SW PIPE AND VALVE REPLACEMENTS

1.0 ABSTRACT:

1.1 This work item describes the requirements for replacement of salt water piping and butterfly valves on the return side of LTFW Coolers No. 1, 2, and 3.

3.0 ITEM LOCATION AND DESCRIPTION:

3.1 Locations/Quantity:

3.1.1 Location: Central SW Cooling-MMR, Main Machinery Room (5-66-0), 4th Deck, Center, Frame 67.

3.1.2 Quantity: Three (3) locations, LTFW Cooler No. 1, No. 2, & No. 3.

NIBCO BUTTERFLY Valves; PN: LD-2100-5-10 IN.

3.1.1 All components and piping shall be rated for use in the following applicable systems with the following design characteristics.

Ships Central SW Cooling System:

-Operating Temp Ambient 95°F

-Design Temp 122°F

-Operating Pressure 30.2 PSI

-Design Pressure 65 PSI

-ABS Class III Piping System

3.1.2 Quantities provided in the List of Materials are considered estimates. The Contractor shall provide these quantities and reasonable additional material in order to install a fully functional system that meets the requirements of this specification.

3.1.3 Additional material/components necessary to accomplish work required by this work item, such as hangers, weld material, etc. are not included below, and shall be provided by the Contractor.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/SERVICES: None.

5.0 NOTES:

5.1 The Contractor and Subcontractors must consult Military Sealift Command’s General Technical Requirements, (GTR’s), to determine applicability to this work item. The contractor and all subcontractors must comply with all applicable GTR requirements.

WARNING:

Shore Power is required to perform this Work Item, cofferdam overboard, and double valve isolation at the overboard, Valve .

5.2 The Contractor and Subcontractors shall review other work items under this contract, to determine their effect on the work required by this item. Based on this review the contractor shall plan and schedule work to minimize conflicts between work items

5.3 The Contractor shall perform ship-check and templating to retrieve accurate measurements and information before conducting work. Before removal of wafer butterfly valves, verification of valve numberings shall be conducted and verified against page 2 using reference 2.1.2 as guidance, shipyard shall not assume valve numbers are correct as it can vary from ship to ship.

5.4 This ship contains High Voltage (HV) electrical systems. The contractor and subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a contractor or subcontractor approach, work on, or enter a High Voltage area without proper authorization.

5.5 THE USNS TAKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORKING ON THE ITEM.

5.6 Materials not listed as Government Furnished (GFM) shall be furnished by the Contractor. The Contractor shall provide all labor and material required to accomplish this work item including but not limited to staging, space certification contamination containment, full penetration welds, fire-watches, removal and reinstallation of all interferences including insulation in way of repairs to effect a complete and finished end result.

6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 Accomplish all work to satisfaction of the MSFSCREP and in accordance with current Regulatory Body rules and regulations.

7.0 STATEMENT OF WORK REQUIRED:

7.1 Central Seawater Piping Repair:

7.1.1 Contractor shall ensure the Ship is on shore power to alow the Ship to shutdown the SW Cooling System prior to valve and piping repalcements.

7.1.2 Contractor shall arrange divers to install a cofferdam at the SW Cooling overboard (SW-V-33). See reference 2.1.1 for guidance.

7.1.3 Contractor shall isolate, drain, and tag out the portion of the Central Seawater System being repaired using MSC approved tag out procedures.

7.1.4 The location of the repair is Upper Level Engine Room, directly in front of LTFW Coolers No. 1, No. 2, and No. 3.

7.1.5 Remove insulation in area to be worked.

7.1.6 Unbolt and remove the Pipe and 10” valves listed in the bill of materials from the piping system. Re-use existing flanges in new pipe fabrication.

7.1.7 Install and fit-up new section of piping for 250SW02-010, 250SW02-028, 250SW02-009, 250SW02-029, 250SW02-008, and 250SW02-030. The piping shall be installed with socket welded flanges.

7.1.8 The internal walls of the new and original piping systems shall be coated with Enecon Ceram-Alloy CL+AC or other manufacturer’s equal product using Reference 2.1.2 as guidance. (This is to prevent further corrosion)

7.1.8.1 Contractor shall provide an approved certified representative by Enecon to apply coating.

7.1.8.2 Contractor shall follow Enecon approved procedure for blasting and prepping inner pipe walls before application of Ceram Alloy CL+AC.

7.1.9 Install new Lugged-type 10" butterfly valves for SW-V-30, and SW-V-42. The same shall apply for LT FW Cooler No. 2 and No. 3 in the same locations.

7.1.10 New Gaskets shall be provided with all new joint make up.

7.1.11 Install new fasteners as required to make up new flanges.

7.1.11.1 Anti-seize compound shall be applied to prevent future seizure of nuts/studs.

7.1.12 Shipyard shall dispose of all piping and butterfly valves being repaired and replaced, no items shall be left for ship’s force for disposal.

7.2 Preparation of Drawings/Documents: None.

7.3 Testing/Inspection:

7.3.1 Shop Test:

7.3.1.1 Perform Hydrostatic test of each NEW Saltwater Butterfly Valves to 100PSI, both sides.

7.3.1.2 Perform Hydrostatic test of each NEW Spool piece piping section. Test shall be performed to 100 PSI for 10 minutes. No Leaks allowed. Ships Force and/or MSFSC Rep shall witness.

7.3.2 Shipboard Testing:

7.3.2.1 Perform Operational System leak test of new piping and valves. Test shall be performed to system pressure.

7.3.3 Inspection and acceptance of work shall be by the MSC representative (MSCREP) and ABS Surveyor.

7.3.4 The Contractor’s quality assurance plan shall be invoked for all aspects of this Work Item.

7.4 Painting/Insulation:

7.4.1 Clean and prepare the disturbed areas and apply a primer and two topcoats of paint to all areas disturbed to match the surrounding areas per MSC GTR 7.

7.4.2 Renew all insulation removed to perform repairs per MSC GTR 22.

7.5 Markings:

7.5.1 Contractor to reinstall or replace name plates for all effected butterfly valves and to stencil flow direction per MSC GTR 29 for repaired piping.

7.6 Manufacturer’s Representative:

7.6.1 Contractor to provide Enecon Tech Rep to ensure proper application of coating for Central Seawater Piping system. For estimation purposes, use 40 hrs for onsite assistance.

8.0 GENERAL REQUIREMENTS: None Additional
