About this file
This document contains a request for clarification related to a federal solicitation for midterm availability on the USNS WASHINGTON CHAMBERS. The solicitation is issued by the Department of the Navy Military Sealift Command. The request for clarification seeks to confirm the number of foam proportioners in the fixed foam firefighting system, as the specification requires annual functional testing and sampling of each proportioner to verify the mixing ratio is within the required tolerance. The answer provided states there are a total of three proportioners - two located aft and one located forward.

TITLE: FIREFIGHTING SYSTEM INSPECTION AND TEST (1 YR) (SCSI)
QUESTION:
WI 567 Fixed Foam:
7.6.3 In addition to the annual maintenance, accomplish the following maintenance on the fixed foam firefighting system:
a. conduct a functional test of all foam proportioners or other foam fixing devices to confirm that the mixing ratio is within +30 to -10% of the nominal mixing ratio defined by the system approval. Collect a sample and verify the ratio via refractometer and report test results to the OMT REP using Reference 2.1.2 for guidance.
Question: How many proportioners are there? Normally we would expect (1) per tank leading to the monitors but have seen cases where each monitor had its own. Please confirm the number of proportioners we are to account for sampling.
