control has been obtained, the follow-up service shall be scheduled and the schedule provided to the KO.

Cockroach Control:

Four or more cockroaches at any stage of development per room per survey, or one or more egg capsule (either loose or attached to a female) per room per survey or customer complaint during a 30 calendar day period, shall require re-treatment of the room by the Contractor at the Contractor’s expense.200,000SF$0.00$ - 0
Rodent Control:

Nuisance Rodent control for one (1) or more pests in a room, building or structure, identified, requiring initial inspection and treatment with a return inspection and treatment in 21 working days at no additional cost to the Government.

Nuisance rodent control for mice, rats, squirrels, chipmunks or other rodents by the use of glue boards, snap traps, live traps and other non-poisonous control methods shall be emphasized.

Bait stations shall remain free of insect infestation and shall not be placed in food service or food preparation areas without the prior written approval of the KO.

If snap traps or sticky boards are to be used they shall be removed and disposed of; unless otherwise directed by the KO; by the contractor at no additional expense to the Government.

When noxious odors indicate the presence of a dead rodent resulting from Contractor operations, locate and remove carcass. If the carcass is located in an inaccessible area, apply an effective deodorizer.

Infestation Control shall include one (1) year warranty with quarterly inspections. Quarterly inspection of the building shall include if necessary removal of rodents clean up of new droppings and repeat of proofing measures.$0.00
Methods shall include, but are not limited to, vacuuming, power washing, caulking, screening, sealing openings or other exclusion or harborage elimination procedure; or by glue boards, snap traps, and other non-poisonous control methods shall be emphasized.

A7069220Community Infestation ControlProvide labor and material to prevent and control bats, birds or rodents from entering or loafing in or around buildings or structures, performing removal of and prevetion of community infestation, location(s) as designated by the KO. Includes observation, clean up, sealing and removal of dead animals. One year warranty with quarterly inspection to include clean up of any new infestations and if neccessary repeat of control measures. Seesection J, J-1503020-07, Pest Group 3, 4 and 5. Quarterly inspections of the building which includes cleaning up of any new bat droppings and if necessary repeat of bat proofing measures until the bat entry is eliminated.

Two or more sightings by the KO or customer complaint during the one-year warrant period is cause for Call Back and shall be provided at no additional cost to the Government.

Renewal: The Contractor shall allow for the renewal of an established warranty item, for an additional one (1) year of warranty with quarterly inspections.

Bee, Wasp, Hornet, and Stinging Arthropod Control;

When Ordered the Contractor shall provide Bee, Wasp, Hornet, and Stinging Arthropod Control Services.

Control is defined as keeping areas virtually free of any infestation for 30 calendar days after initial inspection and treatment. Call Back shall be provided at no additional cost to the Government.

Nuisance Bird Control/ Bird Community Infestation Control;

When Ordered the Contractor shall provide warranted bird community infestation to prevent birds from nesting, roosting, or loafing on exterior and interior surfaces of buildings or structures.

Nuisance birds, generally refers to pigeons, starlings, and house sparrows. The Contractor shall remove nests (including contents) and control ectoparasites such as ticks, mites, and lice, when present. Control shall be established the day of service.

Employ non-lethal IPM methods to discourage bird/birds from relocating to the treated location. Completion of all work to be accomplished 14 calendar days from receipt of task order.

Two or more sightings by the KO or customer complaint during a 30-calendar day period is cause for a retreat (Call Back) and shall be provided at no additional cost to the Government.

Methods shall include, but are not limited to, vacuuming, power washing, caulking, and screening, sealing openings or other exclusion or harborage elimination procedures for Bird Community Control.

The Contractor shall remove nests (including contents) and control ectoparasites such as ticks, mites, and lice, when present. Non-target species and their nests shall not be harmed without prior written approval of the KO and obtaining any required permits. Bird management programs may include trapping, physical removal, non-lethal repellents, physical barriers, and toxic baits or perches.

Renewal: The Contractor shall allow for the renewal of an established warranty item, for an additional one (1) year of warranty with quarterly inspections.

When Ordered the Contractor shall provide nuisance termite and non-termite control for wood destroying organisms generally refers to wing reproductive swarms that appear or powder post beetles or carpenter bees or carpenter ants.

Response time for service call is within 3 working days from receipt of task order. Completion of all work to be accomplished 14 calendar days from receipt of task order.

Sighting by the KO or customer complaint during a 30-calendar day period is cause for a retreat (Call Back) and shall be provided at no additional cost to the Government. Report findings of infestations to the KO.

Trench, Rodding, and Treatment is warranted termite control of choice See Section J, Attachment J-1503020-05 For Termite Control Specifications.

Renewal. This line item allows for additional one-year periods up to the five-year manufacturers warranty period to cover labor of inspection and if required labor for re-application of termiticide.1,500LF$0.00$ - 0
Purchase expense of termiticide or application equipment for re-application is part of the five-year manufacturers warranty and considered part of the cost of initial treatment.

The Contractor shall accomplish nuisance termite and non-termite pest control services according to applicable performance standards provided in Section J, Attachment J-1503020-5 and Pest Group 013.

Nuisance Termite Control is defined as no sign of identified pests after initial treatment for 30 calendar day period.

Warranted Control is 100% with no sittings of termites in the treated building or structure for a period of one year. Sittings by the KO or customer complaint shall be grounds for a re-treatment or increase in service until acceptable levels of control have been established.

A7139220Warranty Re-NewalThe Contractor shall allow for the renewal of an established warranty item, ELIN A013, for an additional one (1) year of warranty with quarterly inspections.1,500LF$0.00$ - 0
A7149220FumigationProvide structural pest control services for the treatment of individual facilities per structure ordered by fumingation. Location designated by the KO. One (1) Year warranty with six month interval inspections. Time Period to Respond: within 3 working days. See Specifications Section J, Attachment J-1503020-06.

An applicator licensed and certified in the fumigation category by the state of Indiana is required to release gas.

The Contractor shall then certify the site free of gas before release to the Government.

Control is defined as no physical signs of activity, damage, etc., shall be evidence of lack of control. Sightings by the KO or customer complaint during the one year warranty period is cause for a Call Back and shall be provided at no additional cost to the Government10,000SF$0.00$ - 0

When Ordered the Contractor shall provide inspection of facilities for termites, carpenter ants, wood-destroying fungi, powder post beetles, and other wood-destroying pests.

The Contractor shall provide general structural floor plans of the first floor, crawl areas, and basements, to include locations of foundations (footings), beams, piers, expansion joints, cracks in slabs, pipes which penetrate slabs or contact soil, all walls on slabs, and any other areas which may require termite treatment. The total linear feet for injecting and trenching, and the total linear feet for bait stations shall be calculated and reported. Floor plans shall clearly identify the locations of previous and current pest activity and damage, areas where conditions are conducive to pest infestations, and locations, which are inaccessible or obstructed.10,000SF$0.00$ - 0
Reports shall be prepared in accordance with the requirements of the Military Pest Management Handbook (http://www.afpmb.org/mpmh/toc.htm).

A716 9220 Vertebrate Control Provide labor and materials to control and remove vertebrate animals including, but not limited to, feral dogs and cats, squirrels, skunks, snakes, opossums, and raccoons. Nuisance Vertebrate control shall be conducted for one or more pests only requiring no more than 3 hours of labor and $60.00 of material or Routine Service Call. Generally for wild and feral animals, including squirrels, chipmunks, skunks, opossums, snakes, cats, dogs and other small vertebrate that have found their way into buildings, structures, or other areas designated by the KO.

The Contractor shall use IPM methods such as cage-type live traps or other techniques to capture the animal. Animal control can be controversial, so care must be taken to handle all animals humanely.

When noxious odors indicate the presence of a dead animal, locate and remove carcass. If a carcass is located in an inaccessible area, apply an effective deodorizer. If openings in walls or partitions are required the KO shall be notified for approval.5EA$0.00$ - 0
Lethal control: On an emergency basis, lethal control will be conducted by the Security Department. The Contractor shall, if security is not present, call the Security Police Communications desk, 911 or 854-3300.

A7189220Tick SurveyProvide material and laboe to perform a tick survey when ordered. The tick tally report for the ticks will be turned into the KO 24 hours after completion of task. Survey: Tick control shall require survey of the area as ordered by the KO. Survey technique(s) used shall be either (1) tick dragging, or (2) tick flagging. Drag material shall be 3' wide by 4' long and flags should be 2' square in size. The material shall be white muslin. Tick surveyors shall not wear any personnel protection pesticides or arthropod repellents on the day before or during tick surveys or at any time when handling tick trapping, survey, or collection equipment. The tick tally report for the ticks will be turned into the KO, 24 hours after completion of task. No more than three hours labor and $60.00 of material.

The Contractor shall apply a residual liquid or granular pesticide labeled for the site to the area that has been surveyed. Notification shall be to the KO before application and made by posting signs after application stating that pesticides have been applied and when “re-entry” is permitted. The Contractor shall increase Service frequencies, if necessary, to obtain and maintain the control levels specified, during the thirty calendar day period, at no additional cost to the Government.
