Ref
Question Is this a new requirement or is there an incumbent vendor? If available, can you please send along the incumbent contract number?
Response Solicitation N3943018R2071 is a follow-on to the previous NAVFAC NEI courses but has been redesigned to include new requirements (ref. N3943015D1646; N3943015D1651; N3943015D1652).
2 Question Is this contract going to support the Aspiring Leadership Development Program (ALDP)?
Response This course is a stand-alone leadership course and is one of the developmental training requirements for NAVFAC’s Leadership Development Program (LDP). Members who are in the ALDP may also take this course.
3 Question Factor 1 states that we must turn in a proposed approach that includes course content and method of instruction. Does this mean we need to turn in an entire course? Or just the outline?
Response The offeror shall submit a written narrative that describes its approach and how it will meet the requirements identified in the solicitation. The offeror will be evaluated on his or her plan and how adequately it addresses the technical approach in meeting the required competencies, qualifications of instructors, and staffing for simultaneous offerings.
4 Question Does the government pay for the instructor's travel? Or does this need to be factored into the price for each course?
Response The price for each course location as presented in the pricing schedule shall also include instructor’s travel cost including lodging expenses. Therefore, associated travel costs should be included to the bottom line price for each course location.
5 Question Please clarify the number of Volumes expected for this proposal?
Response There are two (2) volumes expected on this proposal. Volume I shall include Factor 1 Technical Approach and Factor 2 Past Performance. Volume II shall include Factor 3 Price/Cost.
6 Question Is Volume I required to include the Technical Approach and Past Performance (including the completed questionnaires)?
Response Yes.
7 Question If so, please clarify the total page limit for Volume I?
Response The total page limitation for Volume I is 50 pages (30 pages for Technical Approach and 20 pages for Past Performance).
8 Question What is the page limit for the Technical Approach?
Response The page limit for the Technical Approach is 30 pages.
9 Question What is the page limit for the Past Performance section with the completed PP questionnaires.
Response The page limit for the Past Performance with completed PPQs is 20 pages.
10 Question Will the government allow the Past Performance questionnaires to be included in an appendix?
Response No.
11 Question Should the PPQ's be submitted separately before the vendor’s proposal is submitted or is it intended to be submitted concurrently with the proposal?
Response Completed PPQs can be submitted with the offerors proposal or it can be submitted separately from the client/reference. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment 2), which will provide contract and client information for the respective project(s).
Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.
Questionnaires must be submitted directly to the Government's point of contact, Britney Collins, via email at britney.collins@navy.mil, prior to proposal closing date.
12 Question Are travel expenses to each performance site to be included in the pricing for each Performance site/date?
Response Yes, travel expenses shall be included in the pricing for each Performance site/date.
13 Question Are travel expenses being evaluated in this solicitation?
Response Price will be evaluated based on the bottom line price.
14 Question Are travel expenses being reimbursed or should be included in pricing for each performance site?

Response Yes, there are other vendors who provide similar services to NAVFAC with regards to leadership courses, however, the requirements/competencies vary.

Response Each solicitation will be evaluated separately.
19 Question The PDF copy of Attachment 4 to the Solicitation is a "read only" copy and is restricted. If a MS Word Copy is not available, then can the Contracting Officers and/or Contracting Officer's Representatives just hand write their comment directly in Attachment 4 (Form PPQ-0).
Response Hand written PPQ's are acceptable.
20 Question How do the 11 competencies relate to one another? Is the vendor expected to connect them, or are they considered stand alone?
Response These competencies provide foundational leadership skills that align with the DoD Civilian Leader Development Framework which can be found at https://www.cpms.osd.mil/Subpage/events.
21 Question Are all 11 competencies listed expected to be covered in one 3 day workshop or will you choose a few from the list?
Response Yes, all 11 competencies are expected to be covered for each course offering.
22 Question How much time do you expect the instructor to spend on each competency within the 3 days?
Response It is the instructor’s responsibility to manage their time appropriately to address each competency within the 3 days.
23 Question In the 3-day period, are there competencies that you feel should be covered for a longer durations and others for less?
Response Not necessarily. Instructors may address each competency separately or address multiple competencies at a time. For example, the instructor may address multiple competencies within a single exercise/activity. Essentially, the instructor should be able to manage their time appropriately and focus on certain competencies, as needed, based on student engagement.
24 Question What is your expectation for the depth of training and the amount of takeaways given the number of competencies covered in the same 3-day period?
Response Students are expected to analyze and think critically on the leadership competencies to which they are being exposed based on their experiences, and develop an enhanced understanding of it.

26 Question Page 2 Factor 1 Technical approach – are the Instructor resumes included in the page count? (reason for asking is because the vendor must show that it has the ability to manage three simultaneous course https://www.cpms.osd.mil/Subpage/events offerings, so at a minimum of two pages per Instructor resume for three instructors it would be six pages. This would leave only 14 pages for the Technical Approach.
Response Instructor resumes are included in the page count and should be no more than 2 pages per instructor.
The page limitation for Factor 1 has increased from 20 pages to 30 pages.
27 Question Page 4 of the Solicitation – indicates that submittal should be done through an SF 1449; is there an SF 1449 attached to the solicitation? “(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.

Response A blank SF1449 can be found at <https://www.gsa.gov/forms-library/solicitationcontractorder-commercial-items>

The courses shall focus on the course competencies identified in this section (appendix A lists the competency definitions for reference). Instruction should employ a mixture of learning methodologies over the course of three-days (e.g. experimental/action learning, case studies, role play, interactive discussions, applied learning, etc.) is required to enhance leadership practicum.”
Response The contractor is expected to modify their existing course materials to align with the competencies identified in the solicitation.
31 Question PWS 5.1.2 – States that the contractor must provide a copy of the course materials to the COR upon notice of award. 34 Question PWS 5.1.7 – States that the students may not miss more than 5% of the classroom time, this is a DAU requirement for their courses. This does not appear to be a RFQ/RFP for a DAU course. Does NAFAC have an in-house rule regarding attendance? “5.1.7: Students must arrive on time and report to class. If student’s tardiness exceeds five (5) percent of instructional time, the student will not be allowed to remain in the class and will receive a “No Show” status. Tardiness and absences relating to work-related requirements, meetings, travel arrangements that require departing before course end date and other personal or business-related appointments or commitments is an automatic “No Show” Absences relating to personal illness or urgent family matters will need to be coordinated with the instructor and the local DAWIA Training Representative. Response Yes, the vendor will receive a copy of the course evaluations which will be coordinated with the COR.

Should the Contractor need to cancel a course, The Government allows for a substitute instructor that meets the minimum qualifications listed in section 4.1.2”
Response Yes, this was an administrative oversight. Section 7.1.2 of the Performance Work Statement (PWS) should read… “The Government/Contractor may mutually agree to cancel or reschedule a course offering due to unforeseen natural catastrophic events (i.e., floods; earthquake; national emergencies) that prevent normal course delivery and/or participant travel/attendance.
