22R0007 Q&A #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Are there any medical facilities on the platform? What level of injury are they capable of treating without seeking evac?
A: The vessel is outfitted with an afloat medical treatment facility with a Medical Department
Representative (MDR).
The MDR onboard MSC ships must provide acute medical care to include lifesaving medical care.
2. Are there any specific fall protection procedures that they use on the platform?
A: Vessel Operator has implemented a Fall Protection Program which can be provided to successful offeror after contract award.
3. Is there any standard equipment they’ll use while on the platform, such as hard hat or life jacket?
A: Required standard equipment (hard hat(s), life jacket(s)) will be maintained and provided by the ship’s operator.
4. Section G-3 Invoice Requirements references Attachment I but there is no Attachment I in the list of documents on SAM.gov. Will this attachment be made available prior to the proposal due date?
A: Attachment I is provided.
5. Can I please receive a drop off code/link for the DoD SafeSite submission?
A: Offerors that require a DODSafe submittal link shall notify the contracting office points of contact no later than 17 March 2022, 3:00 PM EST.
6. Does the Govt expect us to bid a Firm Fixed Price amount for CLIN X002? If so, what are we to use as a basis for this estimate? Are there historical amounts or can the Govt provide a plug number?
A: No, CLIN(s) X002 are for Reimbursable costs IAW Section B-1.2 REIMBURSABLE ITEMS
The Contract will be Firm Fixed Price with reimbursable elements (CLINs X002).
7. Would the Govt consider changing CLIN X002 to a Cost Reimbursable type CLIN?
A: CLINs X002 are already Reimbursable.
8. There seems to be conflicting direction in the RFP regarding whether or not we should apply our indirect cost elements to the CLIN X002 amounts. It would be in violation of our own accounting system practices to not apply overhead, or general and administrative (G&A) to the anticipated reimbursable items which the Govt has identified as travel, training, and reimbursable overtime. Can the Govt please clarify the application of indirect elements to the Reimbursables CLIN?
A: Per the solicitation, those charges are disallowed. Please see B-1.2 REIMBURSABLE ITEMS.
