About this file
This justification document approves a brand name procurement for the Naval Surface Warfare Center Carderock Division to acquire dosimetry supplies and services on a sole source basis from Thermo Fisher Scientific. Specifically, the procurement seeks to purchase 3000 DXT-707H DXTRAD Extremity Dosimeters, 3000 3.3 mg/cm2 DXTRAD Caps, 3000 DXTRAD Rings in an unspecified color, and 25,000 8840 Holders. The total estimated value of the contract is approximately $150,000. The justification cites the Bureau of Medicine and Surgery Radiation Health Protection Manual requirement to use approved equipment for personnel dosimetry, as well as the need for compatibility, standardization, and National Voluntary Laboratory Accreditation Program accreditation within the Navy-wide dosimetry system to measure and minimize radiation exposure.

DEPARTMENT OF THE NAVY
NAVAL SURFACE WARFARE CENTER
CARDEROCK DIVISION
BNJ Number: 21-CCR-024 Code: 02
BRAND NAME JUSTIFICATION
1. Contracting Activity
Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Carderock Division (NSWCCD), Contracting and Acquisitions Department,
2. Description of the Action Being Approved
NSWCCD is seeking to award a purchase order on a brand name basis, for the acquisition of supplies that assist in exposure to ionizing radiation. The procurement contemplated with this justification requires a specific make and model of extremity dosimeter that is deemed an acceptable device by the Bureau of Medicine and Surgery (BUMED) Radiation Health Protection Manual (NAVMED P-5055), as well as accessories that are specific to a particular make and model of personnel dosimeter that NSWCCD previously procured.
NSWCCD anticipates the award of a firm-fixed purchase order. The total estimated value of this acquisition is approximately $
This justification document is in accordance with FAR 13.501(a). The requirement will use the combined synopsis and solicitation procedure set forth in FAR 12.603, and the notice will be posted to the beta.SAM.gov website.
3. Description of Supplies/Services
NAVMED P-5055 requires naval activities to maintain a dosimetry program for personnel who receive exposure and to aid in minimizing exposure. Personnel dosimetry has medical, epidemiological and legal significance and must be conscientiously practiced by trained personnel with the appropriate / approved equipment. DXT- 707H Thermo-Luminescent Dosimeters (TLDs), DT-702 Holders for DT-702 TLDs that NSWCCD previously procured, and other related supplies. The following are the supplies NSWCCD seeks to procure through the anticipated purchase order:
DXT-707H DXTRAD Extremity Dosimeter quantity 3,000
3.3 mg/cm2 DXTRAD Cap quantity 3,000 DXTRAD Ring quantity 3,000.
8840 Holder (DT-702 Holder) quantity 25,000

Each of these items are Commercial Off-The-Shelf (COTS) products. The total estimated dollar value of the proposed new contract action is $ . The following is a breakdown of the estimated funding amounts for this proposed contract action:
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c) (1).
only one responsible source or only from a limited number of responsible sources and no
-1(b) (2))
5. Rationale Justifying Use of Cited Statutory Authority
Both the DXT-707H DXTRAD Extremity Dosimeter and the DXTRAD Ring are among those specific Thermo Fisher Scientific dosimetric devices that NAVMED P-5055 identifies as acceptable for use in measuring personnel exposure. In order to fully realize the benefits of and to ensure consistency and standardization within a common Navy-wide dosimetry system, complete compatibility and interchangeability between the new and existing systems, in terms of both physical and functional configuration, are necessary. Inconsistency within this single integrated Navy-wide system would jeopardize the ability to meet National Voluntary Laboratory Accreditation Program (NVLAP) standards. NVLAP accreditation is required of all dosimetry processors under the regulatory authority of the Code of Federal Regulations Nuclear Regulatory Commission. Currently, the DXT-707H DXTRAD Extremity Dosimeter and the DXTRAD Ring are NVLAP accredited. The use of a different make and model of dosimetric device will require additional testing to support NVLAP accreditation and to ensure system performance and capabilities compliance.
Additionally, use of the specific make and model of these dosimetric devices is integral to maintaining consistency and standardization with DON TLD system. For example, the DXT-707H DXTRAD is part of the DT-702 dosimetry system, or DT-702 family, and is fully capable of interfacing with all related dosimetry components, namely the model 8800 TLD Reader that is currently in use with the Agency. Should NSWCCD procure a different make and model of dosimetric device, the Agency would encounter compatibility issues, Dosimetry components, such as TLD readers and identification stations, are not interchangeable with other dosimetry devices, and such system. More so, use of different dosimetry equipment will require the Agency to make revisions and rewrites to numerous software programs written by the Naval Dosimetry Center (NDC), in order to accommodate the different equipment. As a result, the Agency would incur additional costs associated with overhauling the current TLD system to integrate the use of the different devices.
Moreover, DON personnel are already intimately familiar with and fully trained to operate these specific dosimetric devices, and the Agency would need to retrain its personnel and establish new use and processing policies and procedures relevant to the new equipment. These efforts to accommodate the new devices will result in the Government incurring a substantial duplication of costs, which the Government does not expect to recover through open competition. Also, NSWCCD still possess a number of spare parts and tools that are specific for the use with these dosimetric devices. Acquisition of a different make and model of dosimetric device will render these spare parts and tools useless, and the Government may incur additional costs acquiring new spare parts and tools should a new dosimetric device be procured.
6. Description of Efforts Made to Solicit Offers From as Many Offerors as Practicable
NSWCCD intends to issue a combined synopsis/solicitation pursuant to FAR 12.603, and the notice will be posted to the beta.SAM.gov website.
7. Determination of Fair and Reasonable Costs
In accordance with FAR 15.402, the Procuring Contracting Officer (PCO) shall ensure that all supplies provided under the anticipated purchase order are procured at a fair and reasonable price.
The PCO shall determine that the anticipated purchase order represents the best value (as defined in
FAR 2.101)
from the Navy where the same (or comparable) devices were procured, when conducting the price analysis.
This information will form the basis for negotiating a fair and reasonable price.
8. Actions to Remove Barriers to Competition
Thermo Fisher Scientific holds proprietary rights to their (Harshaw/Bicron) system designs. Furthermore, Thermo Fisher Scientific and its authorized resellers or vendors are the only authorized distributors for its equipment.
The Government will maintain efforts in assessing future needs in primary dosimetry, and will canvass the market for other NVLAP-accredited dosimetry manufacturers and devices. The Government will also continue surveying the market for resellers of Thermo Fisher dosimetry devices, in order to solicit those particular vendors whenever a future need arises for more dosimetry devices.
