SPECIFICATION ITEM NO.: 107

PARAGRAPH / SECTION NO: 3.1, 7.10, 7.12.3 – 7.12.7

TITLE: Preservation of RAS Station and UNREP Station King Posts

QUESTION #9:

1.Par 3.1 list the items to be worked but no total surface area for these items is provided. Please provide a total surface area for these items.
2.Par 7.10 direct to abrade all other surfaces; would hand sanding satisfy this requirement or would grit sweep blasting be required?
3.Can the coatings in Par 7.12.3 through 7.12.7 be applied via brush and roll as long as the proper DFT is obtained

ANSWER:

1. Per King Post: Approx 1100 SQFT per King Post

2. Sweep Blast would be preferred, hand/mechanical sanding is allowed but all work must meet the standards and ready for painting per the MSC Paint ep that will be on sight. Surface must be prepared and ready correctly. .

3. The King post will need to be sprayed and hard to reach and touch up areas are brushed.

TITLE: House Grating Replacement

QUESTION #10:

1. Par 7.2 direct to blast, prime and paint the entire substructure but no total surface area for this item is provided. Can a surface area be provided

2. Par 7.2 direct to blast, can this be achieved via UHP water?

3. Par 7.3 direct to apply OFM; can these be applied via brush and roll as long as the proper DFT is obtained?

ANSWER:

For estimating purposes, Contractor shall assume 160LF of 3”x1/4” Angle Iron to be preserved.

1. UHP is approved if containment of water is achieved and protection of areas is achieved and it does not interfear with other work and annuals.

2. Yes.

PARAGRAPH / SECTION NO: 7.9, 7.10

TITLE: Forward Mast Preservation

QUESTION #11:

1. Par 7.9 direct for a spot power tool cleaning “small areas” and Par 7.10 direct to abrade areas. We can find no paragraph where we are directed as to the initial surface preparation? Would a UHP water blast to a WJ-2 be acceptable?

2. Is the intent to perform a complete removal or perform a spot preparation? If so what percentage of the area is to be spot prepared?

ANSWER:

1. The intent was to 100% blast the FWD Mast. Areas that are hard to reach, would be SP11 Standard. WJ-2 is acceptable. Again, must maintain cleanliness, water collection must be maintained, Flash Rust must be mitigated.

2. Complete Removal.

NOTE: WI is incorrect. Whistles do not need to be removed and or overhauled. Operationally tested prior to any work along with Radar and Lights prior to Preservation.

TITLE: Information Technology Services

QUESTION #12:

Para. 3.2.1, please provide number of direct phone lines.

Para. 3.1.3, please provide number of telephones and direct lines.

Para. 7.2.2, please provide number of computers.

ANSWER:

3.1

3.1.1 One (1) telephone at the gangway watch station with unlimited local phone service.

3.1.2 Provide Ten (10) direct phone lines connected to the ship’s shore telephone PBX connection box with unlimited local phone service.

3.1.3 Provide Nine (9) telephones and direct lines in the OMT’s office with unlimited local and nationwide long distance phone services (CONUS SY locations). Telephone for the administrative assistant’s use shall be capable of picking up and transferring to all other phones within the office.

7.2

7.2.2 Provide (6) computers for the OMT’s use and provide two (2) computers for the administrative assistants. One computer shall be outfitted for each of the office and workstation described in paragraph 7.2.1 of WI 010.

TITLE: Preservation of Aft Mooring Station Deck

QUESTION #13:

The new coating system is “Poly Spec Flex” as per Par 4.2 and 7.3.4. Is “Poly Spec Flex” or a similar type material currently the coating system in this area?

ANSWER:

No. It is Primer, ASA 385 and Top Coat. No Poly Flex used in location.

SPECIFICATION ITEM NO.: 134

PARAGRAPH / SECTION NO: 7.6.1 and 7.6.2

TITLE: Ship and Cargo Potable Water Tank Repair and Coating

QUESTION #14:

1. Pars 7.6.1 and 7.6.2 provide the areas to be power tool cleaned. Please confirm that this is the total amount of work required, (it appears the intent of the item is for some spot power tool cleaning, but no surface area or a percentage of the area is provided).

ANSWER:

1. Correct. The intent is to prepare the immediate area, repair per ABS welding requirements for Potable Water Tanks, and feather in and coat. Keeping are completely clean as possible to minimize any other paint damage. For estimating purposes, assume that you are going to preserve approximately 50FTSQ Area inside and outside the tanks.

SPECIFICATION ITEM NO.: 505

PARAGRAPH / SECTION NO: 3.1, 7.2, 7.3, 7.4, 7.5.1, 7.7, 7.10.3, 7.10.5

TITLE: Preservation of Cargo Crane No. 3

QUESTION #15:

1. Par 3.1 list the item to be worked but no total surface area for this item is provided. Please provide a total surface area for these items.

2. Par 7.2, 7.3 and 7.4 direct to scaffold the areas for access. Due to the high cost of scaffold erection, rental and removal can JLG lifts be utilized for access?

3. Par 7.5.1 directs to “degrease any areas on the Cargo Cranes that requires it”. This statement is pretty vague; please provide a surface area for this paragraph.

4. Par 7.7 direct for a spot power tool cleaning, but no surface area or a percentage of the area is provided. Please provide a surface area for this item.

5. Par 7.7 direct to abrade all other surfaces; would hand sanding satisfy this requirement or would grit sweep blasting be required?

6. Can the coatings in Par 7.10.3 through 7.10.5 be applied via brush and roll as long as the proper DFT is obtained?

ANSWER:

1. Total Surface Area to be preserved = 1500FTSQ

2. If you know the ship, I am not sure that a JLG is the correct choice.

3. The length of the boom from the Cable Slapping the top and sides. For estimating purposes, assume that approx. 100FTSQ to be degreased.

4. Contractor shall assume that approximately 100FTSQ will require SP11.

5. Hand/mechanical clean the remaining of the surface is ok. Proper method and results required to ensure proper paint adhesion to crane surfaces.

6. ASpray is preferred, but brushing is allowed.
