Touch Labor Sandblasters

N32253-18-R-0083

Question 1 The DD 254 Form issued with the Sandblaster solicitation lists the Plastic Fabricator solicitation number in block 2 and block 9 lists qualified “Plastic Fabricator/Woodcrafting” personnel vice “Sandblaster personnel”.

Answer-The correct dd254 will be attached to the solicitation.

Question 2 Under paragraph 4, Equipment (contractor furnished tools) half and full face respirators by 3M is listed. Is the contractor restricted to the 3M brand? Shipyards and contractors currently use multiple brands with the same specifications.

Answer- Contractor is not restricted to 3M brand as long as other brand has same specifications.

Question 3 For previous contracts awarded by PHNSY, there is a two to three weeks of preparation time between date of contract award and start of the period of performance. This solicitation states that the period of performance will begin on the date of award (estimated as 24 September). What is the actual/expected arrival date for the contractor? Time will be needed to bring mechanics on board, complete required medical stressors, verify resumes and experience, make travel and living arrangements, process them through the PHNS security badge/DBIDS process and buy tooling to support the contract?

Answer- Award is expected to be made by September 24th. At that point contractor will co-ordinate with Government to get all touch labor personnel names to our security office, and cleared. This process usually takes 2-3 weeks beyond the 24th in this example. It is expected that a reasonable fly out date will be reached between contractor and Government based on the amount of time it takes to clear security. Government will be reasonable and flexible.

Question 4 Our mechanics and supervisors are trained and experienced in the rules and regulations governing the use of hazardous material. This solicitation is for hiring touch labor where mechanics are typically integrated into the local work crews. Does Appendix II (Contractor Environmental Specification Guidelines) require the contractor to develop its own waste streams, hazardous material management team and shipyard storage areas and disposal plans or will the contracted mechanics work under the local Shipyard rules, regulations and processes?

Answer- Contracted Mechanics will work under the local shipyard rules, regulations, and processes.

Question 5 Please clarify travel dates as they relate to the Christmas holiday period. PHNS will shut down 17 December 2018 through 06 January 2019 with a return to duty date of 07 January 2019. Is a travel plan of flying out on 17 December with a return flight of 06 January consistent with the stated shut down period?

Answer- If the first option period is exercised, Contractor will fly out 14 December 2018. Contractor will return 06 January 2019 to start work again 07 January 2019. If the first option period is not exercised, contract will end 14 December and this will be final flight.

Question 6 Will the contractor be given the opportunity to work under the Shipyard’s confined space program including gas free and competent person support services for all three contracts (Shipwrights, Laborers and Sandblasters)? Of these three, only the Laborers solicitation (para 3.3, c) says “Gas Free Competent Person Tasks will be performed by government personnel”.

Answer-Yes, all trades will be given the opportunity.
