22R0007 Q&A #1
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Who is the incumbent?
A: The incumbent is AQUATE II, LLC and the current Contract Number is N32205-17-C-3102, which is public knowledge.
2. Is there a CBA currently in effect, and if so will the government please provide a current copy so that accurate pricing can reflect it?
A: No, a CBA is not currently in effect.
3. Are all the current security force compliant with their certifications?
A: Current security force certification status does not pertain to current solicitation. Potential offerors will be evaluated on their proposal to meet contract requirements, not performance or certifications of the incumbent Contractor.
4. Is the security force currently being paid for meal and rest breaks?
A: Meal and rest breaks are incorporated into the Security Force watch schedule. Current security force conditions do not pertain to the current solicitation. Potential offerors will be evaluated on their proposal to meet contract requirements, not performance or conditions of the incumbent Contractor.
5. Is there a page limit for the pricing offering?
A: L-7 A (3) b.
Attachment P, Form C, and only this form, shall be used to determine the Total Evaluated
Contract Price for evaluation purposes. As a reminder, Attachment P, Forms A, B, and C will be submitted after contract award.
Please submit Attachment P, Form C, which is populated from data entered on Forms A and B for each period of performance.
6. What is the governments anticipated start date for this contract?
A: 1 October 2022.
7. Are COVID Vaccinations required?
A: Please refer to the following on the status of Federal Contractor COVID-19 vaccine mandates:

8. Which port(s) will the security team need to report to for duty?
A: Dutch Harbor, AK and/ or Pearl Harbor, HI. Subject to change to meet mission requirements.
9. Is the contractor expected to provide any weapons training, or will the government?
A: Please refer to Section C-1.25 of the solicitation.
10. What is the mandatory Designated Immediate Response Force response time?
A: Current solicitation does not call for Designated Immediate Response Force. Security force is on the vessel 24/7.
11. Is the current Marine Security Force 100% up to date on training requirements?
A: The status of the current Marine Security Force training does not pertain to the current solicitation.
12. How many hours is the CDRL A010 training course?
A: Training courses vary in duration and duration of each is subject to changes as courses are revised.
13. Will the government confirm that passports for the security force are required?
A: Please refer to Section C -1.7 (g).
14. Please confirm that gas masks and JLIST are government provided it.
A: Confirmed. Gas masks/ JLIST are provided by the government.
15. Past Performance Narrative allows for one Narrative per form, and states in its’ instructions “Past
Performance Narrative shall be provided on the following pages (No longer than 10 full pages)”; please confirm if the government intends that EACH Past Performance narrative be allotted 10 pages, or that the
10 page allotment is intended as a TOTAL for all Past Performance Narratives combined.
A: Each Past Performance narrative is allotted 10 pages.
