VENDOR QUESTIONS AND ANSWERS
Question 1: Is the Navy able to supply drawings of the exact mechanical outline required for the sensors?
Answer 1: Drawings 7609117 and 8291017, which are now available on FedBizOpps, include mechanical outline information.
Question 2: On page 4 of 92 (of the solicitation), you reference output at 0.002 VDC + -15 mVDC. I believe this is a typo and should be something like 0-5VDC.
Answer 2: The tolerance is stated in mVDC. The acceptable range for the ZERO output requirement should be 0 mVDC to 17 mVDC. Therefore, the output requirement should be stated as 0.002 VDC, +15 mVDC and -0 mVDC.
The output should be ZERO 0.002 VDC +/- 15 mVDC, and Full Scale Output (FSO) 2.935 VDC +/- 15 mVDC.
Question 3: At the bottom, you call out high temperature, shock, and vibration. I just want to clarify that these relate to 3 separate tests, not a combination of the three.
Answer 3: Test requirement details are called out in specification control drawing 7608949, now available on FedBizOpps. Precise testing methodologies are at the discretion of the vendor, but all units must meet minimum testing specifications.
Question 4: Regarding CLIN 0001, what is the media being measured? I want to ensure that the wetted materials are suitable.
Answer 4: In this case, the wetted materials will be exposed to sonar transducer fluid (MIL-T-17128C which is primarily castor oil). This is due to the depth sensor being mounted inside the transducer assembly and the seawater pressure is directly on the face of the transducer. The face of the transducer is a neoprene material filled with the sonar transducer fluid. Please see specification control drawing 7608949, now available on FedBizOpps.
Question 5: Regarding CLIN 0001, the stated output requirement is 0.002 VDC, ±15 mVDC. If this is correct, the tolerance is 7.5 times higher than the stated full scale output. Please clarify.
Answer 5: See answer 3.
Question 6: Regarding CLIN 0001, under "Accuracy" what does the acronym "RTE" indicate?
Answer 6: RTE is Referred Temperature Error, which is a more relevant specification since Thermal Error Band (TEB) is averaged and the band is divided by 2.
Question 7: Regarding CLINs 0001 and 0002, under "Width" what does the acronym "AF" indicate?
Answer 7: AF stands for Across Flats.
Question 8: Regarding CLIN 0001, is an electrical connector required? If so, what type?
Answer 8: There is limited room for an electrical connector. Please reference drawing 7609117, now available on FedBizOpps.
Question 9: Regarding CLIN 0001, is a threaded process connection required? If so, what is the required thread?
Answer 9: No threaded connection is called out, or needed. Refer to drawing 7609117.
Question 10: Regarding CLIN 0002, is an electrical connector required? If so, what type?
Answer 10: There is limited room for an electrical connector. Please reference drawing 8291017, now available on FedBizOpps.
Question 11: Regarding BOTH items, under "Minimum Test Report(s), define "Isolation check" and "High temperature, shock, and vibration" requirements.
Answer 11: The details for temperature, shock, and vibration requirements are listed on drawing 7609117 for the 1320 psi sg depth sensor (CLIN 0001), and on drawing 8291017 for the 900 psi sg depth sensor (CLIN 0002). Also refer to paragraphs 3.2.2.7 and 4.3 in specification control drawing 7608949.
Question 12: Please clarify that the material required for CLIN 0001 is stainless steel. Will any other material be acceptable?
Answer 12: Stainless steel 316L is required per the Statement of Work.
Question 13: Please clarify the voltage output for CLIN 0001.
Answer 13: See answer 3.
Question 14: There is a discrepancy between a drawing and a specification in the solicitation.
Drawing 8291017 for CLIN 0002, 900 psi sg Dual Pod sensor states Accuracy: +/- 0.005% FS BSL Solicitation for CLIN 0002, 900 psi sg Dual Pod sensor states Accuracy: +/- 0.05% FS BSL. Please clarify.
Answer 14: Note 4 on the drawing is correct. The salient characteristics should read +/- 0.005% FS BSL.
