QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and do not constitute an amendment to the solicitation.

QUESTION: Specification Item No: Section L

Contractor respectfully requests an additional two (2) weeks for submittal of bidders questions to allow adequate time to identify and relay additional questions especially from subcontractors and OEMs.

As contractor has identified multiple OEMs that are not able to accomplish the work as written, and is in the process of relaying their responses and investigating alternatives, additional question submittals are anticipated.

ANSWER:

The request for an additional two (2) weeks for submittal of bidders questions is denied.

MSC recognized the need for bidders to have a longer period to ask questions and to submit a proposal.

In previous ship repair solicitations, bidders had twenty (20) days to submit Request for Clarifications (RFCs) and 30 days to submit a proposal. Specificially, for the USNS ZEUS solicitation, the period for bidders to submit RFCs was increased to thirty (30) days, from 06 June to 06 July 2022. The period for bidders to submit a proposal was increased to forty-five (45) days, 06 June to 21 July 2022. In addition, a seven (7) day extension was previously provide for each, making the period for RFC submittal thirty-seven (37) days and the period to submit a proposal (52) days.

QUESTION: Specification Item No: Section L

Contractor respectfully requests an additional two (2) weeks for submittal of Offer to allow adequate time for full engagement with subcontractors, vendors and OEMs to ensure the most competitive price proposal to the Government.

Contractor currently has outstanding submitted bidder’s questions, and anticipates submitting additional questions (see bidder’s question 010), that will need adequate time to process properly once answers are received.

ANSWER:

The request for an additional two (2) week extension is denied. MSC provided advance notice of the pending availability in accordance with the Federal Acquisition Regulations. The USNS ZEUS MTA Sources Sought notice was posted on SAM.gov on 28 April 2022 with a closing date of 13 May 2022, fifteen (15) days. The Synopsis was posted on 19 May 2022 with a closing date of 03 June 2022, fifteen

(15) days. The USNS ZEUS solicitation was posted on SAM.gov on 06 June 2022 with a closing date of 21 July 2022, forty-five (45) days.

MSC previously provided a seven (7) day solicitation extension. Pushing the response date back an additional two (2) weeks will push the award date back a total of three (3) weeks. Given the current situation with the worldwide supply chain issues already affecting businesses, this will have a direct cause and affect on the contractor’s ability to provide contractor furnished materials in time for the 03 January avail start date.
