III. PROPOSAL CONTENT

Volume I: Non-Price

Factor I - Technical Offerors shall provide, in detail, a technical approach that demonstrates a complete understanding of and the capability to fully implement and execute all requirements of the solicitation and Performance Work Statement (PWS). The offeror shall describe any risks associated with the implementation of the offeror’s overall technical approach to meeting all requirements of the solicitation and PWS; describe techniques and actions to mitigate such risks; and explain how the techniques and actions identified for risk mitigation have been successfully used by the offeror. The offeror’s response shall address each of the following three sub-factors:

Sub-factor I – Performance Approach The offeror shall provide a performance approach that will successfully accomplish the requirements of the solicitation, including the PWS. The offeror shall demonstrate an understanding of and capability to meet all the requirements of the PWS, paying particular attention to how it will meet the service and delivery requirements in section 6.6 and section 19 of the PWS, as well a comprehensive inventory management plan and the methods for meeting the Government’s fill rates and stock levels. Offerors are not limited to any specific performance approach as long as the approach taken meets PWS requirements.

Sub-factor II – Management Approach The offeror shall provide a management approach that demonstrates its ability to perform the requirements of the solicitation, including the PWS, through its management capabilities, expertise, and experience. The offeror shall provide a management plan that clearly details how this effort will be managed within the offeror’s corporate organizational structure, including the roles, responsibilities, authorities, and a brief synopsis of the professional qualification(s)/background(s) of those individuals to be dedicated to this contract effort. The offeror shall address its management approach to complying with the country of origin requirements listed in PWS paragraph 2.1.5 and in the clauses of the solicitation and resultant contract. Compliance with such requirements for items in the Test Market Basket will be evaluated within this Management Approach sub factor.

Sub-factor III - Transition/Phase-In Plan The plan shall demonstrate a clear and feasible approach to obtaining all resources required (i.e., manpower, equipment, finances, inventory, etc.) within the 30-day transition/phase-in period in accordance with paragraph 7.1 and 7.3 of the PWS. The contractor shall address whether or not it will purchase all or any part of the incumbent contractor’s inventory and how this will be incorporated to the phase-in plan. Offerors shall identify any risks or issues anticipated to arise during the transition and methods to mitigate those risks and overcome transition issues.

Factor II – Past Performance The offeror shall demonstrate recent and relevant past performance or affirmatively state that it possesses no recent and relevant past performance. Recent past performance is performance that has taken place within the past five years as of the closing date of the solicitation. Relevant past performance is performance under contracts or efforts within this five-year period that is the same as or similar to, the scope and magnitude of the work described by this solicitation. In addition, performance data will only be assessed for those references demonstrating at least one (1) year of completed performance prior to the closing date of this solicitation.

To demonstrate its past performance, the offeror shall identify up to three (3) of its most relevant contracts or efforts within the past five (5) years and provide any other information the offeror considers relevant to the requirements of the solicitation. Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation.

The references will be evaluated in the aggregate in order to allow offerors who may not have the entire scope and magnitude of the requirement under one individual contract to still be considered acceptable if past performance with the full scope and magnitude of the requirement can be demonstrated within the allotted number of references as described above.

The offeror shall complete a “Past Performance Information Form” for each reference submitted. The form is an attachment to the solicitation. For additional information regarding a particular reference beyond that which will fit on the form, the offeror may continue onto another sheet of paper. The forms and any continuation sheet(s) for submitted references cannot exceed twelve (12) pages.

In addition to the information requested above, offerors shall contact their past performance references and request that each reference complete the attached “Past Performance Report Form” and e-mail the completed survey form directly to David Crouch at david.w.crouch@navy.mil by the CLOSING DATE AND TIME OF THIS SOLICITATION. The Government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information.

Factor III: Small Business Participation Plan (all offerors) and Small Business Subcontracting Plan (for other-than-small business offerors only)

All offerors, both large and small businesses, are required to provide a Small Business Participation Plan responding to the elements below:

· The extent to which small business concerns are specifically identified;

· The extent of commitment to use small business concerns (for example, enforceable commitments will be weighted more heavily than non-enforceable ones);

· The complexity and variety of the work small firms are to perform;

· Past performance of the offeror in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns, and FAR 52.219-9, Small Business Subcontracting Plan;

· When subcontracting possibilities existed on the contracts submitted by the offeror in the Past Performance volume, address whether or not the offeror awarded subcontracts to small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns to the fullest extent consistent with efficient contract performance.

· If utilizing small businesses in current or prior contracts was not practicable, the offeror shall explain why.

· Provide any information substantiating the offeror’s track record of utilizing small business on past contracts in detail. Include, at a minimum, two most recent Summary Subcontract Reports (SSR) from eSRS.

· The extent of participation of small business concerns in terms of the value of the total acquisition.

Small Business Subcontracting Plan (for other-than-small businesses only). Each offeror that is not a small business shall provide a Small Business Subcontracting Plan that contains all elements required by FAR clause 52.219-9 Alt II (Deviation), and as supplemented by DFARS clause 252.219-7003 (Deviation), by the closing date and time of this solicitation. The small business subcontracting plan is not an evaluation factor and will not be evaluated as part of the formal source selection process. The Small Business Subcontracting Plan must be determined to be acceptable by the contracting officer in order for the offeror to be eligible for contract award in accordance with FAR 19.702(a)(1). If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award. If the contracting officer accepts the Small Business Subcontracting Plan, it will become part of the contract. Offerors are permitted to submit a master subcontracting plan as long as it is created in accordance with FAR 19.701 and FAR 19.704(b). Small Business Subcontracting Plans are not required from offerors that qualify as small business concerns under NAICS code 336390 with a size standard of 1,000 employees.

It is the goal of this solicitation that prime contractors subcontract with small businesses to the maximum extent practicable. For other-than-small prime contractors, the Small Business Subcontracting Plan goals shall be expressed in terms of whole dollars and percentages based on total planned subcontracting dollars. Of the total planned subcontracting dollars, the Small Business Subcontracting Plan shall include goals for small businesses, small disadvantaged businesses, woman-owned small businesses, HUBZone small businesses, veteran-owned small businesses, and service-disabled veteran-owned small businesses. The Government will consider prior achievement of small business subcontracting plan goals as well as the proposed dollar values and percentages related to this solicitation.

Volume II: Price Proposal Volume II shall include the completed solicitation documents and a complete and detailed price breakdown with all supporting documentation. The pricing information shall be completed in accordance with the following:

· A complete and signed Standard Form 1449, Solicitation/Contract/Order for Commercial Items and executed copies of amendments, if applicable.

· Unless completed in the System for Award Management, the offeror shall complete solicitation Section K, Representations, Certifications and Other Statements of Offerors, and any other representations, certifications, and statements of offerors included in the solicitation.

· For the purpose of preparing a price proposal, the offeror shall assume that the period of performance consists of a five-year ordering period. Offerors shall use the periods established in the Schedule.

· This volume shall also include a completed Attachment IV – Services Spreadsheet and Attachment III -- Test Market Basket and Total Material Price pricing documentation.

· Include one copy of each of the catalogs referenced in Attachment III proposed to be used during the first year of the ordering period of the resulting contract. Catalogs may be submitted in electronic and/or hard copy format.

Services Pricing Separate price information shall be submitted for each year of service, as well as a total summary for the five-year ordering period, as shown in Attachment IV – Services Spreadsheet. The price for the services shown in this spreadsheet shall include all fully-burdened labor required to provide services. The Firm Fixed Price annual rates proposed in the pricing spreadsheet submitted will be incorporated into the resultant contract.

Test Market Basket Pricing The offeror shall utilize Attachment III - Material Price Submission Worksheet to submit its Test Market Basket pricing. The offeror shall complete a Test Market Basket of items available at the Shop Stores as they would be offered for sale to customers. The prices specified in the Test Market Basket shall include all applicable shipping/handling fees of material, Government purchase card fees, etc. For each item in the Test Market Basket, the offeror shall determine if an item will be procured from a commercial source or a Government source of supply. If the item will be procured from a commercial source, the offeror shall complete columns H, I, and W. If the item will be procured from a Government source, the offeror shall complete columns I and X. Items proposed may be brand name or equal (see PWS paragraphs 2 for additional information). The offeror shall provide prices for all years. For all items, offerors shall complete columns C through X. The offeror shall provide the following for its pricing:

· Provide discounts offered off of the catalog price (e.g., commercial catalogs, GSA, and/or DLA contract(s)). Discounts shall be offered at the commodity level as follows:

· Building Maintenance

· Electrical

· Hardware

· Heating, ventilation, air conditioning, and refrigeration

· Plumbing/Pipefitting

· Tools

· Transportation

· For catalog items, identify the catalog, date, and appropriate page numbers for items offered.

The Test Market Basket shall be representative of the offeror’s pricing methodology throughout the term of the contract. The proposed discount rate(s) and catalogs identified with the proposal will be incorporated into the contract upon award. The offeror shall include one copy of any current catalogs proposed to be used in the resulting contract.

All items in the Test Market Basket shall be in compliance with the following clauses of the solicitation and resultant contract:

· 252.225-7048, Export-Controlled Items (Jun 2013)

· The Addendum to 252.225-7021

Compliance with country of origin requirements for each item in the Test Market Basket will be evaluated within the Technical Factor’s Management Approach sub factor.

Total Material Price The offeror shall use the Material Price Submission Worksheet to submit its proposed discounts for each commodity group for all ordering periods. The Total Material Price worksheet contains the estimated sales for each commodity and for Government-sourced items. Offerors shall apply its proposed discounts to the estimated sales in the Total Material Price worksheet. Offerors who fail to provide a discount percentage will be assigned a value of 0% for the proposed discount. Offerors shall input the totals from the Test Market Basket for each ordering period into the applicable cell in column B of the Total Material Price worksheet. The proposed discount rate(s) and catalogs identified with the proposal will be incorporated into the contract upon award. The Government will not accept any mark-up on pricing for any products.
