PART I - THE SCHEDULE

SECTION C: DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1 GENERAL REQUIREMENTS

a. Overview – This project is to demolish an approximate total square footage of 61,314 SF which consists of 17 buildings, 7 pier locations, 5 catapults sites, and 1 storage tank with a 100,000-gallon capacity throughout the Naval Air Station Patuxent River. The scope of this project will include a base demolition and two demolition options. The base demolition will cover standard buildings and structures including the storage tank, while the first option will cover the catapult demolition, and the second option will cover the pier demolition. Site locations are specified below.

• Base: 334, 439, 502, 651, 1583, 1650, 1761, 1762, 1763, 1764, 2137, 2614, 2652, 4016, 6026, 8060, 8094, and Corbin Property

• Option 1: 108A, 108, 119, 161, and 205

• Option 2: 317, 823, 6389, 6390, 6391, 8011, and 8280N

The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to execute this scope of work. The contractor shall demolish all facilities and their associated utilities, infrastructure, roofing, siding, foundations, windows, interior improvements, mechanical and electrical equipment, and any other aspects of the building. If any facility, when demolished, leaves any grade that is below that of the grade surrounding the area of the demolished facility, that area is to be backfilled with earth to make the site uniform and level, and shall be able to drain in wet weather. All improvements involving these facilities shall be removed unless parts are to remain to preserve a neighboring facility. The work includes asbestos testing and removal; removal of lighting ballasts and lamps containing PCBs and Mercury; lead-based paint removal; disconnection of utilities; earthwork;

grading; demolition and removal of various buildings, miscellaneous structures, and equipment; site preparation;

and all incidental related work.

b. General Requirements – The Contractor shall provide all labor, management, supervision, tools, materials, equipment, incidental engineering, disposal, the compilation and submission of all documentation required by this contract, and transportation necessary to demolish facilities as described herein and on contract drawings.

c. Location – The work is located at the Naval Air Station, Patuxent River, Maryland, Lexington Park, to include adjacent basing at Solomons Island and Webster Field. Exact locations are listed in J- C.1.001, J-C.1.002, and J-C.1.003.

d. Acquisition of Additional Work – Any changes to the contract will be incorporated into the contract in accordance with the CHANGES clause in SECTION I. Items of work not covered by this contract but within the general intent are considered in the scope of this contract.

e. Background Information – The NAS Patuxent River comprises 6,399 acres in Lexington Park, MD in Saint Mary’s County. The NAS is a Test and Evaluation Center for Naval Aviation Research and Development.

f. Verification of Workload and Conditions – Throughout the Performance Work Statement (PWS), the workload data is generally referred to as being located in Section J. Section J provides data such as inventories, maps, floor plans, and tables to represent the type, quantity and location of services to be provided. However, bidders are encouraged to attend the site visit as part of its due diligence to assess the nature of work and conditions under which work is to be performed.

g. Climate Patterns – The eastern half of Maryland lies on the Atlantic Coastal Plain, with very flat topography and very sandy or muddy soil. This region has a humid subtropical climate, with hot, humid summers and a short, mild to cool winter. This region includes the cities of Salisbury, Annapolis, Ocean City, and southern and eastern greater Baltimore.

h. Partnering Philosophy – The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because partners' success drives the Navy's successful mission completion. Within the bounds of acquisition policy, the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.

i. Contractor’s Knowledge – The second principle is that the Navy will receive insightful management from its contractors. This management will include the knowledge, skills, authority and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives. The Navy's use of performance-based objectives evidences this principle. Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.

j. Industry Best Practices – The third principle is that the Navy will adopt industry best commercial practices and maintain state-of-the-art service delivery. It is the Navy's and contractor's responsibility as partners to reach this goal. To that end, the Navy's emphasis will be in evaluating performance objectives (end results).

k. Navy PBSA Approach – The Navy’s approach to performance-based service acquisition (PBSA) includes four component parts which are:

1) Performance outcomes,

2) Measurable standards,

3) Consideration of incentives, and

4) Performance assessment plan.

C.2 Management and Administration C.2.1 Definitions and Acronyms – Definitions and Acronyms are provided in J-C.2.001 C.2.2 General Information

a. References – A list of references are provided in J-C.2.002.

b. Regular Working Hours – The Government’s regular (normal) working hours are 0700-1600, five days per week, Monday through Friday, except observed Federal holidays. Exceptions to the regular hours of operation are detailed in subsequent sections of this PWS. Work in certain annexes or sub-annexes require Contractor continuous operations, 24 hours a day, every day of the year including holidays. The performance of other work requirements shall be accomplished within the Government’s regular working hours unless the specific work requirement specified herein necessitates otherwise. Any other work outside Government regular working hours requires Contracting Officer approval 72 hours prior to the time being requested per Section F.

1 Federal Holidays – New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.

c. Wage Determinations – Wage Determinations are included in J-C.2.003

d. Requirements Hierarchy – Requirements or definitions specified in each spec item of this contract apply to subordinate paragraphs. For example, requirements shown in spec item C.2.1. would apply to spec items C.2.1.a, C.2.1.a.I, and so on.

C.2.3 General Administrative Requirements

a. Required Meeting and Conferences – The Contractor will be required to attend administrative, preconstruction, planning and coordination meetings as scheduled by the Contracting Officer or the Contracting Officer’s Representative (COR). The Contractor shall participate in these meetings with the personnel requested by the Government at no additional cost to the Government.

b. Partnering – To increase the likelihood of successful performance of this contract, the Government requires cohesive partnerships with its Contractors and subcontractors. Key stakeholders, including the supported commands who will receive services, principal individuals from NAVFAC, the performance assessment team, and representative(s) of the installation(s) will be invited to participate in the partnering process. Key members of the prime and subcontractor teams, including senior management personnel must participate. The partnership will draw on the strength of each organization in an effort to achieve quality contract services done right the first time, within the contract price, as scheduled, and without any safety mishaps. Partnering should accomplish three goals:

1) The first goal is to develop a cohesive team with common purpose, commitment and established communication processes.

2) The second goal of partnering is contract specific, identifying risks and opportunities for the team to address.

3) The third goal is to sustain the Partnership throughout the contract by identifying and addressing issues that affect the Partnership.

1 Informal Partnering – The Contracting Officer’s Representative (COR) shall organize the initial Partnering Meeting with key personnel of the project team, including Contractor's personnel and Government personnel. The initial session will be scheduled concurrent with the Pre-Performance Conference and held no later than 30 days after award and will be held at a Government provided facility as designated by the Contracting Officer. The senior Government stakeholder present will lead the meeting, however, the Contractor’s Project Manager (PM) or senior representative is encouraged to participate as co-lead. The Partners will determine the frequency of the follow-on sessions.

2 Contract Partnering Administration – Upon award, the Administrative Contracting Officer (ACO) will contact the Contractor, supported command(s), Region, and Installation(s) stakeholders, and the performance assessment team to discuss implementation of partnering. A partnership agreement, The Charter, should be in place as early as possible so issues arising, even before work begins, can be resolved using the issues resolution process. Replacement of Core Management Team members (stakeholders who attended the initial session and manage the contract work day-to-day) is discouraged since it will disrupt the synergy that has been developed. If replacement of a team member proves to be unavoidable, a follow-on partnering session must be held to officially turn the responsibilities of the position over to the new member. The Core Management Team consisting of the attendees below must be present during the initial and all follow-on partnering sessions. These are the core mandatory attendees. Other stakeholders may attend if they desire or as recommended by the partners.

3 Contract Partnering Session Attendees – The Contractor shall bring the necessary personnel to successfully partner on this contract. Asterisks indicates mandatory personnel.

1) President/Vice President

2) Project Manager**

3) Quality Manager**

4) Site Safety and Health Officer**

c. Permits and Licenses – The Contractor shall obtain all required permits, licenses, and authorizations to perform work under this contract and comply with all the applicable Federal, state and local laws and regulations. The Contractor shall submit copies of Permits and Licenses to the Contracting Officer within 15 days after award. If the contactor cannot obtain required permits in this specified timeframe, then the contractor shall submit, in writing, the justification for why they cannot meet this timeline to the contracting officer within 15 days of award.

d. Insurance – The Contractor shall submit a Certificate of Insurance to the Contracting Officer within 15 days after award as evidence of the existence of the following insurance coverage in amounts not less than the amounts specified below in accordance with the FAR Clause 52.228-5, INSURANCE – WORK ON A GOVERNMENT INSTALLATION. This insurance must be maintained during the performance period.

1 Certificate of Insurance – The Certificate of Insurance shall provide for at least 30 calendar days’ written notice to the Contracting Officer by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the aforementioned insurance clause.

2 Minimum Insurance Amounts – The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage:

I Comprehensive General Liability: $500,000 per occurrence

II Automobile Liability: $200,000 per person, $500,000 per occurrence, $20,000 per occurrence for property damage.

III Workmen's Compensation: As required by Federal and state worker's compensation and occupational disease statutes.

IV Employer's Liability coverage: $100,000, except in states where worker's compensation may not be written by private carriers.

V Other as required by state law.
