Justification and Approval for Other Than Full and Open Competition

This document is a Justification and Approval (J&A) for a sole source contract award by the Naval Surface Warfare Center Indian Head Division (NSWC IHD), Contracts Office Code 026.

The Navy intends to award a sole source contract to Shimadzu Scientific Instruments, Inc. (SSI), located at 7102 Riverwood Drive, Columbia, MD 21046 (Cage Code: 01NQ7), for maintenance, training, support services, and spare parts supporting Shimadzu Gas Chromatography-Mass Spectrometry (GCMS) chemical sensor operation. The contract encompasses extended warranties, training, and spare parts for equipment owned by the Navy. Specific required items include extended warranty on GCMS units; columns and capillary components; ferrule and graphite supplies; PFTBA filters; cable assemblies and filaments; oil products; gas filters; and molecular sieve filters. Services will be provided on a base year plus four (4) option years, with an estimated total contract value of $2M. The Government's minimum needs have been verified by certifying technical and requirements personnel.

The justification for sole source procurement under 10 U.S.C. 3204(a)(1) cites the proprietary and critical nature of the Shimadzu GCMS instruments, which support National Security requirements and chemical threat detection capabilities. Market research confirmed that only SSI and the OEM can provide the required extended warranties, parts, and services; other distributors offer limited warranty options only. Previous attempts to solicit competition through a Sources Sought notice (posted June 2, 2025) yielded five responses, but only the OEM demonstrated technical capability. A pre-solicitation notice (June 27, 2025) resulted in one non-capable response. The Contracting Officer has determined the anticipated cost to be fair and reasonable. No plans exist for future competition unless alternative sources emerge. The J&A was approved on September 5, 2025, by Rachel N. Luther, Deputy Chief of the Contracting Office.
