QUESTIONS AND ANSWERS #4

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

SPECIFICATION ITEM NO.: 105, PARAGRAPH / SECTION NO:, Title: Elevator Seven Pit Steel Replacement.

Did not receive Work Item 105, including references. Please provide.

ANSWER: Requested information will be provided with the exception of the ABS rules and the General Arrangement drawing. The contractor should have the publication or the ability to get their own copy. The MSC GA drawing was provided and is more accurate than the work item listed drawing.

QUESTION #2:

SPECIFICATION ITEM NO.: 507, PARAGRAPH / SECTION NO: 7.5.26. TITLE: A SSDG MAJOR OVHL (40000_HR) REV-ARCTIC MTA INITIAL.

OEM Carter Machinery noted in there quote that 3600 engine doesn’t have water bellows, can government delete this paragraph or clarify what water bellows are in need of replacing? Listed below is the response for Carter Machinery.

“7.5.26 cooling water bellows. 3600 have many water connections, none I would consider a "bellow". We reseal all connections we take off and I have not run into the bellow thing before. It being unclear we did not want to sign our name on it.”

ANSWER: This work item has been utilized for over 5 years. There have been no previous objections to this paragraph by other CAT service centers. The government is not changing the work item. Carter Cat is free to list an exception in its bid.

QUESTION #3:

SPECIFICATION ITEM NO.: 507, PARAGRAPH / SECTION NO: 7.5.38, Title: A SSDG MAJOR OVHL (40000_HR) REV-ARCTIC MTA INITIAL OEM Carter Machinery noted in there quote that the valve lubricator pumps have been removed on most 3600 engines due to an update that they have found there no longer need. Has this updated been made on the USNS Arctic? If so can paragraph 7.5.28 be deleted? If not can government have this work done as a CFR? Listed below is the response for Carter Machinery.

“7.5.38 Valve lubricator pump, CAT went thru a change where they were blanking these off and removing them. Sight unseen I would imagine this engine has this update. If for some reason the lubricator pump is on engine, we can take care of it thru with a CFR or something.”

ANSWER: Handle it as a CFR, if it applies.

QUESTION #4:

SPECIFICATION ITEM NO.: 1004, PARAGRAPH/SECTION NO: 7.3.2 TITLE: A REPAIR TROLLEY STOWAGE ARMS ARCTIC MTA INITIAL Paragraph 7.3.2 states “Inspect Trolley arms and determine if one or both trolley arms and pivot bolts are bent. Remove and repair bent trolley arms.” Contractor won’t know extent of repairs until removal, will cost of this repair be covered under a change order after inspection of trolley arms?

ANSWER: Contractor has the option of bidding a fixed amount into the bid or submit change order. The cost proposal shall explicitly list whether this was built into the bid or a change order submission. If there is no response provided, the government will interpret as the cost is built in to the bid.

QUESTION #5:

SPECIFICATION ITEM NO.: 202, PARAGRAPH/SECTION NO:, TITLE: A ATTACHED RRG LUBE OIL PUMP OVERHAUL ARCTIC MTA INITIAL Please provide pictures of lube oil pump in each location. Contractor needs pictures to see any interferences that will be in the way for pump removals.

ANSWER: Ship is underway, no pictures are readily available.

QUESTION #6:

SPECIFICATION ITEM NO.: 202, PARAGRAPH/SECTION NO: TITLE: A ATTACHED RRG LUBE OIL PUMP OVERHAUL ARCTIC MTA INITIAL Will contractor be required to refill oil after installation of lube oil pump? Will Government provide required oil or will contractor have to procure? If contractor procures oil, please provide how much is needed.

ANSWER: It is unlikely that any oil will need to be refilled to rebuild the pumps. The ship shall provide any oil required and perform the filling.

QUESTION #7:

SPECIFICATION ITEM NO.: 1004, PARAGRAPH/SECTION NO: All TITLE: A REPAIR TROLLEY STOWAGE ARMS ARCTIC MTA INITIAL Please provide pictures of trolley stowage arm assembly aboard ship.

ANSWER: The Arctic is underway and the USNS Supply is now “gangway up”. No access to either ship at this time.

QUESTION #8:

SPECIFICATION ITEM NO.: 1005, PARAGRAPH/SECTION NO: A TOPPING WINCH REPAIR ARCTIC MTA INITIAL Please provide pictures of Topping Winch aboard ship.

ANSWER: Arctic is underway and Supply is “gangway up. No access to either ship.

QUESTION #9:

SPECIFICATION ITEM NO.: 804, PARAGRAPH/SECTION NO: 7.4, 7.4.2, 7.6.1, TITLE: A EXTERIOR HOUSE AIR INTAKE HOUSING REPIAR MTA INITIAL Thank you for the providing drawings for question #16, After reviewing provided drawings it is still unclear what we need to replace because drawings have different filter configurations for prefilters, but nothing matches up with filter totals for each location listed in item. There are three different filter sizes AF 12, AF 15 & AF 16, nothing in provide drawings has these sizes listed. Please provide pictures of filter assemblies with measurement of each filter size for each location. Please provide pictures of filter frames, access plates, hinges with measurements for each location. The access plates listed for replacement would this be cover plates that are listed in drawing? Nuts are special cross shape and spring loaded, can contractor reuse these items? There are no hinges in drawings. Please advise

ANSWER: No pictures are available and access to Arctic and Supply is not possible. The intent of the work item is to repair/replace failed frames.

QUESTION #10:

SPECIFICATION ITEM NO.: 1004, PARAGRAPH/SECTION NO: 2.4, TITLE: A REPAIR TROLLEY STOWAGE ARMS ARCTIC MTA INITIAL REF 2.3 NAVSEA Dwg. No.5363436, Trolley Stowage Arm has a part listed clevis mount which provides no information for material requirements (thickness, steel, stainless, or grade) and dimensions of size for mount or if any machining is needed for part. This part references dwg 5746944, can government provide this drawing?

ANSWER: The requirement is listed on the Trolley Stowage Arm Drawing. It is the same material as Stowage Arm. Access to the specific drawing is currently unavailable.
