About this file
This document contains answers to questions from potential offerors regarding solicitation N32205-21-R-4160 issued by the Military Sealift Command. The solicitation seeks an open-ocean barge tow mission to transport a berthing barge from the load point to the offload point. Offerors do not need to include a comprehensive tow plan and checklist with their proposals as those will be required only after award for tow plan approval. The Navy asset being towed does not have a load line so offerors should plan to obtain any necessary permits for towing the barge. While the Navy does not require agents, offerors must provide point of contact information for representatives available at the load and offload points to discuss questions about the towed barge and tow vessel.

QUESTIONS AND ANSWERS
05 MARCH 2021
THE FOLLOWING ARE ANSWERS TO QUESTIONS RECEIVED FROM POTENTIAL
OFFERORS. THE ANSWERS PROVIDE CLARIFICATION ONLY AND DO NOT
CONSTITUTE AN AMENDMENT TO THE SOLICITATION.
1. CAN YOU CONFIRM THAT THE COMPREHENSIVE TOW PACKAGE CHECKLIST
(APPENDIX H) IS NOT TO BE INCLUDED WITH THE OFFERORS PROPOSALS AND
ONLY REQUIRED OF THE AWARDEE?
REVISED ANSWER: YES, OFFERORS DO NOT NEED TO PROVIDE A
COMPREHENSIVE TOW PLAN AND CHECKLIST WITH THEIR PROPOSAL. BOTH
ITEMS WILL BE REQUIRED AFTER AWARD FOR TOW PLAN APPROVAL.
2. DOES THE BARGE HAVE A LOAD LINE? OR WE WILL IT NEED TO GET A TRIP
PERMIT?
ANSWER: A LOAD LINE WAS NOT PROVIDED BY THE SPONSOR (U.S. NAVY
ASSET). RECOMMEND YOU PLAN TO GET PERMITS AND APPROVALS AS MAY
BE NEEDED IN ORDER TO TOW THE BERTHING BARGE.
3. DOES THE NAVY REQUIRE AN AGENT IN BOTH THE LOAD AND DISCHARGE
PORTS AND WILL THAT COST NEED TO BE INCORPORATED INTO OUR BID?
ANSWER: THE NAVY DOES NOT REQUIRE AGENTS BUT DOES NEED POC
INFORMATION FOR YOUR COMPANY REPRESENTATIVE WHO WILL BE
AVAILABLE TO DISCUSS BARGE AND TOW VESSEL QUESTIONS AT THE LOAD
AND OFFLOAD POINTS.
