RFI #1 RESPONSE

Reponses to RFI:

1) Factor 2 - Corporate Experience, subparagraph (a) concerning recent and relevant corporate experience.

Under the description of "Size" it states "Approximately $10M or greater". Does this mean $10M or greater per project during any one contract period and under one contract number?

Response: Yes, $10 M or greater per project during any one contract period under one contract.

2) Can you tell me how long the site visit on 19 June at WRNMMC for the Janitorial Services at Naval Support Activity (NSA) Bethesda, MD is supposed to last?

Response: The site visit, including the pre-proposal conference, will take approximately four to five hours.

Please plan accordingly as the length of the site visit may be shorter or longer.

3) Can you provide me with the hours of operation for the visitor center. Is it possible to get a day pass the day before the site visit for the site visit or must it be done the morning of the visit? And finally do you have an estimated time frame for the site visit (when it is expected to conclude)?

Response: The Visitor Center hours are from 0800 to 1530. You must check in at the visitor’s center on the day of the site visit. Please see the response to #2 above for estimated time frame of site visit.

RFI #2 RESPONSE

Responses to RFI:

4. When is proposal due date. It is not on the FBO solicitation.

Response: The proposal due date and time can be found on NECO and the first page of the solicitation document.

You have to click on "See Solicitation" on the right column of the FBO page to get to NECO. You can download the solicitation from the NECO site.

5. After reviewing the documents, I find that in the evaluation factor 2 – Corporate Experience, it is mentioned that a completed Questionnaire of Attachment D needs to be provided. Similarly a Past Performance Questionnaire (PPQ) also needs to be provided too. However I did not find Attachment D or the PPQ in the solicitation package, could you please help me understand where do I find them or from where these needs to be downloaded.

Response: The attachments have been incorporated to the solicitiation by way of this amendment and are now uploaded on NECO.

RFI #3 RESPONSE

6. After reviewing the original Synopsis for NSA Bethesda, I wanted to clarify if the award amount given is for the period of performance from 10/01/2012 to 07/31/2013 or is the total contract value for a five year period. Moreover, I wanted to clarify if there is a specific standard size and set aside for companies that will enter in a partnership with a prime contractor.

RESPONSE: Please see B.9 Period of Performance in the RFP for the period of performance. Please see B.5 NAICS Code for size standard. Please see B.4 Set-Aside for set-aside information.

7. Reference two documents: (1). Building Inventory Sheet for Bldg 9A, ICU and ER Rooms on floors 3 & 4;

and (2). Attachment J-1503010-08(1) Critical Care Areas. Building Inventory Sheet for Bldg 9A, Floors 3 & 4 does not list any ICU or ER rooms; however, Attachment Critical Care Areas does list ICU and ER rooms. Please provide ICU and ER room #’s on the Building Inventory Sheet for Bldg 9A or provided a corrected Attachment Critical Care Areas sheet reflecting no ICU and ER rooms.

RESPONSE: The Building Inventory for Building 9A includes the ICU and ER rooms on the inventory but is not labeled as such. While the rooms are not labeled the same between the inventory and Attachment J- 1503010-08(1), the proper service class has been associated with those rooms on the inventory. Please submit pricing based on the service classes in the inventory and the ICU and ER will be covered.

8. In the “Inventory Document” Bldg 19 American Zone, on the bottom of the page (Service square Footage and fixture count) it shows rest room fixture count. However in the upper portion of the bldg. room inventory it does not list “Rest Rooms”. Is Rest Room cleaning excluded from this bldg?

RESPONSE: Please review J-1503010-10 as the inventory includes restrooms for Building 19.

9. Wounded Warrior Barracks, Buildings 50, 60, 61 & 62, are the bedrooms to be cleaned daily or just at discharge and notified by the government?

RESPONSE: The bedrooms are to be cleaned per attachment J-1503010-08(10).

10. The solicitation currently has a due date of July 24, 2013. Since we have not completed a Navy Request for Proposal and since we would like to have the opportunity to present a proposal that encompasses all aspects as requested. Is it possible that this solicitation will be extended for an additional two weeks?

RESPONSE: The solicitation due date is July 25, 2013. This office does not anticipate extending the due date at this time.

11. Factor 2 – Corporate Experience requests three (3) corporate experience examples. Do all three (3) experience examples need to be of the same size and complexity or can (1) one of the three (3) be of the same size and complexity and the other two (2) relevant to healthcare housekeeping but not the same size and complexity? Does a renewed contract count as two examples?

RESPONSE: Proposals will be evaluated as stated in Section M of the RFP. If the renewed contract has different contract numbers it will be considered as two examples.

12. Reference Section L - Proposal Preparation Instructions – Paragraph B. Will the Government please clarify the statement, “Page limit is one hundred twenty five (125) pages (front and back)….” Does this mean a total of 250 printed sides (a total of 125 sheets)? Or does this mean 62.5 sheets total if there is printing on both sides?

RESPONSE: Page limit is 125 sheets, 250 printed on both sides.

13. Proposal Instructions for submitting Price Proposal (page 181 of 189) states that no Acrobat files are permitted, but NSA provided Section B CLINS in Acrobat format. Please provide guidance as to Section B CLINS format preference.

RESPONSE: Please use the ELIN Excel file to submit Section B CLIN pricing.

14. Proposal Instructions for submitting Technical Proposal (page 181 of 189) states that one original and four copies and two CD’s of Technical Proposal shall be submitted; however, pre-proposal conference minute states for submittal of Technical Proposal: One original and four copies. Are two CD’s for Technical Proposal still requested by NSA?

RESPONSE: Please provide two CD’s as required in Section M of the RFP.

15. Questionnaire received in Amendment 0003 is one page long, it does not provide for grading/scoring. Is NSA using this Questionnaire as a reference to make contact after proposals are submitted or is NSA wanting the Offeror to send to our contracts for evaluation purposes and return the NSA POC?

RESPONSE: The information provided in the questionnaire will be validated with the point of contact provided.

16. Please Clarify the following instruction clause from L.1.2:

Team Arrangements: FAR 9.6 defines contractor team arrangements. Team arrangements mean

(1) two or more companies form a partnership or joint venture to act as a potential prime contractor or (2) a potential prime contractor agrees with one or more other companies to have them act as its subcontractor under a specified Government contract or acquisition program.

Question: For this acquisition will the government (NAVFAC Wash) allow the Prime to subcontract a small business parts of the WRNMMC hospital contract in lieu of a joint venture partnership? If so are there size and award restrictions? The FAR is vague with regards to this info.

RESPONSE: FAR 52.219-14 Limitations on Subcontracting states, “Contract for services (except construction), the firm will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees.”

17. Will the government consider extending the due date of the proposal response to at least mid to late

August?

RESPONSE: Please see response to #10 above.

18. Are we allowed to submit a proposal for this solicitation if we did not attend the site visit?

RESPONSE: You may submit a proposal. The site visit is intended to allow offerors to gain a better understanding of the magnitude of work involved with this solicitation.

All RFIs that have been submitted prior to the issuance of this amendment but have not been addressed in this amendment will be addressed in the next amendment.

RFI #4 RESPONSE

19. Reference 02000000 – Management and Administration – 2.7.1.5. In the description for the EH the following statement is made. “The EH shall serve as the on site manager representing the Contractor and shall...” In several other places in the solicitation, including the proposal instructions, Factor 1 – Technical Management Approach, Item C – Key Personnel, there seems to be a clear distinction between the positions of Project Manager and Executive Housekeeper. Can the Government please clarify the requirement?

RESPONSE: The Project Manager (PM) has oversight of total project (NSA, WRNMMC, JTF). The Executive Housekeeper (EH) has direct control and supervision of the hospital inpatient, critical care areas, MOR and outpatient medical areas of the WRNMMC section of the contract. Thus the EH must meet the medical JC Accredited Hospital 10 year experience factor. The PM must have experiences on large projects of similar size and scope of the total contract.

RESPONSE: The correct square footage is listed on Attachment J-1503010-08(5), 8,722 sf.

27. HCAHPS data is not available online for the hospital. Can you provide the hospital’s HCAHPS scores for the past two years? If not HCAHPS, can you provide the equivalent patient satisfaction scores?

RESPONSE: WRNMMC has their own patient survey program NAVFAC does not have access to this information.

RESPONSE: In section C Annex 0200000 2.4.1 – Government Furnished Facilities (GFF) locations are provided in Attachment J-0200000-05. See 2.4.2 for Government Furnished Utilities. The Government does not provide any 2.4.3 - Government Furnished Materials or 2.4.4 Government Furnished Equipment.

36. Please Refer to Page 25 and 26 of 189. Section 2.7.2.5 and Section 2.8.1. -We understand that some employees on site are currently working with "employee authorization cards" which permit them on site. After reading these sections we do not see any writing accepting the employees who have that permit. Please review and let us know if you can see any discrepancies for these requirements.

RFI #5 RESPONSE

39. B.12 (p. 7 of 189). For option years not covered by the current CBA, would the NAVY prefer that the contractor build in an escalation for the cost of labor or would the NAVY prefer the contractor hold the labor costs flat? If the contractor holds the labor costs flat for the years not covered by the CBA, can we assume the NAVY will then allow an equitable adjustment based on the new CBA. Which method is acceptable to the NAVY?

RESPONSE: Applicable wage adjustments will be made in accordance with FAR 52.222-43, Fair Labor Standards Act and Service Contract Act – Price Adjustment (Multiple Year and Option Contracts). Before award the CBA will be incorporated into the contract in accordance with FAR 52.222-41(f).
