About this file

This document contains answers to questions from potential offerors regarding solicitation number N32205-20-R-4127 from the Military Sealift Command. The solicitation seeks charter of vessels to provide direct support to explosive ordnance disposal and mine countermeasures operations in California. The answers clarify that access control during loading and offloading is required but ownership of contractor support facilities does not need to be 100% and third party facilities are eligible. While there is no maximum speed or crane capability requirements, the crane must be able to clear the vessel side with suspended loads. Berthing is required for ten passengers at sea for five days on each vessel but no specific crew berthing stipulation. Vessels are expected to comply with all applicable regulatory requirements including emissions standards.
