RFI RESPONSES
B448 Install Air Conditioning in the War Room – RFI’s
1.) Please confirm that this is NOT a design build project and that all/any engineering/calculations required to confirm code compliant constructability as described in the SOW has been previously completed. If not please provide any design/shop drawing submittals required for this project.
Government Response: This job is not design build. Please use the revised SOW for unit specifications.
2.) Please confirm that 3rd party commissioning will not be required for this project. If this is incorrect please specify features of work to be commissioned.
Government Response: There is no 3rd party commissioning on this job.
3.) Please confirm that no hazardous materials, have been identified nor should be accounted for as part of this proposal.
Government Response: The government is not aware of any hazardous materials involved with this job.
4.) May the QC manager/SSHO also act as site Superintendent (aka Triple Hat)? If this project requires separate QC manager and Superintendent, may the superintendent be employed by the installing subcontractor since this is primarily and HVAC project? We have recently been required by base safety to employ separate QC manager and superintendent (both employed by the prime contractor) on a small project with less than 3 workers on a daily basis which obviously adds unnecessary cost to the project.
Please provide/confirm the administrative staffing requirements and minimum supervision personnel qualifications for this project.
Government Response: Requirements for all work is a Superintendent/QC and a standalone (SSHO) for all projects. No triple hats approved for this work.
5.) During the site walk it was mentioned that the “War Room” was a secure space. Please provide any specific requirements for penetrations through the walls of either space. (i.e. Dielectric unions, grounding of line-sets etc.)
Government Response: Utility openings such as ducts and/or vents shall be kept at less than man passible (96 square inches) opening. Openings larger than 96 square inches (or 10 inches in diameter) shall be hardened per SECNAV M-5510.36, Exhibit 10A.2.e and Military Handbook 1013/1A.
6.) Due to the long lead time of the new HVAC units, the 60 day duration listed in the RFQ may not allow enough time to guarantee on time completion of this project. Can the project duration be extended to at least 120 days?
Government Response: The completion date will be 120 days.
7.) During the site walk we were shown panel PNLC (as printed on the panel schedule) to be used to tie in all new equipment. The SOW lists panel PIB. Please confirm that for bidding purposes it should be assumed that the existing equipment and new equipment are fed from panel PNLC and that there is available space for all new equipment in that panel.
Government Response: The panel itself is labeled PIB. The exact breakers are still to be verified by the contractor as the schedule is not necessarily reliable.
8.) This project could be less costly if completed using 2 separate 2 ton mini-split systems in lieu of one VRF system. Would this approach be considered? If so, please provide any additional requirements necessary if this approach is taken.
Government Response: No changes to the current design will be permitted as per the customer.
9.) The existing exterior conduit feeding the existing unit appeared to be ½” EMT which may not be large enough for the feed for the new 6 ton outdoor unit. For bidding purposes, should it be assumed that the conduit to the outdoor unit will have to be replaced?
Government Response: The government can only confirm that the conduit is 1/2".
10.) Will EMT suffice for all new conduit? If not, please provide requirements for new conduit.
Government Response: Yes, EMT conduit will suffice for all new conduit.
11.) Please confirm that the new HVAC system must be able to simultaneously heat and cool. .
Government Response: Simultaneous heating and cooling is a requirement.
12.) Please confirm that there are no Bacnet/DDC or fire detection/protection requirements for the new HVAC system. If incorrect, please specify
Government Response: Unit controller will be BacNet compatible but will not be tied into building system at this time.

Government Response: Breakers are to be verified by contractor. Breakers 16, 18, and 20 were identified as the outdoor unit.
16.) Please provide the electrical panel make, model and serial number for each panel that services this existing HVAC equipment.
Government Response: Panel is a Westinghouse Panel Type is 022B42 / BZ 62320.
