The following items are applicable to this modification:
SUMMARY OF CHANGES
1. The purpose of this amendment is to answer questions from potential offerors and update Section L.
2. The following questions and answers are provided:
Q1) Format requirements state font must be 12-point Times New Roman. Will the Government permit smaller font size for tables, assuming font is legible?
A1) The acceptable range is between 10 and 12 point font, Times New Roman or similar, for all text, including graphs and tables.
Q2) Format requirements state font must be 12-point Times New Roman. Some graphics are prepared externally. Will the Government exclude font size and type restrictions for graphics, as long as text and content are legible and readable?
A2) The acceptable range is between 10 and 12 point font, Times New Roman or similar, for all text, including graphs and tables. The Government will not accept anything outside of these guidelines.
Q3) Please clarify whether the Proposal Adequacy Checklist should be included in Volume I or as a separate submission?
A3) Please include the Proposal Adequacy Checklist in Volume III with the signed RFP package.
Q4) The RFP states that the Prime shall contain no more than seven relevant contracts. Attachment 2 –
Past Performance Matrix states provide no more than five (5) of the offeror’s relevant contracts. Please confirm the number of relevant contracts required for Volume II.
A4) The Past Performance Matrix is correct. Please provide no more than five (5) relevant contracts. The
RFP is updated to reflect this as of this Amendment 0002.
Q5) Do we have the ability to get the source of supply for any custom extrusions, or are we allowed to manufacture a like/kind of extrusion that would function in a similar manner for this program?
A5) The Government does not put a source of supply on our extrusion drawings which allows the container manufacturer to go to any extrusion house they’re comfortable working with. The size, shape, material, and tolerances need to be met. Most extrusion houses keep the die propriety to each of their customers, which are typically the container manufacturers. The Government does not own these dies.
Q6) Drawing 8601210 is missing pages 2-3, can we please get them?
A6) This has been corrected in Amendment 0001.
Q7) Would Adobe PDF format be an acceptable electronic proposal format for the items that do not need to be submitted in MS Excel (i.e. all but the cost summary and back-up spreadsheets)?
A7) Please provide all proposal submissions in Adobe PDF and MS Excel format.
Q8) On pages 7-8 of the solicitation it states:
“Types of containers to be manufactured may include precision extruded metal missile containers, torpedo containers, warhead containers, guidance section containers, utility containers, lightweight metal containers, ISO ocean shipping containers and derivatives to support the military needs. Specific containers expected to be procured are, but are not limited to: Mk 792 Mod 0 Container, MK 812 Mod 0
Container, MK 833 MOD 0 Container, Mk 839 Mod 0 Container, Mk 835 Mod 0 Container, MK 841Mod
0 Container. Fully defined drawings for MK 841 MOD 0 Container are provided as Attachment 1 in
Section J.”
Are there quantities on these and drawings? The drawings are not in the TDP's, and was wondering if there will be drawings or if this is not supposed to be in the solicitation.
A8) As stated in the RFP, the SOW and drawings for MK 841 are provided as Attachment 1. Quantities and drawings for anything other than the MK 841 will not be included in the solicitation. At this time we do not know our requirements as it will be specified on each delivery order after award. Listing the various containers that will be required in the future are for informational purposes only. After award, all individual delivery orders will be competed, and drawings will be provided at the time of solicitation.

Volume I - TECHNICAL (Factor 1) (Not to Exceed 30 pages)
Each technical proposal shall be specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough knowledge and understanding of the requirements and has valid and practical solutions for technical problems. Statements that paraphrase the specifications or attest that standard procedures will be employed are inadequate to demonstrate how the Offeror will comply with the requirements of the specifications.
The Offeror shall describe how it plans to accomplish the tasks associated with the following subfactors:
SUB-FACTOR 1: Ability to Manufacture Weapons Containers (Not To Exceed 15 pages)
Subfactor 1: Ability to Manufacture Weapons Containers
The Offeror shall demonstrate an understanding of the requirements contained in the Statement of Work (SOW) regarding their capability to manufacture weapons containers. The Offeror shall provide a detailed description of their existing capability to manufacture weapons containers. The Offeror shall include a list of manufactured metal weapons containers and smart weapons containers for conventional weapons that demonstrates the manufacturer’s capabilities. The Offeror shall also describe their ability to perform and deliver a first article and production articles within the specified timeframes for each contract line item by providing a schedule identifying major tasks and events. The schedule must include production planning and scheduling, ordering and delivery of materials, any equipment purchase or installation, and first article testing. In addition, the Offeror shall provide a Plan of Action and Milestones (POA&M) with a detailed shop traveler for the production of a typical Extruded Sidewall Weapons
Container (MK 841 Mod 0 Container) including a description of each operation and procedure and the offeror’s production rate capabilities. All subcontractors (if any) shall be identified by company name and any subcontracted work, such as any portion of manufacture of the supplies, shall be discussed in the same level of detail as the in-house production. The Offeror shall identify any problem areas or risks of the manufacturing process operations shown in the proposal and include the strategy to mitigate these risks.
The Offeror shall provide individual qualifications and the training of all personnel, including subcontractor personnel, who shall be responsible for executing the proposed manufacturing/fabrication plan. Offerors must have employees currently certified to weld aluminum and shall provide a description for its (or any subcontractor’s) currently certified aluminum welders proposed for performance under a contract.
General statements, that the Offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the solicitation’s requirements in whole or in part, will not constitute compliance with the foregoing requirements concerning the content of the Technical proposal.
Any exception to contract terms and conditions or to a requirement under the Statement of Work or any drawings must be specifically identified and shall include an accompanying rationale for the exception. Listed exceptions shall not be counted against the page limitation for this factor.
Subfactor 2: Facilities (Not To Exceed 15 pages)
The Offeror shall provide a description of the facilities and equipment that will be utilized to support the functions of the contract, as listed below:
Description of facility(ies): Provide information as to the location of your facility(ies). If it is anticipated that more than one facility will be utilized (i.e. East and West Coasts), then it shall be so indicated. Included shall be the square footage dedicated for the efforts and the Offeror shall attest to the adequacy of these facilities to provide supportive documentation and drawings. If any of the listed facilities is contingent on this contract award, it shall be so indicated. The Offeror must show that the facility will be available at time of award.
Description of equipment: Provide information as to the specific equipment located at the facility(ies), which will be utilized to support the functions of this contract. If any of the listed equipment is contingent on this contract award, it shall be so indicated.
Volume II - PAST PERFORMANCE (Factor 2) (No Page Limit)
Past performance information shall be provided for the Prime and all subcontractors in order to develop an Offeror's past performance rating.
Past performance information is one indicator of an Offeror’s (to include prime and subcontractors) ability to perform the contract successfully. In the evaluation of an Offeror’s past performance, the Government will use
Contractor Personnel Assessment Reporting System (CPARS) as the primary source of past performance information, and reserves the right to use relevant performance within the past five years. Relevant and timely past performance information in the CPARS including the Federal Awardee Performance and Integrity Information
System (FAPIIS) will be considered during the evaluation of an Offeror’s past performance. If Offerors are aware of any negative information in CPARS, they may address any extenuating circumstances in this section.
Using the Past Performance Matrix (as listed in Section J), the Offeror and all subcontractors shall provide a separate list of relevant contracts that were performed within the last five years. Contracts that are listed in CPARS are preferred. The list for the Prime shall contain no more than five relevant contracts. In addition, each subcontractor shall complete a separate matrix and provide no more than five relevant contracts. The identified relevant contracts shall focus on performance that is relevant to the current solicitation requirement (i.e., Weapons
Containers and Spare Parts) cited in the Scope of this solicitation. Relevancy includes similarity of item, complexity and dollar value. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. If the Offeror has no relevant past performance within the last five years or cannot provide a list of relevant contracts, then the Offeror must provide an explanation.
Past Performance Questionnaires (as listed in Section J) only apply to relevant contracts for which performance information is not available through CPARS. The Offeror and subcontractors shall submit the Past
Performance Questionnaire to all of their references listed on the Past Performance Matrix that have NO CPARS contracts, and shall request the references to complete the Past Performance Questionnaire.
Past Performance Questionnaires may be emailed to ivy.e.hosokawa.civ@us.navy.mil which is the preferred method of delivery. All questionnaires must be received by the closing date and time of the solicitation.
In order to facilitate the evaluation of Past Performance the Offeror must complete the required information below:
(a) Pursuant to FAR 42.1502, this contract is subject to DoD's Contractor Performance Assessment System
(CPARS). CPARS is an automated centralized information system accessible via the Internet that maintains reports of contractor performance for each contract. CPARS is located at https://www.cpars.gov. Further information on
CPARS is available at that web-site.
(b) Under CPARS, the Government will conduct annual evaluations of the contractor's performance. The contractor has fourteen (14) days after the Government's evaluation is completed to comment on the evaluation. Day 15 after the evaluation sent to the contractor the evaluation is available in CPARS with or without the contractor comments.
The evaluation is marked “Pending”. Contractor may send comments on days 15-60 if not previously provided. If contractor sends comments, CPARS is updated to reflect contractor comments and “Pending” marking removed.
Day 61 evaluation sent to Assessing Official (AO) and contractor may no longer send comments. The opportunity to review and comment is limited to this time period and will not be extended. Failure to review the report at this time will not prevent the Government from using the report.
(c) The contractor may request a meeting to discuss the CPAR. The meeting is to be requested via e-mail to the
CPARS Program Manager no later than seven days following receipt of the CPAR. A meeting will then be held during the contractor’s 60-day review period.
(d) The CPARS system requires the Government to assign the contractor a UserID and password in order to view and comment on the evaluation. Provide the name(s) of at least one individual (not more than three) that will be assigned as your Defense Contractor Representative for CPARS.
Name Phone E-mail Address (optional)
(e) Any changes in designated contractor personnel shall be the sole responsibility of the contractor to notify the contract specialist, AO and the CPARS Focal Point when changes occur.
Volume III – PRICE (Factor 3) (No Page Limit)
This volume is the only volume that shall contain price information. There is no limitation on the number of pages or print size for the price proposal. All Attachments submitted under Volume III (Factor 3) shall be clearly identified.
The Price Volume shall include the completed RFP document with the Cost Summary Format (Attachment 4), CLIN
0001 and 0002 , pricing filled in. The Price Volume shall include any available pricing information to facilitate the price analysis that will be performed in evaluating the proposal (i.e., price breakdown, catalog pricing, past pricing history, etc.) under CLIN 0001 and 0002.
The price information shall include data regarding the general financial condition of the Offeror and specific plans for financing the proposed contract. The Government has no plans to provide any financial assistance.
mailto:ivy.e.hosokawa.civ@us.navy.mil https://www.cpars.gov/
Contractors will be asked to bid on the sample First Article (CLIN 0001) and sample MK 841 MOD 0 Container
(CLIN 0002) as part of their proposal. The sample drawings and SOW are provided as Attachment 1. The evaluators will base their analysis on contractors pricing provided.
All remaining terms and conditions remain unchanged. All questions can be directed to the Contract Specialist Ivy
