Q&AS
QUESTIONS/ANSWERS – RESILIENCY TRAINING
Below are answers for 1st set of questions/answers:
1. How many programs a day are you anticipating being delivered?
Notionally, ~12 groups of 30 max persons would require six 2-hour blocks each day.
Training will be targeted for high-consequence watch stations. Theme should be high-performance and resiliency following stress. Secondary focus is Command culture within these groups creating trust and ultimately cohesiveness. There are ~12 groups ID’d. Examples are:
Bridge Teams: They drive the ship in high traffic areas Engineering Teams: Monitor propulsion plant, to include Nuclear RXs Combat Teams: Monitor and operate ship self defense systems Fighter Pilots Executives: CSG CDR and Warfare CDRs with wide-ranging decision authority.
Potential Topics:
Mindset Focus Control Recovery
2. How large will the classes be?
Notionally, ~12 groups of 30 max persons would require six 2-hour blocks each day.
3. Could classes be delivered simultaneously by our staff?
Classes should be one class, ~2 hours each, but can be mutually agreed upon. To minimize disruption of ship routine, would prefer one singular block of training for each group.
4. What do you anticipate a typical day looking like?
Likely 12 hours of training for days 2 and 3.
Format:
Day 1 Arrival (Ship fam, dinner with crew, set up, etc) Day 2 and 3 workshops and All Hands Call (Day 3) Day 4 Depart
5. Can we select the start/end dates within your window?
No. As of now we have a window of opportunity between 24 May 2024 and 03 June 2024 to deliver training to the crew. As of right now, we ask the vendor to be on site in Japan and ready to travel beginning 24 May. As we get closer to those dates, we will get fidelity on exactly which dates in that range will work with our operational schedule. Travel from destination (I.E. Iwakuni/Okinawa) will require military transport (cargo plane or helicopter). Vendor will need to be extremely flexible as operations could dictate delays.
6. We see that the period of performance is 24 May 2024 to 03 June 2024, with delivery no later than 30
May. Does that mean we would need to be on-site to deliver the training starting 24 May through 30 May?
24 May is the earliest we can transport vendor to the ship. 3 June is the latest we can transport them off. Training + transportation will occur across four days that are within the window.
7. How many people will be attending the training?
Aside from All Hands, approximately 360 folks require training. Notionally, ~12 groups of 30 max persons would require six 2-hour blocks each day.
2nd set of questions/answers:
1. Should the quote include travel?
Yes. We desire training. If travel costs are in addition to original quote happy to reassess funding. We do not want to miss this opportunity due to funding of travel.
2. Will the Contractor fly commercial to Tokyo or Guam?
Destination will likely be Iwakuni Japan. However, there is potential destination could shift to Okinawa Japan.
Vendor expected to travel commercially to destination, where they will use Military transportation (cargo plane or helicopter) to the ship while at sea.
3. During the four training days, how many training hours are required per day?
Likely 12 hours of training for days 2 and 3.
Format:
Day 1 Arrival (Ship fam, dinner with crew, set up, etc) Day 2 and 3 workshops and All Hands Call (Day 3) Day 4 Depart
4. Will training be on one ship or different ships?
There is potential for training on ship’s attached to the Strike Group. This could include 1 to 3 Destroyers or Cruisers. Transportation to/from would most likely be via helicopter.
5. If more than one ship, how many ships will be involved?
There is potential for training on ship’s attached to the Strike Group. This could include 1 to 3 Destroyers or
6. Will Contractor have Staterooms or berthing?
We will make every effort to lodge vendor in staterooms. We expect many riders, liaisons and inspector with
us. In some cases, vendors may have to reside in berthing.
7. How many people will attend each training session?
30 persons max to ensure classroom/small group integrity.
8. How many people will need access to the online training?
~5,000 Sailors are part of Carrier Strike Group Five. This includes RRN crew, CVW5 crew, accompanying ship’s crew and staffs. Fully recognize this is a large number of people. If all 5,000 not possible, we are willing to mutually agree on a number.
3rd set of questions/answers:
1) How many individuals are anticipated to participate in the HIGH PERFORMANCE AND RESILIENCY TRAINING? (we need to know in order to prepare the correct number of participant materials)?
Aside from All Hands, approximately 360 folks require training.
2) Is there a maximum number of participants per class (aside from the All Hands)?
30 persons max to ensure classroom/small group integrity.
3) Will training be conducted during all shifts?
There is potential that training will be required at all hours of the day.
4) What is the destination/link-up point with the client? (where does the vendor need to arrange travel to/from)?
Destination will likely be Iwakuni Japan. However, there is potential destination could shift to Okinawa Japan. Our operations are extremely unpredictable. Vendor will need to be flexible. We will provide ground support (transportation, handling) at each destination.
5) How many days does the vendor need to arrange lodging for before travelling to ship?
As of now we have a window of opportunity between 24 May 2024 and 03 June 2024 to deliver training to the crew. As of right now, we ask the vendor to be on site in Japan and ready to travel beginning 24 May. As we get closer to those dates, we will get fidelity on exactly which dates in that range will work with our operational schedule. Travel from destination (I.E. Iwakuni/Okinawa) will require military transport (cargo plane or helicopter). Vendor will need to be extremely flexible as operations could dictate delays.
Due to space constraints on cargo planes/helicopters, vendors should plan on no more than 20 staff members.
6) How long should we design the classes to last? (one-hour blocks, 4 hours, etc.)
Classes should be one class, ~2 hours each, but can be mutually agreed upon.
7) Who is responsible for the sound system at the All-Hands Call?
We have a sound system onboard. However, vendor is welcome to bring their own. Vendors should be mindful of limited room to transport to ship.
8) Are there any specific topics that should be covered with any specific groups for either of the training events?
The All Hands portion can be more general, focused on high performance and general trust throughout the Command.
9) How long should the total training be for either High Performance Training and Organization Well-Being Training for a participant (2 hours, 4 hours, 8 hours, more)?
Classes should be one class, ~2 hours each, but can be mutually agreed upon.
10) Can the training be performed in pieces (one four-hour class, four one-hour classes, etc.)?
To minimize disruption of ship routine, would prefer one singular block of training for each group.
11) Are there any special travel visas that the vendor will need to enter Iwakuni Japan, Okinawa, or Guam from the US?
Vendor will likely have to apply for VISAs to enter Japan. Below are websites with more information.
State Dept Website https://travel.state.gov/content/travel/en/international-travel/International-Travel-Country-Information- Pages/Japan.html
Embassy of Japan Website https://www.us.emb-japan.go.jp/itpr_en/consular-services.html
12) Is the expectation to conduct High Performance Training and Organization Well-Being Training concurrently? How many training teams should the vendor provide? Would one team suffice?
Yes. Concurrent training is preferred. Not sure how many teams are required. Notionally, ~12 groups of 30 max persons would require six 2-hour blocks each day. Maximum staff we can transport to ship is 20.

This could include 1 to 3 Destroyers or
Training will be targeted for high-consequence watch stations. Theme should be high-performance and resiliency following stress. Secondary focus is Command culture within these groups creating trust and ultimately cohesiveness. There are ~12 groups ID’d. Examples are:
Bridge Teams: They drive the ship in high traffic areas Engineering Teams: Monitor propulsion plant, to include Nuclear RXs
Combat Teams: Monitor and operate ship self defense systems Fighter Pilots Executives: CSG CDR and Warfare CDRs with wide-ranging decision authority.
Potential Topics:
Mindset Focus Control Recovery
