QUESTIONS AND ANSWERS #3

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

SPECIFICATION ITEM NO.: 011, PARAGRAPH / SECTION NO: 7.1.2, Title: Furnish General Services.

Spec Line item 7.1.2.1 notes “Provide 145 psi steam at a maximum capacity of 7600 lbs hr”. We have for many years up to current always provide shore steam mobile rental boiler room for 200 bhp = Max 6,900 lbs hr with boiler vessel pressure of 150 psi with max operating pressure of 135 psi.

Question: Is this standard 200 hp mobile boiler room rental satisfactory vs specified 7600 lbs hr @ 145 psi? Please advise.

ANSWER: The make/model/capacity of the boiler provided by DSI for previous availabilities is acceptable. They shall be of no less capacity than previously provided.

QUESTION #2:

SPECIFICATION ITEM NO.: 021, PARAGRAPH / SECTION NO: 3.0. TITLE: CLEAN AND GAS FREE TANKS VOIDS AND COFFERDAMS REV OCT 2012 ARCTIC MTA INITIAL.

Tanks listed in Para. 3.0 are not listed on Capacity Plan. Please advise.

ANSWER: The tanks listed in Para 3.0 are the same size tanks that are on the USNS Supply. The USNS Supply was in the ASY facility and the repair/cleaning staff were involved with the same tanks listed in the Arctic work item. The government concurs that the tanks are not on the capacity plan.

.QUESTION #3:

SPECIFICATION ITEM NO.: 301, PARAGRAPH / SECTION NO: 3.1, Title: Multiple Kick Pipe Boxes.

What is a kick pipe box? Need description, Can a picture be provided?

ANSWER: A multiple kick pipe box is a fixture in which there are multiple kick pipes/cables transiting to equipment. The picture doesn’t represent one that is included in the specification. It is provided at the contractor’s request.

QUESTION #4:

SPECIFICATION ITEM NO.: 404, PARAGRAPH/SECTION NO: 2.1.2 TITLE: CCTV Ethernet Architecture Diagram, Ship Wide Surveillance System Repairs.

Bill of materials item 26 list 15 each monitor needed. Can we get a make, model of type preferred?

ANSWER: Dell - S2421H 24” IPS LED FHD - AMD FreeSync - VESA - Monitor (HDMI) - silver

QUESTION #5:

SPECIFICATION ITEM NO.: 404, PARAGRAPH/SECTION NO: 7.5.5 thru 7.5.10 TITLE: Ship Wide Surveillance System Repairs.

What cable specification and type of Fiber Optic cable is needed? How many cores? What type termination connector are needed?

ANSWER: Custom Panels and Controls is the recommended installer for this work item. Recommend contacting Custom Panels and Controls to obtain information.

QUESTION #6:

SPECIFICATION ITEM NO.: J11, PARAGRAPH/SECTION NO: TITLE: Dry Dock Evaluation Form.

J-11 Dry Dock Evaluation Form was submitted with solicitation. Please advise if dry docking of USNS ARTIC (R-4096) is required.

ANSWER: This is an Mid Term Availability. No dry-docking is required. It’s ARCTIC vice Artic

QUESTION #7:

SPECIFICATION ITEM NO.: 201 &202, PARAGRAPH/SECTION NO: All TITLE: ATTACHED LUBE OIL PUMP OVERHAUL.

Specification items 201 & 202 are identical. Please advise which specification should be deleted.

ANSWER: Work Item 201 has not been issued. Work Item 202 is for the overhaul of the attached RRG lube oil pumps.

QUESTION #8:

SPECIFICATION ITEM NO.: 504 & 506, PARAGRAPH/SECTION NO: All, TITLE: INSTALL NR1 SSDG SALWATER STRAINER.

Specification items 504 & 506 are identical. Please advise which specification should be deleted.

ANSWER: Work Item 504 has not been issued. Work Item 506 is SSDG Saltwater Strainer Replacement.

QUESTION #9:

SPECIFICATION ITEM NO.: 101, PARAGRAPH/SECTION NO: 3.1.5.2-3.1.5.3, TITLE: Replace Deck Machinery Shop(s) Overhead.

Spec item 101 para 3.1.5.2-3.1.5.3 identifies “One 18# x 18” Lap Plate.”. Please clarify if this should read “One 18” x 18” Lap Plate.”.

ANSWER: It should read “One 18” x 18” Lap Plate.”.

QUESTION #10:

SPECIFICATION ITEM NO.: 403A, PARAGRAPH/SECTION NO: 7.3.1, TITLE: VDR Annual Inspection REV.

Does MSC or the Vessel have last year’s SOLAS and VDR APT inspection reports? If so can we get a copy of them to verify battery and beacon expiration dates on required systems?

ANSWER: Contact J&L Marine in Portsmouth for requested information.
