CKA Background Prior to the establishment of the CKA, Technical Directive (TD) change kits were allocated from the kit manufacturers to one or more Navy Supply Centers (NSCs). TD change kits represented only a small fraction of the material these facilities stored. TD change kits do not fit the profile of a normal item of supply since they do not have a recurring demand and are provided as free issue.

TD change kits were incorrectly marked with vendor part numbers or National Stock Numbers (NSNs) vice Kit Identification Numbers (KINs). Marking problems create the potential for kits to be lost or issued for requirements other than the intended retrofit program.

CKA Background Continued In 1985, NAVAIR conducted a feasibility study to investigate alternative methods for improving TD change kit management and asset visibility. As a result, NAVAIR established the CKA in 1986 to: improve response time to install activities; improve asset visibility and ability to identify and correct TD change kit marking, packaging and configuration problems; improve metrics for TD change kit status reports; standardize TD change kit identification, shipping and requisitioning procedures across all platforms; and achieve economies of scale cost savings by using a single site for management of all NAVAIR TD change kits.

CKA Overview Provide kit management support to NAVAIR Kit Managers Assemble kits.

Provide secure kit storage.

Provide interface with Navy supply and shipment systems to ensure standardized and seamless fleet support (NAVICP, NAVSUP, DLA, DISC, DAAS) Provide economies of scale savings by sharing kit warehousing infrastructure costs with multiple platform managers.

Perform QA inspection of kits.

Resolve kit disparities (e.g., marking, packaging and material shortages).

Ship kits to install sites.

Utilize DoD shipping system (No fee to PMA) Utilize commercial shippers (FedEx) where urgency dictates Reclaim excess TD kits.
