Small Purchase Brand Name Mandatory Justification

1. Identify the required supplies or services by keyword nomenclature and model or stock number, and quantity. Identify the proposed source.

1. Supplier: Z Microsystems, Inc.

2. Product #:IDS24AR-W2AC-515, IDS 24" LED Monitors

3. 24-inch Digital 1920x1200 (WUXGA) 12 units

2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement?

1. NAVSEA Approved configuration for ship infrastructure. Unique mounts to house these monitors have been designed and approved to install on the entire LPD 17 San Antonio class LPD ships (9 of 11 ships with 2 additional pending), ESB class ships, and scheduled for the 8 LHD 1 and LHA class ships.

2. Monitors meet NAVSEA Shock Qualification requirements.

3. Provide Video Enhancement capability for raw video received from an unmanned air vehicle. Critical for intel assessments of targets of opportunity.

4. These specific monitors are included on the ILS Certification (37515) which is a required to receive installation approval.

Which of these capabilities are mandatory?

1. Mil-S-901d and Mil-Std-167-1 Shock and Vibration qualified.

2. Not mandatory but the mounting structure designed to house these monitors is currently in place as is the logistics support. Changing the configuration, if required, increases the logistics footprint and changes the approved configuration on the ships and will require a new mounting design to meet the new monitors. Impact to cost and delivery schedule.

3. Was a market search or other informal survey conducted? Describe your search or survey?

1. Research was recently conducted to find monitors that would support the new UAS requirement on DDG 51 class ships. A cheaper supplier’s version of the monitors was available. However, there monitors were not shock qualified nor did they provide the enhanced video output used with these unmanned air vehicles. The suppliers would be required to invest engineering into enhancing the mounting brackets, monitors capabilities, and then structurally improve the monitor casing for shock qualification driving up their costs per item.

4. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made?

1. Cost analysis for the additional requirements of multiple vendor products/configurations; ship installation drawings and individual space drawings will require updates

2. Cost and materials to shock qualify the monitors and supporting mounts

3. Additional cost to have multiple monitor mount systems; eliminates the form/fit/function capability to support the receiving ships

Provide the date by which the supplies or services must be delivered. How was this date determined?

1. FY12 (6 Monitors)

2. FY13 (6 Monitors)

3. FY14 (12 Monitors)

4. FY15 (12 Monitors)

5. FY16 (12 Monitors)

6. FY17 (24 Monitors)

7. FY18 (24 Monitors)

8. FY19 (14 Monitors)

Monitor procurements are based on the planned ship unmanned system modifications which are determined by the NAVSEA ships’s availability for work completion.

5. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, why not?

1. None: this is an approved ship modification configuration. This allows the program office the ability to swap systems as required as well as maintain training and maintenance for the systems currently in place. Over 85% of the ships planned to receive these monitors have been completed. The next order of eight (8) monitors is expected for the T-ESB-6 Class installation and integration in FY 20.
