REQUEST FOR SPECIFICATION CLARIFICATION

SPECIFICATION ITEM NO.: 119

PARAGRAPH / SECTION NO: 1.0, 7.3, 7.6.1

TITLE: Peck and Hale Tie-Down Installation at Unrep Stations

QUESTION:

The paragraphs identified above refer to the installation of “tie-down points”, “tie down points” and “deck sockets” respectively. Peck and Hale associates items such as lashing gear and cross sockets with tie downs and they associate deck sockets with container securing parts that are used to secure containers utilizing the box corner receivers. Please identify what parts and the quantity needed and if possible use the reference provided for this identification?

ANSWER:

1. Specs to be revised to install deck sockets for securing container. Peck and Hale PN 7273-1-OF.

SPECIFICATION ITEM NO.: 115

PARAGRAPH / SECTION NO: 2.1

TITLE: Exterior Fire Station Repairs

QUESTION:

The work item requires the replacement of the (21) existing metal fire box stations with new fiberglass fire box stations. The reference and the work item provide no information on the size of the new boxes to be supplied or the size of the existing boxes. For bidding purposes, please provide a size criteria or a known part number for a suggested replacement?

Also, should we assume that the work described in paragraphs 7.1 – 7.10 is to be accomplished for all (21) of the exterior fire stations?

ANSWER:

1. Government is providing Fiberglass and stainless steel boxes. Ships Force to designate locations where the stainless steel boxes will be installed and the rest will be fiberglass. Revised specification and drawing to be provided.

SPECIFICATION ITEM NO.: 431

PARAGRAPH / SECTION NO: 7.1.1

TITLE: NAVMACS II Upgrade & ADNS Support

QUESTION:

Paragraph 7.1.1 calls for 200 hours of “industrial support” and continues to identify (14) movements and (8) lifts for GFM. Are the (14) movements and (8) lifts separate from the 200 hours?

ANSWER:

1. No. Movements and lift is included in the 200 hour estimate.

SPECIFICATION ITEM NO.: 941

PARAGRAPH / SECTION NO: 2.1

TITLE: FRESHWATER STERN TUBE LUBRICATION SYSTEM

QUESTION:

The reference drawing listed in paragraph 2.1, 530-8496453 is revision (none). The drawing provided in Amendment 0003 is 530-8496453 revision (none). The Technical Representative required by paragraph 7.1.8 has identified that there is a newer revised version of the drawing. In addition, the drawing provided is stamped, in red, ABS APPROVAL WITHHELD. Please clarify the intent?

1.

Revised drawing and specification to be provided.

SPECIFICATION ITEM NO.: 804

PARAGRAPH / SECTION NO: Various

TITLE: INSPECT CLEAN AND REPAIR AIR HANDLING UNITS

QUESTION:

Paragraphs 3.1.1. b. and 3.1.1.i list the same unit (AC770) in different locations. Please clarify the intention?

Paragraph 7.4 directs to perform the requirements of reference 2.1 paragraph E. The reference is the 1,492 page manual and although we did not read every page, we did scan the entire manual and could not distinguish a “”paragraph E”. Please provide further direction or identify what are the requirements of paragraph E?

We are cognizant of the requirement to remove and reinstall all interferences to accomplish the work required by theses specifications. We also believe the intent of the requirement is to remove and reinstall all interferences that would be deemed reasonable. Is it reasonable to assume that access cuts will not be required to access and remove the equipment as required by this work item?

ANSWER:

1. 3.1.1.i is deleted from the specs.

2. Revised spec to be provided to include MSC STD 004 as an enclosure. Para E in question is in the enclosure.

3. No access cuts are expected but if needed submit CFR.

SPECIFICATION ITEM NO.: 120

PARAGRAPH / SECTION NO: 4.2

TITLE: Exterior Ladders and Handrails Repairs

QUESTION:

Section Paragraph 4.0 is titled Government Furnished Equipment/Materials/Services and Sub-Paragraph 4.2 is titled Contractor Furnished Materials. Which is correct?

ANSWER:

Paint and ladder threads are GFM. All the rest are CFM. Specs to be revised.

SPECIFICATION ITEM NO.: 408

PARAGRAPH / SECTION NO: 7.7

TITLE: Public & General Announcing System PM & Repair

QUESTION:

Paragraph 7.7 calls for replacement of all corroded exterior speakers with GFM new speakers. It also states that the new speakers will be installed after all paint work has completed. It is assumed that the installation of new speakers will be the subject of a change order as no quantities and locations have been designated in the item. Further, the new speakers will need to be installed and tested by the shipyard as Hose McCann will have been complete with their other work and returned to their home office. Does MSC concur?

ANSWER:

1. There are 10 speaker in the GFM and are assumed to be replaced.

2. New speakers can be installed by shipyard electricians after house painting is complete. OEM shall be present for the overall completion optest.
