AMEND 0001 QUESTIONS & ANSWERS

N00421-16-R-0006 Questions and Answers Amendment 0001

1. A. The labor hours shown in the tables on pages 17 and 110 specify 41,816 hours per year and 209,080 hours total. When adding the hours by skill by year, one gets 42,136 hours per year and 210,680 hours total.

Question: Is it the Government's intention for the offeror to propose 210,680 hours?

B. L Part B 4.6.2, page 110 - The labor matrix was revised to adjust the labor hours by LCAT and labor categories to add an “Engineer/Scientist III”. However, when summed, the total hours listed by LCAT does not match the total hours listed in the last “Total” line (42,136 annually for 210,680 total versus the 41,816 annually and 209,080 currently listed).

Request for Clarification: Please clarify the Government estimated labor hours.

ANSWER: The correct total for each year should read 42,136 and the total number of hours for the five-year period should read 210,680. The matrices on Pages 17 and 110 will be revised by this amendment.

2. In Section L PART B 4.1(a) on page 106 of the RFP, the Government states, "This Volume shall contain the information requested below and shall include a copy of Section B with the Contract Line Item (CLIN) and Sub-CLIN Unit Prices and, for evaluation purposes, the Total Prices filled in using the estimated quantities value in the solicitation and the instructions below." In Section L, PART B, 4.6.2 on page 110 of the RFP the Government states, "Offerors should price the total labor hours at a single CLIN level (i.e. 0001, 0101, 0201, 0301 and 0401) for each year. At award, the Government will allocate labor costs to the labor CLINs in Section B as follows:"

Question: Please clarify if the offeror is to propose all the labor hours in Section L, PART B, 4.6.2 to be priced just in CLIN 0X01. Can the Government please clarify if the prices in Section B should also represent the hours only in CLIN 0X01?

ANSWER: Offerors should price the total labor costs at a single CLIN level (i.e. 0001, 0101, 0201, 0301, and 0401) for each year. At award, the Government will allocate labor costs to the labor CLINs in Section B as shown on Page 110 of the RFP. Page 106 language will be changed to reflect this by this amendment.

3. When creating the Summary Tab for all years in Attachment P6, should the offeror include the 6-month Extension Option as part of the Total Price?

ANSWER: No the offeror should not include the 6-month extension. The Government will calculate the 6-month extension during the evaluation process.

4. Due to proprietary nature of the information required by Sections L, PART B, 4.3(c) and 4.3(h) on page 108 of the RFP, may the offeror’s proposed subcontractors submit sealed packages directly to the Government?

ANSWER: Yes – Subcontractors are encouraged to submit their sealed packages directly to the Government. Paragraph 4.3 Cost/Price Information has been clarified by this amendment.

5. In Section L, PART B, 4.3(i) on page 109 of the RFP the Government states, “In preparing the cost/price proposal, the Offeror shall ensure the submittal is easy to understand and includes the following:”

Question: Can the Government please clarify to what “the following:” refers?

ANSWER: Paragraph 4.3 (i) has been marked reserved by this amendment.

6. Please confirm that the Engineer/Scientist III labor category falls under the Engineering Functional Labor Area in regards to tripwire rates listed in Section L, PART B, 3.0 on page 125 of the RFP.

ANSWER: Yes – the Engineer/Scientist III labor category should fall under the Engineering Functional Labor Area. Section M, Part B, Paragraph 3.0 Table has been revised by this amendment.

7. A. Please specify where in the proposal the offeror should insert the Proposal Adequacy Checklist appearing on page 114 of the RFP.

B. Page 114, Proposal Adequacy Checklist - RFP states “The Offeror shall complete the following checklist, providing location of requested information, or an explanation of why the requested information is not provided.”

Questions: 1) Which proposal volume should this checklist be incorporated into?

2) Does the checklist count toward the page limitations of that volume?

ANSWER: The Proposal Adequacy Checklist should be included in Volume IV – Cost Proposal. SECTION L – PART B – Paragraph 4.1 has been clarified by this amendment.

8. Please clarify which labor category title the offeror should use in its proposal: Page 96 references Senior Engineer Tech VI; page 100 references Engineering Tech VI; and page 110 references Senior Engineering Tech VI.

ANSWER: The Labor Category has been changed throughout Section L to read Engineering Technician VI by this amendment

9. A. In Section L, PART A, 4.0 on page 94 of the RFP, the Government requests that Volume 3 Past Performance information be submitted fourteen (14) calendar days prior to the submission date specified in Block 9 of the Standard Form SF 33 of the RFP." The instruction in Attachment P5 Past Performance Questionnaire Package for Services requests the questionnaire by 04 June 2016. Please clarify if the questionnaire is due at the same time as the other past performance information (14 calendar days prior to submission of the proposal) or if it is due on 04 June 2016 per the instructions in the attachment.

B. L Part A 4.0, page 94 - RFP states “Volume 3 Past Performance information shall be submitted fourteen (14) calendar days prior to the submission date specified in Block 9 of the Standard Form SF 33 (12:00 AM, 07 June 2016).

Requests for clarification:

1) Please confirm that the Government will accept Volume 3 Past Performance information received through Tuesday, 24 May 2016.

2) Due to the short time frame available for providing Volume 3 Past Performance information, can the Government expedite responses to questions received related to Volume 3 Past Performance information?

ANSWER: Past Performance Information shall be submitted by May 24, 2016. The Attachment P5 Past Performance Questionnaire Package shall be updated to correct the date by this amendment.

10. A. Section L, PART B, 3.1(a) titled “Contract Data” on page 104 of the RFP instructs the offeror to, “Provide all the information identified below separately for each contract."

Does this statement mean that the offeror should complete a separate past performance matrix for each past performance citation or does it mean that that there are to be one past performance matrix combining all past performance citations?

B. L Part B 3.1 a, page 104, 106 - The RFP identifies the requirement for Offerors to submit the completed the Attachment P4 (Past Performance Matrix) (L.3.1.), separate Past Performance Matrix (L.3.1(a) on page 104), and Past Performance Data Requirements table (L.3.2. on page 106).

Request for Clarification:

Please confirm that all three items are required.

Questions:

1) Does the Past Performance Matrix (L.3.1(a) on page 104) count towards the 10 page limit for Volume 3 or can we include as an Appendix to the Volume 3 that does not count towards the 10 page limit?

2) Does the Past Performance Data Requirements table (L.3.2. on page 106) count towards the 10 page limit for Volume 3 or can we include as an Appendix to the Volume 3 that does not count towards the 10 page limit?

C. Concerning page limits identified in Section L, PART A, 3.0 on page 93 of the RFP: Would the Government consider revising the page limit for Vol. 3 Past Performance to allow for (2) two pages per citation and excluding Attachment P4 and the table required by Section L, PART B, 3.2 on page 106 of the RFP from the page count?

ANSWER: The offeror should complete a Past Performance Information Sheet for each contract reference that is being used for this requirement. A revised Attachment P4 is being provided by this amendment. Section L – Part B – Paragraph 3.0 has been revised to eliminate multiple matrices, which have now been combined into a single form. The page limitation will be one past Performance Information Sheet for each reference. Supplemental Sheets should be limited to one (1) sheet per reference.

11. A. Concerning the page limits specified in Section L, PART A, 3.0 on page 93 of the RFP, is the SF33 included in the 2-page limit for the Executive Summary?

B. L Part A 3.0, page 93 - Volume 1, Executive Summary, is limited to 2 pages.

Question: Will the government allow Offerors to submit the following items as attachments/appendices to the Volume 1 and be excluded from the page count?

· Signed SF33 or SF 1449

· Signed Reps and Certs

· Written Consent from Principal Subcontractors and Critical Team Members

ANSWER: Section L – Part B, Paragraph 1.0 will be updated by this amendment to exclude the following from the page limitations of Volume 1 – Executive Summary:

* Signed SF33 or SF1449 for basic solicitation and acknowledgement of each amendment, including completion of any RFP clause or provision that requires a fill-in or response.
* Signed Representations, Certifications, and Acknowledgements or Online Representations and Certifications Application (ORCA) reference.
* Written consent from principal subcontractors and critical team members that will allow the Government to coordinate potential past performance and/or cost/price issues with the Offeror.

12. A. Concerning the page limits specified in Section L, PART A, 3.0 on page 93 of the RFP, please clarify if the resumes required by Section L, PART B, 2.1.1(a) on page 96 of the RFP are included in the 20-page limit for this section.

B. L Part B 2.1.1d, Key Labor Categories, page 96- Section 2.1 Staffing and Personnel requires resume submission.

Questions:

(1) What is the page limitation for resumes?

(2) Will the Government allow Offerors to submit resumes and letters of intent as an attachment/appendix to the Volume 2 and be excluded from the page count?

ANSWER: The page limitation for Volume 2.0, Section 2.1.1 shall be changed to 30 pages by this amendment. There is no limitation on the number of pages per resume so long as the total number of pages is within the 30-page limitation. . Letters of Intent are excluded from the page limitation.

13. A. Will the Government allow 10 pt. Arial or Times New Roman font for figures and tables?

B. L Part A 2.0, page 92 - RFP states “Written proposals must be formatted using a Times New Roman 12 pt. normal font (no reduction permitted)” and “Graphs shall be presented in no smaller than a 10 pt. font…” The RFP does not clarify font requirements for tables and graphics.

Questions:

1) Are past performance tables and resume tables acceptable in 10 pt. Times New Roman?

2) Will the Government accept 8 point font for graphics?

ANSWER: The Government will accept 10 pt. font for figures and tables. Section L – Part A – Paragraph 2.0 has been revised to reflect this change.

14. A. Reference Section L, Part B, 3.1 on page 104 of the RFP: The Government references a “CPARS Update Questionnaire”.

Will the Government provide the questionnaire?

B. L Part B 3.1, page 104 - RFP states “The Past Performance Information Reporting System (PPIRS) will be used to evaluate Past Performance. For contracts that have CPARS or similar reports that are more than six months old, e.g., the completion date is more than six months before the due date for this Past Performance Volume, the Offeror will forward a copy of the CPARS Update Questionnaire to that contract customer’s Program Manager.” The template for the CPARS Update Questionnaire is not included as an attachment to the solicitation.

Request for clarification:

Please confirm this requirement and, if required, provide a copy of the CPARS Update Questionnaire template.

C. L Part A 3.0, page 104 – Question:

Will the Government accept the latest CPAR, including those older than 6 months, in lieu of a CPAR Update Questionnaire or a Past Performance Questionnaire?

ANSWER: The CPARS Update Questionnaire is being provided at Attachment P7 by this amendment. If the CPARS is older than 6 months, a CPAR Update Questionnaire or a Past Performance Questionnaire is required.

15. Concerning the SF 294s/Individual Subcontracting Reports (ISRs) required by Section L, Part B, 3.1(e) on page 105 of the RFP: Will the Government consider excluding these reports from the page limit?

ANSWER: Yes – The SF294s shall be excluded from the Page Limitation for the Past Performance Volume. Section L – Part B – Section 3.1 Past Performance General has been revised.

16. Reference Part B, Paragraph 2.2.5, page 103 – The Government has directed offerors to state their SB percentage goals in terms of total contract value and total subcontract value. FAR 52.219-9(d)(1) directs that SB subcontracting plans express goals in terms of subcontract value. Please indicate which value (contract or subcontract) the Government’s 20% goals address.

ANSWER: Section L – Part B – Section 2.2.5 paragraph b has been revised. The Government requirement is to encourage small business goals and participation at a higher level, that being 20%. If the successful awardee is a large business, it is expected that there be a minimum of 20% participation by small businesses in their proposal. In the event that the successful awardee is an other than large business, then this 20% requirement shall have presumed to have been met.

17. L Part B, 5.0, page 111 - The RFP states “The Offeror shall specifically identify the portion of the solicitation and the Offeror's proposal which are affected. If there are no exceptions, deviations, or waivers, the Offeror shall provide a one page Volume 6 in the Executive Summary stating so.”

Request for clarification:

Please confirm that if an Offeror requests no exceptions, deviations, or waivers, the Offeror shall provide a statement in the Volume 1, Executive Summary, vice submitting a Volume 6.

ANSWER: In the event there are no exceptions, deviations, or waivers, the offeror shall provide a statement to that effect and place that statement in Volume 1 under a Tab marked as Volume 6.

18. L Part A 3.0, page 93-94 - RFP states, “The Offeror shall submit a Cross Reference Matrix (CRM) for the Technical Volume, similar to the example below, to help ensure that all solicitation requirements are addressed and to facilitate the evaluators’ review of the Offeror’s proposal. The CRM should be a single integrated matrix and cross-reference the proposal volumes and paragraphs to specific RFP requirements, as well as other parts of the proposal that contain relevant information.”

Question:

Should the CRM reflect the technical volume only, or should all volumes be addressed in the technical volume?

ANSWER: The CRM should address the technical volume only.

19. H. Clause 5252.228-9501 LIABILITY INSURANCE (NAVAIR) (MAR 1999) - Paragraph (d) of NAVAIR Clause 5252.228-9501 requires the provision of:

“(d) Aircraft public and passenger liability: $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability; $200,000 per occurrence for property damage. Passenger bodily injury liability limits of $200,000 per passenger, multiplied by the number of seats or number of passengers, whichever is greater.”

Question:

Can this requirement be deleted as not applicable to the scope of the solicitation?

ANSWER: The clause is a valid requirement and shall remain as stated.
