MILITARY SEALIFT COMMAND NORFOLK

SP-64 471 EAST C STREET

NORFOLK, VA 23511-2419

JUSTIFICATION AND APPROVAL (J&A)

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Department of the Navy, Military Sealift Command (MSC), Norfolk, VA.

2. Nature of Action: The requested procurement for a base year and four, one-year option years will provide quarterly in-person Deloitte Business Chemistry assessment training at MSC’s Team U Leadership training to MSC senior leadership with the possibility of opening future Team U training sessions to all MSC employees. The quarterly sessions will be offered to approximately 30 people. The procurement will also provide options for up to ten (10) group virtual facilitation sessions per year with a maximum of 25 people that may be exercised any time during the FY.

3. Description of Supplies/Services: Team U selected employees take the Deloitte Business Chemistry assessment prior to attending the three (3) day Team U training. The assessment is expressly designed for use in a business context and affords employees the opportunity to discover his/her business style. The assessment provides personality insights in order for an employee to more effectively style his/her personality traits into leadership settings and group projects.

4. Statutory Authority: 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-2, Only one responsible source can satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority: In accordance with FAR 6.302- 1(a)(2), full and open competition need not be provided when the supplies or services required by the agency are available from only one responsible source that can satisfy agency requirements.

This requirement supports the use of the authority cited in 10 U.S.C. 2304(c)(1) because the Deloitte Business Chemistry assessment system is a registered trademark of Deloitte. Deloitte has developed a scientifically proven test assessment which is designed to provide insights about individuals and teams based on observable traits and preferences. Deloitte teamed with scientists from the fields of neuro-anthropology and genetics to develop a questionnaire and leadership training that leverages modern computational techniques to bring a data-driven approach to observing and understanding differences in people’s business style. Deloitte’s Business Chemistry sessions are interactive experiences that include session design, experienced facilitation, a team analysis report, a session-specific link, and system research and tools to create an experiential environment in which to understand the behavioral dynamics encountered every day. The Business Chemistry assessment assist employee’s in determining his/her unique business and leadership style. Market research of the other companies that offer insights on individual and team makeup based on observable traits backed by proven studies and science showed that those types of assessments are not tailored to the workplace, and rely only on personal introspection.

6. Description of Efforts made to Solicit Offers from as Many Potential Sources as Practical: Deloitte is the only source that is able to provide the Deloitte Business Chemistry assessment for the Team U training sessions. As such, quotes will not be solicited from other sources, as it is not practical. If the need arises for MSC to procure training of a different type of personality assessment tools, market surveys will be conducted and offers will be solicited from all potential sources.

7. Contracting Officer’s Determination of Fair and Reasonable Price: This procurement represents the Government's minimum requirement. Due to this procurement being a sole-source, price competition will not be obtained. In order to determine the price fair and reasonable, the Government will compare Deloitte’s training prices to similar trainings available in the commercial marketplace.

8. Description of Market Research Conducted: Market research was performed to ensure that Deloitte was the only company able to provide this type of personality assessment training. MSC has determined it is in MSC’s best interest to continue with Deloitte because of the positive feedback received from the 129 employees who have already taken the assessment during FY18.

MSC intends to conduct additional Team U training and needs to continue with the Deloitte’s Business Chemistry assessment program for training continuity among MSC employees.

9. Other Facts Supporting Use of Other Than Full and Open Competition: Use of other than full and open competition is supported because this trademarked training does not allow for any other contractor to offer or analyze the results of the Deloitte Business Chemistry assessment.

Over the past 15 months, more than 120 MSC senior employees, to include all of MSC’s senior ashore and afloat leadership, have taken the Deloitte Business Chemistry assessment while attending the Team U Leadership course. MSC leadership was so impressed by the ease of use of the assessment and the subsequent presentation used to explain the results of assessment that MSC leadership felt it necessary to continue with this type of training for the approximately 400 other MSC senior leaders still to take the Team U course. MSC leadership has determined Deloitte’s Business Chemistry assessment should be an integral part of its command-wide leadership training. The four, one-year option year periods will allow MSC to deploy Business Chemistry throughout the command. It is simply not in the financial best interests of the command to change to any other personality testing model because a baseline has already been established for the command through Deloitte. Additionally, Deloitte’s Business Chemistry assessment is also used by TRANSCOM. As a sub-command under TRANSCOM, MSC’s training should align with TRANSCOM’s to enhance business relations and foster collaboration between the commands in a consistent manner. Changing to a different assessment format would not be compatible with TRANSCOM’s leadership model

10. List of Sources That Expressed Interest in Writing: None.

11. Actions to Remove Barriers to Future Competition: If the need for a different style or type of training is required or if Deloitte’s Business Chemistry training proves to be ineffective in the future, MSC will utilize market research to determine other vendors who may be able to fulfill MSC’s changed requirements and will seek a full and open competition.

12. Delivery Requirement: Period of Performance is 01 December 2018 – 30 November 2019.

This contract will also contain four (4) one-year options.

13. Total Estimated Dollar Value:

14. Acquisition Plan Supporting this Acquisition: An acquisition plan is not required for this acquisition as the dollar value is below the threshold. An acquisition strategy will be drafted and approved prior to solicitation release.
