A. Basis for Contract Award

1. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The Government will utilize lowest price technically acceptable source selection in accordance with FAR Subpart 13.5 procedures to determine which quote will be most advantageous to the Government.

Award will be made to the lowest priced quoter deemed responsible under FAR 9.104, whose quote conforms to the solicitation requirements, whose quote obtains a technical approach rating of acceptable, whose quote obtains a past performance rating of acceptable, and whose quote offers a total evaluated price determined fair and reasonable.

2. Trade-offs between price and non-price factors are not permitted. Unreasonably high, unbalanced, inaccurate, or incomplete price quotes, may be grounds for eliminating a quote from competition.

B. Award for Work.

The Government intends to award one firm-fixed price contract as a result of this solicitation.

Quotes received for anything less than the complete scope of work detailed in the solicitation will be considered ineligible for award.

C. Evaluation Criteria

1. Evaluation criteria consist of factors and subfactors. The quotes will be evaluated under three (3) evaluation factors:

a. Factor 1 – Technical

I. Subfactor 1 – Key Personnel II. Subfactor 2 – Sample of Projects Completed III. Subfactor 3 – Technical Approach

b. Factor 2 – Past Performance

c. Factor 3 – Price

2. Factor 1 – Technical Factor. The technical factor evaluation is an assessment of the quoter’s capability to satisfy the Government’s requirements. In order to meet this factor requirement, the quoter must demonstrate the ability to successfully execute this contract as delineated through the subfactors described below.

a. Subfactor 1 – Key Personnel. In order to meet this subfactor’s minimum requirements, the quote must contain the following:

The submitted resume(s) provide key personnel who meet the minimum qualifications outlined in Section 13.1.1 of the PWS.

b. Subfactor 2 – Sample of Projects Completed. In order to meet this subfactor’s minimum requirements, the quote must contain the following:

The approach should include an effective implementation plan, an explanation of how the Command’s current performance will be assessed to include identification of goals and the gaps between current performance and desired performance.

Lastly, it should address the development of innovations that will reduce the identified gap(s) and an evaluation criteria that will be utilized to ensure the innovations applied are actually improving performance.

The technical factor and each subfactor will receive one (1) of the adjectival ratings defined below.

Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Quote meets the requirements of the solicitation Unacceptable Quote does not meet the requirements of the solicitation

In order to receive an acceptable subfactor rating, the subfactor submission must meet all of the requirements stated for that subfactor. In order to receive an acceptable technical factor rating, all subfactors must be rated acceptable.

3. Factor 2 – Past Performance Factor. The past performance evaluation will assess the quoter’s probability of meeting the solicitation requirements. To develop an overall rating, the Government’s evaluation will take into account relevant information from Past Performance Information Retrieval System (PPIRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS).

a. The Government will consider the recency and relevancy of past performance information compared to the requirements detailed in the solicitation, the source of the information, the context of the data and general trends in the quoter’s performance and any associated risk.

I. To be considered recent, the effort must be on-going or must have been completed during the past three (3) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

II. To be considered relevant, the recent effort must have similar scope and complexity to the Government’s requirement.

b. The Government will consider the company itself, predecessor companies, key personnel who have relevant experience and subcontractor who will perform major or critical aspects of the requirements.

c. The Government reserves the right to contact references for verification or additional information and the right to consider other relevant past performance information. The Government may call customers, whether or not provided by the quoter, to inquire about the quoter’s past performance.

d. Assigning Ratings. The past performance factor will be assigned one (1) of the ratings defined below.

Past Performance Acceptable/Unacceptable Ratings

Rating Description Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is unknown.

Unacceptable Based on the quoter’s performance record, the Government has no reasonable expectation that the quoter will be able to successfully perform the required effort.

In the case of a quoter without relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

4. Factor 3 – Price Factor. Price will not be scored or rated. Price reasonableness will be determined using one or more techniques listed in FAR 13.106-3.
