ROM Q&A
Question 1: The following attachments were not provided. Would the government please provide?
i. Contractor Discrepancy Report (CDR)
v. Pricing Spreadsheet
vi. Past Performance Report Form
vii. Past Performance Information Form Answer 1: The attachments have been posted to beta.sam.gov Question 2: Please clarify that the locations to price on the Summary tab are the four locations specified in the solicitation:
Answer 2: Groton, CT; Norfolk, VA; St. Marys, GA; Jacksonville, FL Question 3: Please provide the Total Estimated Days for Program Management.
Answer 3: Please see Pricing Spreadsheet.
Question 4: Volume IV – Price. This volume shall include the completed solicitation documents and a complete and detailed price breakdown with all supporting information. Each page of each copy shall be affixed with the following legend. The RFP has no supporting documentation to identify what items or in what quantity the solicitation is to priced against, can you please clarify how you wish the price response to be quoted?
Answer 4: Please see pricing spreadsheet attachment.
Question 5: No excel sheet for CLINS and pricing info was provided nor loaded on SAM, please provide.
Answer 5: Please see pricing spreadsheet is on beta.sam.gov.
Question 6: There is no scope to size the requirement. The solicitation states a single task order of up to $30M could be issued which we believe would be impossible to fulfill. There are probably not enough hotels in total in the combined four geographic areas listed for performance that could house the number of people that would spend $30M in a typical 14-day quarantine period. Please provide further details as to the potential size of an operation that would be anticipated.
Answer 6: Please see pricing spreadsheet for the specific number of days, rooms, etc. anticipated to be procured during this contract. The contract is an indefinite-delivery, indefinite-quantity type where task order(s) are to be placed. Although we are unable to determine the size of the order until the need arises, it is anticipated that a total of 30,000 persons received support under this IDIQ contract.
Question 7: The pricing is described as being all within one CLIN. Please describe the scope of services expected to be provided under this one CLIN price.
Answer 7: Please see pricing spreadsheet and CLIN structure within the solicitation.
Question 8: Technical proposal. The solicitation states the offeror should address SOW paragraphs 6,7,10,19,20,21 and 22. The requirements are quite scant and it is difficult to prepare a quality proposal with the limited amount of information provided in the statement of work. For instance, paragraph 19 transportation services give the reader absolutely no understanding of what is to be provided making it quite difficult to write a technical proposal how services would be provided.
Answer 8: The transportation is further specified within the pricing spreadsheet. The items specified within the pricing spreadsheet are as follows:
Large Motorcoaches (buses) - 8 Hour days 15 Pax Vans - 24/7 No driver EZ Pass Transponders, Coverage, and Administration $100 Gas Cards Parking at Hotels
Question 9: Price proposal. Sticking with the example of the transportation services, if this is to be part of the one size fits all CLIN, it is really impossible to define a CLIN unit price in the base contract when the various components of what we believe would make up this CLIN have not been defined.
Answer 9: The CLINs are further specified within the pricing spreadsheet.
Question 10: As this solicitation stands we would not be able to provide you an offer we could reasonably perform given the basically unlimited parameters outlined. We invite you to consider breaking down the requirements into separate CLINs for each service and define what is expected of these services. For example.
0001 Lodging per night…go into what you already describe in the SOW, clean bead, shower, lamps etc… 0002 Meals per day per person…same here as in the lodging CLIN 0003 Laundry…need more detail here 0004 Transportation….also, need detail of how many in a given TO…clearly 5 people will be significantly less than 500…may consider pricing like a husbanding contract of size of the vehicle and order the capacity you need each time…much easier to give you F and R prices vs a one size fits all… Answer 10: The CLINS are separated by type within the CLIN structure of the solicitation. Furthermore, the CLINs are all broken down into more specifics within the Pricing Spreadsheet. The pricing spreadsheet will feed the CLINs within the solicitation.
Question 11: SOW para 12. Please describe contents of the safety and health plan to be submitted.
Answer 11: The Performance Work Statement states “The Contractor may be required to submit a Safety and Health Plan to the KO/COR for tasks identified in the task order. If required, the task order will provide specific instruction for the plan.”
Question 12: Can you tell me when this solicitation is due? I am confused by the below. It looks like it was due before it was published.
Answer 12: The due date is 4/6/2021
