22R0007 Q&A #2
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Is the Competition Type exclusively an 8(a) Set-Aside or will the Issuing Department accept
HUBZone Set-Aside, or Small Bus Set-Aside offerors proposal?
A: Exclusively an 8(a) Set-Aside.
2. Request clarification of "including all penalty time”. (B-1.0 General, Page 2)
A: All references to Penalty Time have been removed from the Solicitation.
3. What is the location to where Contractor's personnel must travel to be fitted? (C-1.6.1)
A: Fitting may take place at contract turnover on the vessel (Pearl Harbor, HI) or in Norfolk, Virginia to accommodate crew rotations.
4. What is the duration of time the fitting will take? (C-1.6.1)
A: Duration of the fitting should take a couple of hours for each individual.
5. Will associated travel be reimbursed by the Government for the fitting? (C-1.6.1)
A: If fitting is conducted outside the scheduled work hours, yes, travel will be reimbursed IAW current JTR.
6. Will associated crew wages be reimbursed by the Government for the fitting? (C-1.6.1)
A: If fitting is conducted outside the scheduled work hours, yes wages will be reimbursed by the
Government for the fitting.
7. What is the duration of the training? (C-1.7)
A: Training course(s) vary. Training duration subject to change based on course updates.
8. Will associated travel be reimbursed by the Government for the training? (C-1.7)
A: Yes, associated travel will reimbursed by the Government for the training, IAW current Joint
Travel Regulation guidelines.
9. Will associated crew wages be reimbursed by the Government for the training?" (C-1.7)
A: If training occurs outside normal scheduled work hours, the government will reimburse for crew wages.
10. If SSL-C is required while in port, will the Government allow for a 15-man crew size? (SSL-C requirements cannot be met with an 8-man crew size.) (C-1.14)
A: Yes.
11. While in-port in a Non Operational Status (8-man crew size) and real world events shift the vessel to an SSL-A status, what is the mobilization period and requirements the contractor will have while bringing the crew up to 15 personnel? (C-1.14)
A: The government anticipates the SBX will remain on Full Operational Status for the duration of any resultant contract.
12. While in-port in a Non Operational Status (8-man crew size), what are the on-duty guard force requirements? (C-1.14)
A: The government anticipates the SBX will remain on Full Operational Status for the duration of any resultant contract.
13. Does the reimbursement for travel include crew wages? (C-1.25)
14. It is assumed that a substantial amount of the required training (ATO Level II, SAMI, CSWI, etc.)
will be provided by MSC (MSC Training Center Hampton Roads, MSC Training Center, West, etc.). If
MSC is unable to provide billets for required training in order for the contractor personnel to meet training requirements prior to ship assignment, will the Government reimburse the contractor for course fees of other approved MSC training sources? (C-1.25)
15. Knowledge and use of MSC ShipCLIP requires type specific training. Research indicates that training consists of MSC Storekeeper Basic (15-day course), MSC Supply Configuration Management
(10-day course) and MSC ShipCLIP (10-day course). Is it the Government's intention that the contractor has security personnel trained on ShipCLIP for each rotation?
(Note: C-1.13 Functional Responsibilities, states; ""Contractor Security Officers shall not perform tasks other than security functions aboard the vessel unless otherwise confirmed in writing by the Contracting officer.) (C-1.27.6.1)
A: All references to ShipCLIP have been removed from the Solicitation.
16. If contractor personnel is responsible, will travel and crew wages be reimbursed for the required training? (C-1.27.6.1)
A: Not applicable, please see Question #15.
17. Is it the Government's intention that the contractor’s personnel manages CBRN material aboard the vessel for all payloads?
(Note: C-1.13 Functional Responsibilities; states: "Contractor Security Officers shall not perform tasks other than security functions aboard the vessel unless otherwise confirmed in writing by the Contracting
Officer.) (C-1.28-1)
A: No, the vessel operator is responsible for the management of the CBRN material aboard the vessel for all payloads.
18. If not, does the contractor’s personnel manage their own CBRN material, per Section C-1.28-1, independent from the other payloads aboard?
A: Not applicable, please see question 17.
19. Will Embarked Security Teams (EST) be embarked in conjunction with the Contractor Security
Forces (CSF)? (C-1.28.7.5).
A: At this time, the government does not anticipate an EST being aboard at the same time as the
CSF.
20. Will the Government update these sections to reflect Ammunition Allowance and Ammunition
Issuance for the Contractor Security Forces (CSF)? (C-1.28.7.5)
A: No, ammunition allowance and issuance is confidential. This cannot be incorporated in the solicitation
21. Does the Government anticipate that the Contractor will be required to store and handle Classified material at the contractors’ facilities apart from the vessel in order to execute contract requirements? (C-
5.1.5)
A: Yes, hence the need for a SECRET Facility Clearance.
22. Will the Government allow that the offeror have a SECRET FCL at time of award? (C-1.7)
A: No, a SECRET Facility Clearance is a Proposal submission requirement (L-4 and L-7. A. (2)).
Section C-1.7 refers to Performance of the requirement, not submission requirements, which are covered in Section L.
L-4 SECURITY
The performance of this contract requires that the offeror have a SECRET facility clearance.
Offeror shall submit a completed DD-254 as part of its offer. Offeror shall submit evidence that it has an active SECRET facility clearance in the Joint Personnel Adjudication System (JPAS).
L-7. A. (2) Evidence of Facility Security Clearance. The performance of this contract requires that the offeror have a SECRET facility clearance at time of proposal submission. The offeror shall submit evidence it possesses an active SECRET facility clearance in the Joint Personnel
Adjudication System (JPAS) or Industrial Security Facilities Database (ISFD). Offerors that do not have a SECRET facility clearance at the time of proposal submission will be found noncompliant with the RFP's requirements, and noncompliant proposals will not be further evaluated or considered for award.
23. Will crew overlap be considered a reimbursable expense? (B-1.2)
A: Yes, all contractor personnel will be paid while executing contracting duties, including travel and overlap.
24. Is it permitted to use a smaller size and font type for tables and graphics?
A: No, please see Section L-6 (5):
All information shall be typed no smaller than 12-point font on standard 8 1/2 x 11 paper. All proposal pages and paragraphs shall be numbered.
25. Does this include the Title Page, Table of Contents, List of Tables, and List of Figures?
A: No, the Title Page, Table of Contents, List of Tables, and List of Figures are not included in the total page count (15, IAW L-7 B.)
26. Are the Title Page, Table of Contents, List of Tables, and List of Figures. excluded from the page count?
A: Yes, please see question #25.
27. Is this included in the page count [CDRL A001 \ Transition Plan], as it is not referenced in RFP
Sections L or M?
A: CDRLs are attachments and do not count towards total page count.
28. When is the Staffing Plan actually due? [CDRL A0002]
A: The initial Staffing Plan proposal is due at time of submission IAW L-7 B. (3) as part of its Past
Performance narrative.
The final Staffing Plan contained within CDRL A0002 is due two weeks after contract award IAW
C-1.24 c).
29. In which volume shall the Transition Plan be included, and does it count against the page limit?
A: CDRL A001(-01), Transition Plan is an attachment and it does not count towards total page count.
It is due at time of proposal submission and will need to be placed in Volume II (Technical
Proposal) IAW updated Section L-7 B. (5)
30. CDRL A001, Box 12 states that the transition plan is due 30 days after contract award. Will the
CDRL be updated to reflect the transition plan to be due with proposal submission?
A: Updated CDRL A001-01 Transition Plan is attached.
31. Can you specify what type of SAM documentation certifying the offeror is considered 8(a) certified small business under NAICS Code 561612 is required?
A: Offerors’ SAM Entity Registration, Socio-Economic Types Section should state that it is an
SBA Certified 8(a) Program Participant.
8 (a) certification information can also be verified in the SBA's Dynamic Small Business Search, https://web.sba.gov/pro-net/search/dsp_dsbs.cfm, if the entity completed the SBA supplemental pages during registration.
Additionally, Small Business size standards can be verified in the Offerors’ SAM \ Representations and Certifications under FAR 52.212-3 or FAR 52.219-1.
