Question 1: REQUEST FOR SPECIFICATION CLARIFICATION BQ #001. Paragraph 3.0 normally would list quantity or square footage or based on the gallons of GFM one could calculate estimated square footage to be accomplished. Doing a takeoff of a typical kingpost drawing we have on file, we calculated the square footage of one kingpost to be 2,200 square feet, but the GFM paint quantities calculate to 1,200 square feet. Please advise total square footage to be addressed for all eight kingposts.

ANSWER: Although I have NOT calculated the total square footage of the Kingpost, the Work Item says in para 7.6 “Contractor shall assume for estimation purposes, 30% degradation to bare to metal.” So the Contractor should assume not to exceed 30% prep, prime and paint.

Question 2: WI 0514 SW Pipe and Valve replacements - The specification identifies two test requirements in section 7.3 Testing/Inspection. We understand that the spools are to be shop tested. However, the specification calls for hydro testing of new piping on the ship. The only new pipe in this item is hydro tested in the shop. Is the Government asking for a system hydro?

7.3.1 Shop Test:

7.3.1.2 Perform Hydrostatic test of each NEW Spool piece piping section. Test shall be performed to 100 PSI for 10 minutes. No Leaks allowed. Ships Force and/or MSFSC Rep shall witness.

7.3.2 Shipboard Testing:

7.3.2.1 Perform Hydrostatic leak test of new piping. Test shall be performed to system pressure.

ANSWER: The Government is requesting pipe and valve hydros in addition to operational system pressure test. Per Work Item para 7.3.2.1 "Perform hydrostatic leak test of new piping. test shall be performed to system pressure". The Government will revise the work item to reflect "Operational System" leak test in this paragraph.

Question 3: WI 0508 - Replace 2” IPS Oily Waste Piping - The specification identifies four test requirements in section 7.4 This appears to be an over inspection. Is this intentional? Why air lance if we are doing PT inspections and a hydro? Why are we doing PT inspections if we are doing a hydro? Will the Government require multiple inspections on this item?

Para 7.4 Test #1: Hydro new pipe to 100 psi to be witnessed by MSCREP.

Test #2: Flange joints will be PT’d (root & final weld joints) Test #3: and also air lanced with 90psig LP air & soap solution.

Test #4: Upon reassembly, conduct operational test of mechanical joints with S.F & MSCREP.

ANSWER: Delete WI 508 from the USNS CHARLES DREW Work package. This is apparently a duplicate of WI 511. Both WIs shall be deleted from the work package.

Question 4: WI 0508 and 0511 - Replace 2” IPS Oily Waste Piping and Cargo Oil Waste Tank Discharge Pipe Repair (Vrr18-052). The specification provides pictures at the end of each item to show the pipe. The pictures provided are the same for both items but are different pipe. Is it possible to have the correct pictures for each item?

ANSWER: Work Item 508 "REPLACE FAILED SECTION OF 2 INCH CARGO OILY WASTER XFER PIPING IN AMR" appears to be a duplicate of WI 511 COWT Pipe Repair. WI 508 and 511 shall be deleted from the Work Package.

Question 5: WI 0509 MMR AFFF SYSTEM PIPING REPLACEMENT - Para 7.1.3 states, “Piping removal will not commence until Government Furnished Material has been inventoried and the Contractor and MSC Representative agree all material is on hand to complete the installation.” Due to the short performance period (30 days) and amount of pipe involved for renewal, this inventory must occur at least 14 days prior to the vessel’s arrival. We plan to prefab piping for installation in our fabrication shop, 7 to 14 days prior to the vessel’s arrival and start removals within 2 days of the vessel’s arrival. Can we confirm that the GFM will be available for inventory and use at least 14 days prior to vessel arrival?

ANSWER: The Government understands the complexity of the MMR AFFF piping and will not allow the Contractor to start the work unless the GFM is either onsite and/or confirmed delivery is scheduled to be there at the start of the availability. The Contractor shall realize material has been ordered and there could be differences from ship to ship (ie number of elbows, flanges, etc). Any differences between shipboard and drawings shall be corrected via Contract Change Order.

Question 6: WI 018 DELIVERY AND REDELIVERY - DWG missing from CD 2.2 MSC Drawing 802-7488866, Mooring and Towing Arrangement Please provide this DWG.

ANSWER: Standard Work Item 018 "Delivery and Redelivery" reference 2.2 shall be revised to reflect DWG 802-7488866 General Arrangement Vice Mooring and Towing Arrangement.

Question 7: WI 0108 DECK DRAIN PIPE (House Only) - DWG missing from CD 2.1.1 NAVSEA DWG 526-7488716 Rev D, Weather Deck and Miscellaneous Drains System Diagram. Please provide this DWG.

ANSWER: DWG shall be provided.

Question 8: WI 0505 CARGO REFERIGERATION SYSTEM FLUSH - DWG missing from CD

2.1.1 NAVSEA Dwg No. 516-7488756, Cargo Refrigeration Secondary Coolant Circ System Diagram Please provide this DWG.

ANSWER: Drawing shall be provided.

Question 9: WI 0512 OVERHAUL 3 LTFW 3-WAY VALVES - DWG missing from CD 2.1 OEM Drawing of 3-way valve. Please provide this DWG.

ANSWER: A revised WI shall be provided with updated reference "T6435-CP-MMC-010_0_D Control Valves Pressure/Temperature". The Technical Manual has the required drawing.

Reference shall be provided.

Question 10: WI 0503 CENTRAL SEAWATER PUMP #1 REPAIR - This reference from the CD only opens page 1. Pages 2 through 6 will not open. 2.1.4 Simsite Impeller/Wear Ring Installation instructions.

Can the Government provide the complete information? Perhaps in pdf?

ANSWER: Simsite Impeller and wear ring installation instructions shall be provided.

Question 11: WI 0604 Tile Repairs (VRR18-028/034/053) - Questions on work item 604. Please clarify so we can provide you accurate pricing. (There is over 2,330 square feet of tile in question)

1. Paragraph 3.2 & 3.2.1 “Bill of Materials” list deck tile as contractor furnished. Paragraph 4.0 GFM list Floor tiles as GFM in paragraph 4.2. PLEASE CONFIRM IF IT IS OR IS NOT THE GOVERNMENTS INTENTION TO SUPPLY THESE TILES.

2. Paragraph 7.4 calls for Galley bulkheads, overheads, deck tiles, counters and food preparation equipment to be wiped down using a disinfectant. THE GALLEY IS ON THE OTHER SIDE OF THE SHIP FROM THE CREW MESS WHERE THE WORK IS TAKING PLACE. IS THIS A TYPO, OR IS IT THE GOVENMENTS INTENT TO SANITIZE ALL MESS AND FOOD PREPERATION AREAS THROUGHOUT?

3.2 Bill of Materials (Contractor Furnished Material (CFM)):

3.2.1 Existing Deck Tiles; Armstrong, Imperial Texture Excelon, 51809, Desert Beige and Vinyl Cove Base #74 Shoreline.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/SERVICES:

4.2 Floor tiles.

ANSWER: Work Item 604 Tile Repairs can be deleted from the USNS CHALRES DREW Work package. Work was accomplished in the prior Voyage Repair.

Question 12: WI 0514 SW PIPE AND VALVE REPLACEMENTS – 1. In para 7.1.7 the pipe sections for renewal are identified by numbers that came from dwg 8498905. 250SW02-06 is identified in this paragraph but we cannot find it in the drawing. We believe it should be 250SW02-008. Can this be verified?

2. Also, in para 7.1.7 some of these pipe sections identified end in 3-digit numbers i.e. 010 or 029 and some end in 2-digit numbers i.e. 06 or 09. On dwg 8498905 all the pipe section numbers end in 3 digits. Which is correct or does it matter?

ANSWER: In para 7.1.7, the paragraph should read as follows;

"7.1.7 Install and fit-up new section of piping for 250SW02-010, 250SW02-028, 250SW02-009, 250SW02-029, 250SW02-008, and 250SW02-030. The piping shall be installed with socket welded flanges". Pipe section numbers were corrected in the above para 7.1.7. All should 3 digit numbers and reflect the DWG but doesn't matter. Please Note, updated CFM (Contractor Furnished Material).

Question 13: WI 0511 Cargo Oil Waste Tank Discharge Pipe Repair (VRR18-052) - The specification references dwg 8498892, which is a diagram and the pipe for removal is not identified and the specification provides pictures at the end of each item to show the pipe for removal. The pictures provided are the same provided for item 508 but are different pipe.

Para 7.2.4 states “MSFSC Rep Shall witness all final Hydro’s”, the specification does not call out for hydro testing, only for NDT on all welds (para 7.2.3). What is to be hydro tested, the 5-foot piece of new pipe or the entire system? NDT only?

Other piping items that require Hydro specifically call out the Hydro:

“Hydro new pipe to 100 psi to be witnessed by MSCREP.”

ANSWER: Work Item 508 and 511 shall be deleted from the work package.

Question 14: J-1 – WI Package (Specifications) - The following items are on the J-2, but are missing from the J-1. Please provide the missing work items listed below or a revised J-2.

108 DECK DRAIN PIPE (HOUSE ONLY)

109 LIQUID CARGO DECK NONSKID RENEWAL

110 CARGO HANDLING AREA NONSKID RENEWAL

205 MDG RESILIENT MOUNT HEIGHT MEASUREMENTS

Answer: All WIs have been provided.

Question: Not sure if this is the correct format for this request:

Document J-10 only includes Portland OR and San Diego CA.

Add all that need to be included in the Interport Differential Calculations.

Please let me know if you need this request submitted in a different format.

ANSWER: Revised J-10.
