TVENT SCHEDULE SHEET 4 OF 7
TABLE V: TVENT FOOTNOTES WITH ANNOTATIONS
FOOTNOTE A:
1 NON-SEASONAL For the single Normal (–N) capacity Chiller with its respective Pump that provides chilled water
(CHW) directly to the ship, the machine(s) are continuously needed irrespective of the season and for the entire duration of the drydock period. The asterisk () further identifies the machine(s) as CRITICAL component(s) in which there are additional mandatory Contractual obligations as specified elsewhere in the Technical Specification (TS). Other NON-SEASONAL type machinery are several ITEM Cs (C / C1 / C2): DDUs & RHCs; ITEM Ds: TCCs; and ITEM Es: AHUs & ACUs. SEASONAL machinery are all other Chillers with their respective Pumps; several ITEM C#s (C3 & C4): HTGCs & CLGCs associated with a desiccant only dehumidifier, hence, do not require a fan; and ITEM Fs: HTGCs & CLGCs that Stand-Alone, hence, do require a built-in fan. SEASONAL equipment are the manifolds, hose assemblies, elbows, valves, and standpipes associated with the SEASONAL machinery.
2 POST–DD#1 Ther e is an unusual req uirement for a dehumi difi er at the pos t-dock Berth just prior to undocki ng fr om Dr ydock N o. 1 onl y ( POST DD#1). The dehumi dified air is necessar y for minor hull repair af ter r emoval of Buoyancy cans necessar y to undock (UD) a submarine fr om DD #1. Accordi ngl y: (i) the pos t-dock schedul ed season is as scheduled; (i i) the capacity for airflow and mois tur e r emoval is half of what is normall y r equired; and (iii) ther e is N O steam utility at the Berths . C orrespondingl y: (i) dependent on the actual schedul e, the Contr actor may either keep the l ast remaini ng Nor mal (–N) capacity dehumidi fier ( e.g. FWD DDU) on-site for r euse post- dock or schedule a later deli ver y of some other dehumi difi er; (i i) the capacity of the dehumi difi er can be anywhere fr om half (i.e. M edi um –M) to the same as for the N or mal ( –N) capacity dehumi difier , but, the capaci ty for any post-heater cannot be less than its associ ated dehumi difier; and (ii i) the dehumi difi er will use el ectric R eacti vati on, i.e. N O (s team)
Reac ti vation H eating C oil (RHC) will be needed – thus, a combi ned [C MBD] dehumi difier will not req uire functi oning pre-/post- cooli ng coils and will use onl y elec tric reacti vati on and the desiccant [DSCC] dehumi difier will not r equire a separ ate s team [ST M] RHC.
3 RHC CAPACITY For ALTERNATIVE IB (desiccant type [DSCC] dehumidifier only – neither pre- nor post- air treatment), the Vendor has a choice of either a single Normal (–N) or a pair of Medium (–M) capacity steam [STM]
AND FOR SAIL Reactivation Heating Coil(s) (RHCs) for all three dehumidifiers. However, subject to footprint, there is the possibility that the SAIL DDU may have insufficient space nearby to accommodate the steam RHC.
3 FOOTPRINT SIZE The Vendor must provide precise footprint dimensions of each capacity type of steam RHC, along with its other machinery, and be prepared to deliver the SAIL RHC as scheduled. Whereas the capacity type of RHC is a VENDOR CHOICE, the decision to deploy the SAIL RHC is a GOVERNMENT OPTION dependent on its footprint and available platform space. The Temporary Systems Design Engineer (C230.1RG) will evaluate as to whether the SAIL RHC could fit within the available space. Contracting will then inform the Vendor, sufficiently prior to shipment, as to whether to commence a lease of the SAIL RHC.
4OVERLAP CLGC For ALTERNATIVE IB (desiccant type [DSCC] dehumidifier w/ no built-in pre- nor post- air treatment), the Vendor must provide a spring-time four week (4 week) overlap between its current post heating coils and the following pre- & post- cooling coils AT NO ADDITIONAL COST. Only by allowing for this overlap of pre-treatment and post-treatment coils can the Government equate the Bid offers between a Vendor offering the preferred ALTERNATIVE IA combined [CMBD] dehumidifier which integrates pre-cooling, post-cooling, & post-heating and the permitted ALTERNATIVE IB dehumidifier lacking such integrated coils. If the overlap should be greater than four weeks, then the Government is obligated for the additional duration of the previous coil(s) which in this case are the heating coils. To accommodate this particular spring-time four-week overlap, the delivery schedule is such that the preceding post-heating coil may depart up to four weeks after its scheduled RETURN date and not incur an additional fee.
4CLGC CAPACITY As background, the needed chilled water cooling capacity for a post-cooler is only half of what is required for a pre-cooler. The pre-cooling coil uses about half of its energy to process the air (moisture removal – i.e. latent heat of condensation) and the other half to treat the air (temperature reduction – i.e. sensible heat). Whereas, the post-cooler, similar to a post-heater, is used for comfort control a.k.a. temperature reduction only (i.e. sensible heat). Thus, a pre-cooler would be sized as a Normal (–N) capacity machine of approximately fifty (50) tons, but, the post-cooler could be sized up to half as much similar to a Medium (–M) capacity machine of twenty-five (25) tons. Although the Vendor has a choice as to the cooling capacity for the post-cooler only as either Normal or Medium (–N / –M) capacity, the advantage of making both the pre-cooler and the post-cooler machines of similar capacity would be their interchangeability.

TABLE V: TVENT FOOTNOTES WITH ANNOTATIONS (continued)
FOOTNOTE A (continuation):
6OVERLAP HTGC For A LTERNATIVE IB (desiccant type [D SCC] dehumidi fier onl y – neither pr e- nor pos t- air treatment), the Vendor must pr ovide a springti me four week ( 4 wk) overlap between the pr evi ous post- heat coil and the following pre-cool & post-cool coils AT NO ADDITION AL COST. Onl y by all owing for this overlap of pre-tr eatment and pos t-treatment coils can the Gover nment eq uate the Bid offers between a Vendor offering the pref erred A LTERNATIVE IA combined [C MBD] dehumidifi er which integrates pre-cooling, post-cooli ng, & post- heati ng and the permitted A LTERNA TIVE IB dehumi difier lacki ng such integrated coils. If the overlap shoul d be greater than four weeks , then the Gover nment is obligated for the additi onal dur ation of the pr evious coil(s) which in this case is the singl e heati ng coil. For this particul ar spri ngtime four- week overlap, the succeeding pre-cool and post-cool coils mus t actuall y arrive at least four weeks prio r to it s schedu led ARRIVAL date and the pr ecedi ng post- heat coil should depart by its scheduled R ETURN date so as to not incur any additi onal fee.
7 IF DDU REMAIN The scheduled plan is for the Project to compl ete all Bl ast and Pai nt (B&P) operations in the l ate Spring of 2016 j ust pri or to the r equisite pre-cooli ng and pos t-cooling of dehumi dified air for a second cooling season 2ND CLG SEA SON. However, an OPTION has been i ncluded in this Technical Specificati on to allow for an extensi on (EXT) of the l ease of either the 8F FWD DDU and/or the 8S SAIL DDU so that the applicable dehumidi fier(s) can REMAIN thr oug hout the second cooli ng season. Dependent on which dehumidi fier r emai ns, specific types of machi nery and equi pment will be l eased as an OPTION to support that dehumidi fication process . In particular, the 8F FWD DDU, which because of its isolated l ocation on the Dr ydock fl oor, woul d r equire the lease of a separate chiller (CH LR [4"CAM]–L) with pump (PUMP [4"C AM]–L) besides cooling coils (ALTERNA TIVE IB onl y) and manifold(s). Wher eas , the 8S SAIL DDU, because of its proxi mity between the FWD & AF T TCCS, woul d connect to the
TCC chiller (CHLR [6"CAM]–X) with pump (PUM P [6"CAM]–X) during the second cooling season and would onl y r equire the l ease of cooli ng coils (ALTERNA TIVE IB onl y) and mani fol d(s).
8UNIQUE TO DD#2 For Los Angeles Class submarines (688 CL) undergoing overhaul in DD#2, the newly refurbished Removable Submarine Covers (RSCs) not only shelters the entire submarine within a weather protective structure, but, also encompasses the submarine within an environmentally controlled envelope. Each of the fourteen (14) permanent RSC Temperature Conditioning Coils (TCCs) has an air-handler, steam coil for heating, and a chilled water coil for cooling. The only rental machinery required to effectuate the engineered controlled environment are a 200 ton chiller with its accompanying pump for the port set of RSC stacks and a similar chiller with pump for the starboard set of RSC stacks.
9VENDOR CHOICE If the Vendor can provide the desired machinery and/or equipment as listed at or below the Government Estimate, then it is in the Shipyard's interest to lease the designated ITEMs. Please note that Vendor Bid comparisons should either both include or exclude such ITEMs.
10 PNS ELECTIVE Dependent on Shipyar d avail ability, the lease of rigid duct fitti ngs DUCT [FT GS]–G and both the positi ve and negati ve pressur e fl exibl e ducti ng DUCT [±FL EX]–G/–X/–N ar e a Government PNS ELECTI VE as to whether an ITEM shall be l eased. Also, these l ease items have a ONE- TIME fee TERM for the entire durati on that its associ ated machi ner y ar e under lease and not subj ect to a weekl y rental TERM. The officiall y issued Contr act will infor m the Vendor as to whether each of the subj ect ITEMs ar e to be leased. The rigid duct fitti ngs and the posi ti ve pressure fl exibl e duc ting would be req uired on-site EARLIER by one week than the LATER negati ve pr essure flexi ble ducti ng. The C ontrac t ARRIVAL D ATE will be adjus ted so as to pr ovide the Vendor with a three week lead ti me for the EARLIER ITEMs and a four week l ead time for the LATER ITEM s unless the Vendor ini tiates and/or i ndicates a desire for the original specul ati ve calendar dates. As adjusted, this l ead time shoul d be suffici ent for the
Vendor to pl ace an order after C ontrac t awar d if i t should have an insufficient suppl y of a particular lease pr oduc ts.
11PRE-SCHEDULE There are specific Contract Line Items requiring the services (labor) of the Vendor that are NON-EMERGENT and are best coordinated in advance and scheduled by the responsible Shipyard Party via communications with the Vendor to include an E-mail (Cc: Vendor / COR / Contract Specialist / TSDE) to document the line ITEM request. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for pre-scheduling (preferably, at least two workdays as advance notice): (a) Vendor installation of E-STOPS (ITEM K1: E-STOP [D&E]≥04); (b) Vendor assistance in the OPERATIONAL aspects of the several TVENT systems especially to include (re)adjustment of temperatures (pre-cool vice post-cool plus post-heat), quantity of air-flows (to achieve desired temperature or Relative Humidity), and manipulating utilities (steam versus electric for Reactivation Heat) (ITEM K2: OPNL [≤⅓DY]–24); and (c) Vendor assistance in the INSTALL of the Chilled Water (CHW) Loop(s) to include Manifolds, Valved Jumper Assembly(ies), Standpipe(s), Hose Assemblies, & Rigid Ducts / Flexible Ducting (ITEM K4: INSTL [≤8HR]–01). The Shipyard's Temporary Systems Design Engineer [TSDE] would be responsible for scheduling (preferably, at least two calendar weeks as advance notice) Shipyard training (ITEM K5: TRNG [≥4HR]–02).
12CALL & E-MAIL There are specific Contract Line Items requiring the services (labor) of the Vendor that are EMERGENT and are best coordinated via an immediate phone call to the Vendor followed by an E-mail (Cc:
Vendor / COR / Contract Specialist / TSDE) to document the emergent nature of the request by the responsible Shipyard Party. The Project's Temporary Systems Zone Manager [TSZM] would be responsible for coordinating all such emergent requests to include those to be established as not being the fault of the Vendor (ITEM K3: SVCE [≤6HR]–08).

When using the GRAPHIC DATE FINDER / SCHEDULATOR (GDF/S), the actual date for a given duration is one day sooner than the date indicated, or conversely, the actual duration is one day more than the duration indicated (for example 05 Jan – 20 Sep 2016 is actually 37 weeks vice 36 weeks plus 6 days as indicated on the GDF/S).
The CRITICAL NON-SEA SONAL Nor mal (–N) capacity C hiller with Pump is needed for the entir e dur ation of the dr ydock peri od r egar dless of whether or not that duration exceeds one year. Other NON -SEASONA L type machi ner y requir ed for the full or near full dur ati on of the dr ydock period ar e j ust the two AHUs dedicated to the shi p's Interior C ompartments (FWD & AFT) and all TCC s whi ch happen to al so provide ventilation to the ship's Interi or Compartments . The scheduled durati on for the dr ydock peri od is si xteen (16) calendar months . These ITEMs are initiall y scheduled for fif ty-two (52) weeks as an in itial STANDARD (S) CLIN and requir e a semi-automatic extension UNFUNDED CLIN (U ) prior to their schedul ed RETURN DATE.
The initi al dur ations for each dehumi difi er and its supporti ng machi ner y (STANDARD CLIN) refl ect an aggressi ve pr ogrammed Blast and Paint (B&P) g uessti mate by the C970 Operati ons Manager. The progr ammed EXTENSI ON reflected i n TABL E V: T VEN T MACHINER Y & EQUI PMENT SCHEDUL E are an ext ension OPTION (AL) CLIN meant to pr ovi de the necessar y flexi bility to defer the RETURN DATE for the F WD (O a) , SAIL (O b) , or POST-DOCK (O c) dehumidifi ers and to obtain associ ated seasonal supporti ng machi ner y for that particular dehumidifi er such as a chiller, pump, or manifold(s).
This in itial STANDARD CLIN (S ) is for a POST -DOCK dehumi difi er or for i ts associated seasonal support machi ner y.
This in itial OPTION (AL) CLIN (O ) is for a machine (SAIL RHC) in which there has been i nsuffici ent pl at for m footprint to deploy at Dr ydock N o. 1 (DD #1) onl y. A temporar y somewhat larger platform will be constructed after docki ng in li eu of the pr evious per manent pl at for ms, so, ther e may be suffici ent pl at for m footprint . Also, this parti cul ar unit needs to be lis ted, r egar dless of intent to lease, so as to equate bi ds from Vendor(s) of fering A LTERNA TIVE IA dehumidificati on vice Vendor(s) offering ALTERNATIV E IB dehumidificati on. The Temporar y Systems D esign Engineer [TSD E] can deter mine the prac ticality of l easi ng the ALTERN ATIV E IB SAIL RHC from the success ful Bi dder after obtai ning the actual footprint(s) of the singl e N ormal capacity or dual Medium capacity RHC unit(s) as well as the footprints of other adjoi ning machi ner y sharing the platform.
The duration for this initial STANDARD CLIN (S ) uni t (ITEM F1: ACU) of one year happens to exac tl y match the planned dur ation. The extension OPTION(AL ) CLIN (O ) is just i n case the need for this Stand-Al one machi ne is greater than the pl anned durati on.
The elective OPTION(AL) CLIN (E ) is for the gigantic size rigid D uct Fi ttings (DUCT [FT GS]–G) and for some sizes of Fl exi ble D ucti ng (DUCT [±FL EX]–G/–X/–N) . The pr oposal is for a FIXED FEE for the lease of ITEMS: J series that is not defined by a particular durati on rate (i.e. $ / week), but, with the entir e dur ation of the particular associated machiner y (TCC –L/2N, DDU–N /M, ACU –L, & AHU –N as applicabl e) that the electiv e ITEM S ar e affi xed to. The Government will make an elec tion as to whether or not to l ease such I TEMS pri or to issuance of the C ontract.
CLIN (CONTRACT LINE ITEM NUMBER): Double strikethrough for TYPE CLIN indicates NOT APPLICABLE for this Project.
C CONDITIONAL CLIN: This CLIN is a CONDITIONAL ITEM for an (un)known duration / extension that is indeterminate by the Government as to its necessity prior to Contract issuance and, if necessary, also uncertain as to its precise duration if exercised. Rather, this CONDITIONAL ITEM is dependent on the Project's work progress as compared to its programmed work schedule. The reason for its indeterminate status is the uncertain ability of the Project and/or Shipyard to achieve an aggressive Blast and Paint (B&P) work schedule in light of manning limitations combined with the normal climatic seasonal changes expected with a significant delay. The normal expectation are that the CONDITIONAL ITEMs will not be required. Hence, the Project must document (E-mail) to the Contracting Office as to their need and/or duration prior to initiating the lease or extension of the applicable CONDITIONAL ITEMs.
E ELECTIVE CLIN: This CLIN is an ELECTIVE ITEM for a known duration / extension to be determined by the Government prior to Contract issuance and so conveyed to the Vendor via whether or not those particular ITEMs are listed in the issued Contract. If an ELECTIVE ITEM is listed in the Contract, the CLIN ARRIVAL date(s) may be adjusted to allow more time for the Contractor to obtain additional assets in case the Contractor has an insufficient quantity or is out of stock for that particular resource. Examples of ELECTIVE ITEMs are negative pressure ducting (i.e. DUCT [−FLEX]–X & DUCT [−FLEX]–N) in which its listing as a CLIN ITEM is dependent on the delivery timeliness of previous Government Purchase Orders. For negative pressure ducting, the Contract should allow at least four (4) weeks between the issuance of the Contract and the required date for its ARRIVAL unless the Vendor indicates a sooner availability.
O OPTION(AL) CLIN: This CLIN is an OPTION(AL) ITEM for an (un)known duration / extension to be determined by the Government either prior to or after Contract issuance, but, at present, indeterminate as to its necessity or uncertain as to its precise duration. For this Project, the OPTION(AL) ITEMs are the two sets of 200 ton chillers (ITEMs V35 & V36: CHLR [6"CAM]–X) with their accompanying pumps (ITEMs V39 & V40: PUMP [6"CAM]–X) for the RSCs only. Although the issued Contract is immune to the source(s) of Government funding, funding source(s) other than the Project may be involved and/or the actual durations could be substantially reduced.
S STANDARD CLIN: This CLIN is a mandatory STANDARD ITEM for a known duration / extension as indicated which would initially be limited to not exceed fifty-two weeks (52 wks) or one year (1 yr).
V VENDOR CLIN: This CLIN is a non-mandatory VENDOR ITEM for a known duration / extension as indicated which would initially be limited to not exceed fifty-two weeks (52 wks) or one year (1 yr). This ITEM is a Vendor's Choice as to its availability and should be leased if at or less than the Government Estimate.
FOOTNOTE C:
The summation of the TOTAL Government ESTIMATE for the entire Contract to include all CLINs whether STANDARD (S), CHOICE (C), UNFUNDED (U), OPTIONAL (O), or ELECTIVE (E) is at the end of the TVENT MACHINERY & EQUIPMENT SCHEDULE.
However, some ITEMS are at a Vendor's election as to the machinery type of either ALTERNATIVE A (preferred) or ALTERNATIVE B (permitted). Whether ALTERNATIVE A or ALTERNATIVE B, the Government Estimate for that particular alternative is exactly the same. The alternative type is annotated in the (last) Government ESTIMATE column as:
IA or IB / IIA or IIB / IIIA or IIIB / and IV – which is a Vendor's Choice ITEM when available by the Vendor and at a reasonable cost (less than or equal to the Government Estimate). The ALTERNATIVE B ITEMS are shown in a white font with a black background. Thus, the summation of the TOTAL Government ESTIMATE for the entire Contract to include all CLINs is the sum of all non-alternative ITEMS plus let's say ALTERNATIVE A ITEMS (do not include both ALTERNATIVES A + B) plus ALTERNATIVE IV. Hence, one can compute the Government's TOTAL ESTIMATE by adding all line ITEMS with backgrounds of white (non-alternatives), yellow (ALTERNATIVE A), plus pink (ALTERNATIVE IV).
TVENT SCHEDULE SHEET 7 OF 7
TVENT DESIGN CRITERIA: [Non-IA @ PNSY]
[1] Single Non-Seasonal Normal capacity (–N) chiller and pump is required for the ship's TCHW system. Only for an IA overhaul would a second similar, but seasonal chiller & pump be required for the nuclear complex.
[2a] [Non-IA @ PNSY] Three Temporary Desiccant Dehumidification (TDD) systems (FWD / SAIL / AFT) are required to support Blast and Paint (B&P) operations. The Vendor has a choice of either the combined dehumidifier (DDU [CMBD]–N) that integrates steam reactivation, post-heating, pre-cooling, and post-cooling (ALTERNATIVE IA: PREFERRED for now to be required in the future) or a dehumidification group consisting of additional machinery components (RHC [STM]–N/2M / HTGC [ELEC]–N / CLGC [PRE]–N / CLGC [POST]–N/M) (ALTERNATIVE IB: PERMITTED for now to be precluded in the future). The routine home station (PNSY) evolution requires dehumidification for close to an entire year or longer in which pre-cooling & post-cooling would be followed by post-heating and/or vice versa. The dehumidification machinery is equipment supported by twenty inch nominal diameter rigid duct fittings (DUCT [FTGS]–G) and discharge (positive pressure) flexible ducting (DUCT [+FLEX]–G).
[2b] [Post-DD#1 @ PNSY] Besides the dehumidification machinery to support the overhaul during the drydock evolution, a single Temporary Desiccant Dehumidification (TDD) system is only required post Drydock No. 1 [Post-DD#1] to support Blast and Paint (B&P) hull repairs after first removing the "Buoyancy Cans" for floating the ship. This system does not require steam reactivation (no steam utility at the Berths) and is season specific as far as post-heating only. Being a small tented principally unmanned temporary enclosure, pre-cooling and post-cooling for comfort with its ancillary machinery support infrastructure would not be required.
[3a] [Non-IA @ PNSY] Four (4) very powerful exhaust blowers (AHU [EXH]–N: ≥10K cfm @ 14" WG & ≥40 Hp) are required to support both exterior Blast and Paint (B&P) operations (Hull / Fwd & Aft MBTs / Mud Tank) and an interior healthy work environment (via Dirty Air Exhaust) in the Ship's Forward and Aft Compartments. Two units will be deployed near the Bow and likewise for the Stern. The Shipyard will designate each unit either solely for air exchange of the exterior to counterbalance the supply air from the Dehumidification Systems or solely for air exchange of the interior to counterbalance the supply air from Temperature Conditioning Coils.
Each exhaust blower has a pair of fourteen inch nominal diameter suction inlets which wye to three each eight inch nominal diameter suction lines (Y = 14"Ø : 8"Ø × 3). The net effect is that each exhaust blower will provide six each exhaust lines of eight-inch nominal diameter (8"Ø) rated for a minimum of 1,600 cfm per exhaust branch run. The exhaust blowers can be equipment supported by strong suction (negative pressure) semi-flexible ducting of fourteen inch (DUCT [−FLEX]–X) and eight inch (DUCT [−FLEX]–N) nominal diameters.
[4a] [PNSY] For industrial ventilation, two Temperature Conditioning Coil (TCC) systems (FWD & AFT) support an INTERIOR healthy work environment (via Clean Air Supply) from all ambient (100% outside fresh) treated (cooled or heated, as necessary) air to the Ship's Forward and Aft (pressurized) Compartments. For each of the two TCC systems, the Vendor has a choice of either a single Large (–L) capacity unit (TCC [H&C]–L) having four outlets (ALTERNATIVE IIA: PREFERRED) or a pair of Normal (–N) capacity units (TCC [H&C]–N) having two outlets per unit (ALTERNATIVE IIB: PERMITTED). Penetrations to the ship's interior are via the Submarine Hatch Ventilation Enclosures (SHVEs) on top of the hatches (WSH [FWD] / FEH [FWD] / AEH [AFT]) or the Hull Cut Ventilation Enclosures (HCVEs) surrounding the Hull Cuts (HC#1-1A [FWD] / HC#39A [FWD & AFT] / HC#49 [AFT]). For redundancy, the INTERNAL ventilation system is designed for a minimum of two (2) and preferably up to four (4) Supply Air ducting runs for each of the ship's interior Compartments for a maximum total of eight (8) runs. This temporary industrial ventilation Supply Air system is equipment supported by twenty inch nominal diameter rigid duct fittings (DUCT [FTGS]–G) and discharge (positive pressure) flexible ducting (DUCT [+FLEX]–G).
[5] [some Non-IA @ PNSY] For comfort conditioning where treated air can be recycled (i.e. retreated with no or very little fresh air intake), a Stand-Alone Air-Conditioning Unit (ACU) with cooling and reheat is available.
[6] Emergency Stops (E-STOP [TCC & AHU]–02) will provide a certain measure of Fire Fighting security at the Watch Shack by permitting the instantaneous SHUTDOWN of air-handlers that either exhausts air from (AHU [EXH]–N) or supplies air to (TCC [H&C]–L/2N) the Forward and Aft Submarine Compartments.
[6b] [DD#2/3 @ PN SY] About half of the seasonal chill ed water will r un al ong the dr ydock floor on the submarine's Port si de in support of the Temporar y Bl ast and Paint (TB&P) systems' cooli ng coils at three l ocations (F WD / SAIL / AFT). The correspondi ng other half of the seasonal chilled water is to r un al ong the dr ydock balcony on the submari ne's Starboar d si de in support of the Temporar y Ship's Ventilati on (TSHIP) systems' cooli ng coils positi oned on two balcony pl at for ms wi th its accompanying chiller / pump on a third platform. H ence, this particul ar docking evolution is best r esol ved vi a the l ease of two each duplicate capacity (200 ton) chill ers.

STATEMENT (STMT):
1. Although the Extra Large (–X nominal 200 Ton) or Gigantic (–G nominal 400 Ton) capacity chillers may include a built-in pump in which the pump may match or exceed the required capacity and may even be of the preferred Low Speed (LS) type, the Full Load Amperage (FLA) required for the combined chiller and built-in pump will most likely and substantially exceed the limit stated in the PERFORMANCE CAPACITY should their motors be electrically powered from a common circuit. In this particular circumstance, the Vendor must either: (a) provide a separate and independent Stand-Alone pump of sufficient capacity (as confirmed by the TSDE via the Pump Curve) to be electrically connected by the Shipyard to its own autonomous circuit breaker isolated from the chiller or (b) the Vendor rewires the chiller's built-in pump (capacity to be confirmed by the TSDE via the Pump Curve) so that the pump's power can be electrically connected by the Shipyard to its own autonomous circuit breaker isolated from the chiller. Even with the pump's electrical power source independent from that of the chiller, the chiller may need to be only slightly derated in capacity in order to not exceed the FLA limit provided in the column titled:
PERFORMANCE CAPACITY. The chiller shall not be derated below the FLA limit range provided in the Table.
2. After the Project finishes the installation of the entire seasonal only TCHW piping system(s) (e.g. in support of dehumidified air for the ship's EXTERIOR and/or conditioned air for the ship's INTERIOR) for each cooling season, the Vendor is encouraged to pick-up all excess elbows and practically all excess hose assemblies as long as the Government can recall a portion of that excess at no additional lease in case of a system's failure. At least one-hundred feet (100') of hose assemblies of each size (3"Ø / 4"Ø / 6"Ø) shall remain on-site in case of hose failure.
3. For Drydock No. 2 (DD#2) with the use of Removable Submarine Covers (RSCs) currently designed for only the Los Angeles (LA) Class submarines, two each Extra Large capacity (–X) chillers and their corresponding pumps are designated for cooling the RSC facility. Two pairs of SUPPLY & RETURN connection fittings (6" FLG × 150#) are located near the bottom of the RSC structures nearest the drydock floor in which the fittings for the PORT structure is nearest the HEAD END and the STARBOARD structure is nearest the CAISSON. One pair of adapters is required for each of the two pairs of connection fittings (two pumps only) to convert the two pairs of hose assemblies with six-inch Male and Female cam-lock fittings to flanges: 2 pairs × (6"M CAM : 6" FLG × 150# + 6" F CAM : 6" FLG × 150#).
The Vendor is to provide a sufficient quantity of correctly dimensioned hardware (bolts, nuts, washers, & gaskets).

ITEM F2: TEMPERATURE CONTROL
CHOICE OF THERMOSTAT
AND MANUAL BYPASS
STATEMENT (STMT):
5. NAVSEA Technical Publication 8010: INDUSTRIAL SHIP SAFETY MANUAL FOR FIRE PREVENTION AND RESPONSE compels the
Shipyard to have the ability to immediately stop airflow into the submarine's INTERIOR (pressurized) Compartments (FWD & AFT) in an emergency Fire Fighting situation. Hence, E-STOPS (EMERGENCY STOPS a.k.a. ECS: ELECTRICAL CONTROL STATIONS) are required for Fire Safety for machines with a Process Air (PA) blower (i.e. TCC [H+C]–L/2N) and for Exhaust Blowers (i.e. AHU [EXH]–N) that either SUPPLY or EXHAUST air into the submarine. Thus, up to four E-STOPS (one E-STOP per machine) may be required if the Vendor elects to provide two pairs of Normal (–2N) capacity TCCs (ALTERNATIVE IIB) vice the requirement for only two E-STOPS for two each Large (–L) capacity TCCs (ALTERNATIVE IIA). Exhaust Blowers (AHU [EXH]–N) are consigned as to their designated application such as FWD or AFT INTERIOR and/or EXTERIOR. The two Exhaust Blowers having some or all of its ducting runs routed to the submarine's INTERIOR Compartments (COMPTS: FWD & AFT) DO REQUIRE E-STOPS regardless of location (PNSY / NLON / NBPL). However, for the non-deployed location (PNSY) which may have two additional Exhaust Blowers (Non-IA) with all of its ducting runs routed solely to the submarine's EXTERIOR Main Ballast Tanks (MBTs:
FWD & AFT), E-STOPS ARE NOT REQUIRED FOR EXTERIOR ONLY EXHAUST BLOWERS.
6. If the Vendor chooses to deploy either one or two pairs of ALTERNATIVE IIB: a pair of Normal (–N) capacity Temperature Conditioning Coils (ITEM D2 V##a & V##b: TCC [H&C]–2N) vice a single Large (–L) capacity unit, then supplemental pair(s) of Large (–L) capacity Wye type Manifolds (ITEM G1 labelled V##c: MANF [4":3"×2]–L) are needed for each pair of TCC–2N. These supplemental Large (–L) capacity Wye Manifolds will be provided for each cooling season at no additional cost to the Government with dates of ARRIVAL & RETURN similar to those of the other manifolds. Also, supplemental three-inch hose assemblies (ITEM H1: HOSE [3"CAM]–N) are necessary for each cooling season at no additional cost to the Government with similar delivery dates (8 each per TCC–2N).
