QUESTIONS AND ANSWERS 2
Solicitation #N0040621Q0403
AMENDMENT 04
Manchester Camera replacement
August 19, 2021
QUESTIONS AND ANSWERS
1. Please confirm if the existing camera licenses are core or universal type?
A: Existing licenses are core but the new cameras need to be universal.
2. The Panasonic cameras specified require connection to POE + network switches. Please confirm the existing switches are POE +? If they are not who will provide POE + switches?
A: Existing switches are POE+. Some (21) camera locations have POE+ media converters and if possible, we recommend replacement by the contractor. Any spare/old media converters will be given to the government onsite technician.
3. What is the time of performance for this project? Please consider time for personnel badging.
A: Period of performance is anticipated to be 60 days from date of award.
4. The RFQ does not have a line for material use tax, shall this tax be included?
A: You will include any cost associated in the performance of this contract.
5. When installing a new camera will the government provide a technician at the server to verify the camera operation?
A: Once the physical installation and connectivity are completed, a government rep will be available to verify camera operation.
6. If an existing camera is not operation and the new replacement camera does not come on line who is responsible for trouble shooting the network?
N0040621Q0403
A: The installation technician will be responsible for troubleshooting from the camera to the switch port on the server side.
7. Can the existing installations be described, camera by camera? How high are the cameras mounted off of the ground? What type of surface is directly below/in the area below the camera? How are the cameras currently attached to the structure?
A: Cameras are mounted anywhere from approximately 20-40’ off the ground. They are attached to the exterior of buildings and poles. The camera has a threaded top for mounting. Existing cameras are Axis
6032PTZ’s. Please look up manufacturer cut sheets for mounting options and thread diameters. Some utilize the optional pendant mount Part # 5502. There is a combination of dirt and asphalt below the cameras.
8 As an alternative and/or supplement, photos would be helpful:
a. Photo showing the camera and the surrounding area, including the ground/surface below the camera
b. Close-up photo of the camera, showing the mounting of the camera to the structure
A: Photos are not authorized to share to bidders. A site visit was offered in advance and was performed for all those that responded on 8/18/21.
9. What is the name of the camera recording software being used? What version is it? Is there a software support agreement in place for it?
A: We are using the AXIS software for our existing camera system. This monitors and records camera activity. Software version is not available at this time. Software/firmware will need to be updated for camera system update.
10. Please confirm that the existing cameras are all IP cameras.
A: All cameras are IP cameras
11. Please confirm that the cameras are all within 300 feet of the recorder location, with PoE extenders, signal boosters, etc. being used.
A: Cameras are located throughout a 234 acre base. Only a few are within 300 feet of the base/recorder location. They are currently POE and are on CAT5 cable going to a switch that is connected to our base-wide fiber infrastructure.
12. Please educate me on the details of the existing power source of the cameras to be reused.
A: POE going to 110V power plug at or near each location.
13. Please confirm that installation can happen during normal business hours, and that once onsite, the installer will be allowed to undergo installation without impediments.
A: Installation to only happen during base operating hours. Contractor will have to work with GSO to coordinate camera outages, as this system is utilized for daily fueling activities. GSO will ensure contractor progress or delays of mission requirements will not be impeded.
