Please submit the completed forms to Jennifer.m.thompson2@navy.mil, NO LATER THAN 4:00 PM, 21 February 2018.

All personnel are required to register at NSF Indian Head Visitor Center and pick up their temporary visitor’s pass prior to scheduled site visit scheduled for Thursday, 01 March 2018, 1:00 PM. Allow for at least 90 minutes to get through the Pass and ID process.

BASE ACCESS REQUESTS

After contract award, Contractors are required to comply with the Defense Biometric Identification System (DBIDS) which is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.

If the Contractor has DBIDS, they will be required to utilize DBIDS to access the installation. If personnel requesting access do not have DBIDS they will need to fill out the attached SECNAV 5512 form completely. An Expected Visitor Form for each company that will require temporary access will also be required. There are no special access requirements for the restricted side other than noting it where indicated in the documentation attached.

Contractors will need to be aware that while on the restricted part of the base, there are no radio transmissions permitted (including cell phones) unless approved and bearing a HERO sticker. Also, the work site is in an area where only government vehicles are permitted so provisions will need to be made to meet at a central location and ride together. We can get a couple government vehicles or provide temporary permits before we leave for the site to POV's as required for the site visit.

Cameras are also not permitted to be used except with a camera pass. We can take pictures of things as requested during the site visit and provide to all of the contractors.

Also, most of the work is outside of the building but a very small amount is inside one of the bays that process explosives. In order to see what is inside the bay, the personnel may need to wear specialized PPE (fire retardant coveralls and cap, conductive shoes, safety glasses). The safety department has PPE to lend out for visitors who want to enter.

5. Joint Venture Agreement

Joint Venture Bidder: Joint Venture Bidders shall provide a copy of the joint venture agreement. The agreement shall include information that identifies the responsibilities for each entity under this contract, demonstrates the relationship between firms, and identifies contractual relationships and authorities to bind each entity of the joint venture. The joint venture also needs to complete the online representations and certifications for each joint venture member as well as for the joint venture itself.

6. System for Award Management (SAM)

Contractors must be registered in SAM prior to award of a DoD contract. For more information, see the SAM at https://www.sam.gov. A contract cannot be awarded to a contractor not registered in SAM. Remember to review the NAICS codes listed in your SAM record and make sure that you have listed the NAICS code for this procurement (Code is 236220 Commercial and Institutional Building Construction).
