About this file

This amendment to a solicitation modifies the statement of work to procure QTY 3000 DXT-707H DXTRAD Extremity Dosimeters, QTY 3000 3.3 mg/cm2 DXTRAD Caps, QTY 3000 DXTRAD Rings in an unspecified color, and QTY 25,000 8840 Holders for DT-702 dosimeters. The dosimeters and accessories must meet requirements for detecting photons, betas, and beta/photon mixtures within specified dose ranges according to ANSI standards, with a lower limit of detection of 50 mrem for shallow doses over a 100-day period and capability to anneal residual doses below 50 mrem over multiple cycles. The solicitation is seeking these products on behalf of the Naval Dosimetry Center to support occupational radiation exposure monitoring for naval activities as required by the Navy's radiation health protection manual.

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

STATEMENT OF WORK (SOW)

STATEMENT OF WORK (SOW)

1. SCOPE

The Bureau of Medicine and Surgery (BUMED) Radiation Health Protection Manual (NAVMED P-5055) requires naval activities to maintain a dosimetry program for personnel who receive occupational exposure to ionizing radiation. Personnel dosimetry is used to measure an individual’s radiation exposure and to aid in minimizing exposure. Personnel dosimetry has medical, epidemiological and legal significance and must be conscientiously practiced by trained personnel with the appropriate / approved equipment. NAVMED P-5055 identifies the DT-702 as an acceptable personnel dosimeter. Additionally NAVMED P-5055 identifies the DXT-RAD as an acceptable extremity dosimeter. NSWCCD previously procured the DXT-707H Thermo- Luminescent Dosimeters (TLDs) DXT-RAD, and the U.S. Navy has adopted the DT-702 model for its personnel to use. Both these dosimeters and their associated accessories are Commercial Off-The-Shelf (COTS) products.

2. APPLICABLE DOCUMENTS

2.1 NAVMED P-5055: Radiation Health Protection Manual

2.2 ANSI N13.32-2018: Performance Testing of Extremity Dosimeters

2.3 ISO 12794:2000(E): Nuclear energy — Radiation protection — Individual

Thermoluminescence Dosimeters for Extremities and Eyes

3. REQUIREMENTS

3.1 It is the intent of the government to purchase the following items:

DXT-707H DXTRAD Extremity Dosimeter – quantity 3,000

3.3 mg/cm2 DXTRAD Cap – quantity 3,000 DXTRAD Ring (color TBD) – quantity 3,000.

8840 Holder (DT-702 Holder) – quantity 25,000

All items will be purchased for the Naval Dosimetry Center (NDC).

3.2 Radiological

3.2.1 Photon Detection - The DXTRAD shall be capable of detecting photons from accident ranges as defined by Category IA and general photons and photon mixtures as defined by Category IIA of ANSI N13.32-2018. The detection range for Category IA shall be from 0.005 rad to 500 rad for deep dose and from 10 rad to 500 rad for shallow dose. The detection range for Category IIA shall be from 0.02 rem to 500 rem for deep dose and from 0.1 rem to 10 rem for shallow dose.

3.2.2 Beta Detection - The DXTRAD shall be capable of detecting general betas as defined by Category IIIA of ANSI N13.32-2018. The detection range shall be from 0.25 rem to 10 rem for shallow dose.

3.2.3 Beta/Photon Mixture Detection - The DXTRAD shall be capable of detecting beta/photon mixtures as defined by Category IVA for DXTRAD of ANSI N13.32-2018. The detection range shall be from 0.35 rem to 10 rem for shallow dose and from 0.05 rem to 5 rem for deep dose.

3.2.4 Lower Limit of Detection (LLD) - The DXTRAD lower limit of detection for a 100-day monitoring period for shallow doses shall be 50 mrem.

3.2.5 Reset/Anneal Residual Dose – The DXTRAD dosimetry system shall be capable of annealing residual doses to < 50 mrem for at least 50 read-anneal cycles within 5 anneals for doses <5 rem to the element.

3.2.6 Dose Response and Integration - The dose response/indication shall continue to accumulate while in and following re-entry into a radiation field. Accumulated dose shall be capable of being retained, with negligible fading and without human intervention, for a period of 365 days minimum.

3.2.7 Batch Homogeneity Requirement – Per ISO 12794:2000(E), the coefficient of variation of the element sensitivity within a DXTRAD dosimeter shall not exceed 15% of the batch average value when exposed to a nominal dose of 100 mrem. Within 180 days of order receipt, the Navy will verify DXTRAD sensitivity performance for 100% of all dosimeters on readers calibrated with a NIST-traceable source.

3.2.8 Linearity Requirement - The average thermo-luminescent (TL) response of the DXTRAD to gamma shall not exceed 10% at any point from the range of 100 mrem to 100 rem for a minimum of ten dosimeters.

3.2.9 Loss of Sensitivity of the DXTRAD at multiple anneal-irradiate-read cycles shall not exceed 10% over 50 heats on any manufacturer-serviced TLD reader. Performance shall be measured based on actual field use of the dosimeters. However, initial assessment of performance may be performed using the ThermoFisher Re-Use Program on a NIST-traceable reader.

3.2.10 Reproducibility of DXTRAD sensitivity shall vary by less than 10% between readers, and shall vary by less than 5% for no fewer than 10 calibrations on any one reader.

3.2.11 Bar Code Requirement - The DXTRAD bar code expression shall be stable over 50 anneal-irradiate-read cycles.

3.3 Warranty

Manufacturer full commercial warranty applies from date of shipment. A copy of the warranty terms shall be provided at the time of award. In the event of defects in materials or workmanship during the warranty period, the Contractor shall assume full responsibility for servicing the defective product without charge.

3.4 Government Furnished Information (GFI)

None.

3.5 Government Furnished Equipment (GFE)

None.

3.6 Performance and Deliveries

3.6.1 Delivery - The DXTRAD Extremity Dosimeters and DT-702 Holders shall be delivered 90 days after receipt of order.

3.6.3 Delivery Address –

Naval Dosimetry Center Building 84T 4975 N Palmer Rd Bethesda, MD 20889
