About this file
This document is a Justification and Approval (J&A) for a contract modification to increase capacity on an existing Indefinite Delivery/Indefinite Quantity (IDIQ) services contract.
The Department of the Navy seeks authorization to increase the maximum Not-To-Exceed (NTE) capacity of Contract No. N4008021D0006, a performance-based IDIQ service contract awarded to Diversified Service Contracting on February 8, 2021. The contract covers Facilities Support Services (FSS) at Patuxent River Naval Air Station and includes labor, materials, equipment, supervision, and other necessary items for custodial, pest control, grounds maintenance, pavement clearance, and transportation services under sub-annexes 1503010, 1503020, 1503050, 1503060, and 1700000. The contract consists of a 12-month base period and four 12-month option periods plus one 6-month option period, encompassing both recurring and non-recurring work requirements. The modification is justified under 10 U.S.C. §3204(a)(2) for unusual and compelling urgency due to delays in the competitive procurement schedule for the follow-on contract. The current FSS contract is scheduled to expire March 31, 2026, and a gap in essential services would cause immediate and significant disruption to mission operations. To mitigate this service gap, the Government will exercise the final 6-month option (consisting of one 4-month and two 1-month option periods) to allow sufficient time for competitive award of the follow-on contract, anticipated in Q2 or Q3 of FY27. The proposed pricing will be benchmarked against the Independent Government Cost Estimate (IGCE) and determined fair and reasonable based on historical contract data and the incumbent contractor's proven performance.
