QUESTIONS AND ANSWERS #2

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

SPECIFICATION ITEM NO.: 103, PARAGRAPH / SECTION NO: 7.2.4, Titl: Deck Tie Down Replacement The Written Work Item is missing.

1. Can the new socket be, renewed into the deck as a whole unit opposed to cutting out the crosshairs and reinstalling in the existing sockets?

2. Does the GOV have ABS welding procedure for welding the 4130 material crosshair parts to the 8620 material cups?

3. Is heat treatment required for welding the crosshairs to the cups as this was not highlighted within the scope of work document. Only lists PT and Pull Test.

ANSWER:

1. Can the new socket be renewed into the deck as a whole unit opposed to cutting out the crosshairs and reinstalling in the existing sockets?

ANSWER: YES THE ENTIRE SOCKET CAN BE REPLACED. PAST EXECUTION OF THIS WORK ITEM HAS FOUND THAT REPLACING JUST THE CROSS HAIRS IS LESS INTRUSIVE AND DOESN’T REQUIRE AS MUCH DISTURBANCE AND REMOVAL OF THE UNDERLYING INTERFERENCES FOR HEAT DAMAGE. IF THE CONTRACTOR CHOOSES TO BID BASED ON TOTAL REPLACEMENT, THE BID SHOULD INCLUDE HOURS FOR THE ADDITIONAL WORK. CHANGE ORDERS FOR ADDITIONAL COMPENSATION BASED ON THE ENTIRE REPLACEMENT VICE AS PER THE SPEC WILL NOT BE ENTERTAINED.

2. Does the GOV have ABS welding procedure for welding the 4130 material crosshair parts to the 8620 material cups?

NO, IT IS UP TO THE CONTRACTOR TO OBTAIN.

3. Is heat treatment required for welding the crosshairs to the cups as this was not highlighted within the scope of work document. Only lists PT and Pull Test.

PT AND PULL TEST IS ALL THAT IS REQUIRED.

QUESTION #2:

SPECIFICATION ITEM NO.: 404, PARAGRAPH / SECTION NO: 7.12 Manufact. Rep. TITLE: Ship wide Surveillance System repairs.

7.12.1 Shipyard shall provide authorized OEM representative for Existing PELCO CCTV System; Custom Panel and Controls to perform this work.

Please clarify this statement. Is the intent to have a Pelco rep, verify the new system installation and verify the custom panels and controls? Also to commission the system?

ANSWER: THE REQUIREMENT IS TO HAVE CUSTOM PANELS AND CONTROLS PERFORM THE INSTALLATION. THE REFERENCE TO PELCO IS THAT THE EXISTING SYSTEM INSTALLED IS A PELCO SYSTEM. IT IS NOT THE INTENT TO HAVE PELCO PERFORM THE UPGRADE.

THE CONTRACTOR IS TO USE CUSTOM PANELS AND CONTROLS.

QUESTION #3:

SPECIFICATION ITEM NO.: 911, PARAGRAPH / SECTION NO: 3.2 & 7.2, Title: Ultrasonic Testing Paragraph 3.2 gives the quantity of readings to be 6,000 and paragraph 7.2 give the quantity of readings to be 3,000, please advise correct quantity.

ANSWER: Work item has been corrected and reissued as: 0911 A ULTRA SONIC TESTING REV ARCTIC MTA REV 1.

QUESTION #4:

SPECIFICATION ITEM NO.: 105, PARAGRAPH/SECTION NO: _____TITLE: Elevator Seven Pit Steel Replacement.

The J-2 lists work item 105 but the specification was not provided, please advise.

ANSWER: See Work Item 105 as provided.

QUESTION #5:

SPECIFICATION ITEM NO.: Section B, TITLE: ODC.

Section B CLIN 0002 does not provide the ODC base amount, please provide.

QUESTION #6:

SPECIFICATION ITEM NO.: 501, TITLE: Firefighting System equipment Inspection.

QUESTION:

1.Fixed CO 2 and Halon Systems - Please clarify if weighing of each bottle is required.
2.Please provide number of Gaylord Hoods and actuated dampers.
3.Please advise how many fusible links are in each APC System.
4.Please provide Extinguisher list showing types and quantities.
5.Paragraphs 7.10.1 D &F - AFFF Service refill agent is no longer listed and sold from the Manufacture, please advise.
6.Additional information and service is required for Section 7.5, Foam Proportioning Systems, which requires discharging foam. Please advise the quantity of tanks.

ANSWER: THE QUESTIONS ASKED INDICATE A SUB-CONTRACTOR WHOM IS UNFAMILIAR WITH THE T-AOE SYSTEMS OR SYSTEMS IN GENERAL. EXPERIENCED SUB-CONTRACTOR.

IF THESE QUESTIONS WERE SUBMITTED BY THE COMPANY RCARTER, BE ADVISED THAT RCARTER HAS LOST THEIR ABS CERTIFICATION DUE TO INAPPROPRIATE INSPECTION PRACTICES ON THE USNS SUPPLY IN ALABAMA SHIPYARD. THEY ARE NO LONGER PERMITTED TO PERFORM FIRE FIGHTING EQUIPMENT INSPECTIONS ON MSC SHIPS.

QUESTION #7:

SPECIFICATION ITEM NO.: 506, TITLE: Install NR1 SSDG Saltwater Strainer.

WI 504 and WI 506 specification files are titled as INSTALL NR1 SSDG SALTWATER STRAINER. The header of WI 506 identifies the item as WI 504. Attachment J-3 identifies WI 504 as “RESERVED” and WI 506 as “INSTALL NR1 SSDG SALTWATER STRAINER….”. Please clarify.

ANSWER: It is a typo error. The work item for the SSDG Saltwater Strainer is WI 506. See attached please.

QUESTION #8:

SPECIFICATION ITEM NO.: Solicitation N3220521R4096 , PARAGRAPH/SECTION NO.: Section L, Para L-5, TITLE: Inspection of Vessel/Pre-Proposal Conference.

Solicitation N3220521R4096, Section L, Paragraph L-5a, INSPECTION OF VESSEL / PRE-PROPOSAL CONFERENCE, states,” There will be no inspection for the USNS ARCTIC.”. Will the government provide pictures of the repairs/modification areas to the contractor, upon request, in lieu of an inspection?

ANSWER: There will be no bidders ship check due to COVID19 restrictions. The contractor is free to ask for pictures.

QUESTION #9:

SPECIFICATION ITEM NO.: 101, PARAGRAPH/SECTION NO.: 3.1-3.1.5 and 7.6-7.11, TITLE: Replace Deck Machinery Shop(s) Overhead.

Spec item 101 para 3.1 – 3.1.5.6 identifies “Lap Plates”, paragraph 7.6 – 7.11 leads the contractor to believe that contractor is not installing lap plates but full penetration inserts. Is it the governments intent to remove existing lap plates and install inserts?

ANSWER: It is the government’s intention to remove existing lap plated and install permanent inserts.

QUESTION #10:

SPECIFICATION ITEM NO.: 0002, TITLE: AGR and ODC, FOR AGR and ODC 18000 man-hours are provided, but no value for ODC. Please provide Base $ amount.

ANSWER: AGR Hours 18000 @ $60.00 = $1,080,000.00, ODC $1,000,000.00 + 18% G&A = $1,180,000.00.

QUESTION #11:

SPECIFICATION ITEM NO.: 105, PARAGRPH/SECTION NO:. 2.0, TITLE: Elevator 7 Steel Reapir and Preservation ARCTIC MTA Initial.

Please provide the following reference:

2.2 NAVSEA Drawing No. 085-6363081 Booklet of General Drawings ANSWER: The contractor was provided the below drawings in addition to the one that is being requested. Either one of the below drawings are an acceptable substitute.

QUESTION #12:

SPECIFICATION ITEM NO.: 804, PARAGREAPH/SECTION:. Various, TITLE: Exterior House Air Intake Housing repair ARCTIC MTA Initial.

Please provide more information on the hinges, fasteners, and the pre-filters.

ANSWER: The government apologizes for lack of information. This area was not well documented from the ship builder and there is limited information available. Government recommends the contractor place a material dollar figure into its bid.

Bill of materials item 26 list 15 each monitor needed. Can we get a make, model of type preferred?

QUESTION #16:

SPECIFICATION ITEM NO.: 804, PARAGRAPH/SECTION NO.: 7.4.2, TITLE: A Exterior House Air Intake Housing Repair ARCTIC MTA Initial.

Paragraph 7.4.2 states “All pre-filter access methods to be renewed as original including hinges, clamps, and access panel sizes.” Reference MSC Drawing No. IL6263499, Anderson Metal Industries, “Filter System, HEPA (Shipboard) looks to be a drawing index list. There is not enough information to price renewing these items. Also reference MSC Drawing No. AP8-12122FR, Anderson Metal Industries, “Frame, Pre-Filter” is for one filter housing size. There is a 15 AF, 16 AF, 12 AF filter. Please provide drawings that are highlighted below. If no drawings are available, please provide more information on material list in paragraph 7.4.2(size, material type, etc).
