1.0 Scope

This document describes the requirements to perform the CKA vital role in support of the NAVAIR 6.8.3.2 kit management mission as it serves as a central hub for assembly, storage, distribution and reclamation of Technical Directive (TD) change kits for all naval aviation systems and subsystems. Through the assembly of the TD change kits, the CKA directly supports NAVAIR Operational, Safety, and Improvement Program (OSIP) initiatives. The scope of the effort will provide support to all NAVAIR Program Manager Air (PMAs) with the implementation of approved Engineering Change Proposals (ECPs) involving retrofit kits for naval aviation weapon systems and subsystems.

1.1 Background

The Naval Air Systems Command (NAVAIR) Central Kitting Activity (CKA) Program is comprised of the work required for the inventory management of all NAVAIR specific 6V cognizance code material, more commonly known as “TD Change Kits”.

Prior to the establishment of the CKA, TD change kits were allocated from the kit manufacturers to one or more Navy Supply Centers (NSCs). TD change kits represented only a small fraction of the material these facilities stored. TD change kits do not fit the profile of a normal item of supply since they do not have a recurring demand and are provided as free issue. TD change kits were incorrectly marked with vendor part numbers or National Stock Numbers (NSNs) vice Kit Identification Numbers (KINs). Marking problems create the potential for kits to be lost or issued for requirements other than the intended retrofit program. In 1985, NAVAIR conducted a feasibility study to investigate alternative methods for improving TD change kit management and asset visibility. As a result, NAVAIR established the CKA in 1986 to:

improve response time to install activities; improve asset visibility and ability to identify and correct TD change kit marking, packaging and configuration problems; improve metrics for TD change kit status reports; standardize TD change kit identification, shipping and requisitioning procedures across all platforms; achieve economies of scale cost savings by using a single site for management of all NAVAIR TD change kits.

NAVAIR 6.8.3 Total Asset Visibility (TAV) Division located at Naval Air Station (NAS) Patuxent River, MD, serves as the competency for NAVAIR Technical Directive (TD) kit management and is responsible for all CKA operations. NAVAIR 6.8.3.2 TD Kit Management branch is designated as the Inventory Control Point (ICP) for 6V cognizance material. TD change kits and associated Government Furnished Equipment (GFE) are a one-time, free issue to authorized installation sites. As such, NAVAIR

6.8.3.2 is responsible for providing “Life of TD” kit management support including TD kit number assignment, kit requisition processing, kit assembly, kits metrics and excess kit reclamation.
