STATEMENT OF WORK

Statement of Work

1.0 Chemical Analysis Services in Support of Naval Surface Warfare Center Carderock Division (NSWCCD) Code 612

2.0 Background and Objectives

NSWCCD Code 612 performs research and development in the areas of physical metallurgy, fire protection, and related fields. Code 612 also provides in-service engineering and technical support to NAVSEA technical warrant holders and various program offices. As part of the research and development efforts and engineering support, it is necessary to procure chemical analysis services for a wide range of material types. The full list of required services and detailed requirements for each service are provided in Section 3. These services are typically procured through NSWCCD Code 612 furnishing roughly pre-sized specimens to a contractor, who then performs final machining of the furnished material to specified dimensions and tests the resulting specimens in accordance with relevant standards and specifications. Results of the tests are then provided to NSWCCD Code 612, and any tested specimens that are not dissolved, disintegrated, or otherwise destroyed as a result of testing are returned for further analysis by NSWCCD engineers.

The objective of this contract is to procure chemical analysis services from a vendor. The services will be used to assist Code 612 in providing research, development, and engineering support services to the NAVSEA technical community and other sponsors.

3.0 Scope of Work

The contractor shall provide chemical analysis services to measure the chemical composition of HY-80 steel specimens. The full list of services required and detailed requirements for each service are provided in Section 3.2.

3.1 Contractor Responsibilities

The contractor shall maintain Nadcap certification, A2LA certification to ISO/IEC 17025:2005, and/or equivalent certifications, for all of the services provided as part of this contract for the contract period of performance.

The contractor shall adhere to commercial best practices for maintaining specimen identification throughout the chemical analysis process.

The contractor shall initiate the chemical analysis within 5 business days of the date that the samples were received.

The contractor shall provide electronic monthly status reports in accordance with Contract Data Requirements List (CDRL) A001.

The contractor shall notify the Government via email when recalibration/recertification of test equipment used in the performance of the contract occurs.

The contractor shall ship excess material and any tested specimens that remain intact back to the Government within 10 business days of the completion of testing. Excess material and tested specimens shall be packaged to preserve the integrity and maintain the identity of the specimens.

3.2 Specimen Preparation, Testing, and Reporting Requirements The contractor shall follow the requirements outlined below for the testing included in this contract.

3.2.1 Chemical Analysis

3.2.1.1 Applicable Standard(s)

ASTM E415-17

ASTM E1019-11

ASTM E1184-10 (2016)

ASTM E1085-16

ASTM E1097-12

3.2.1.2 Specimen Preparation

Any machining or grinding method capable of producing specimens that conform to the dimensions and tolerances specified in the relevant standard(s) is acceptable. The contractor shall ensure commercial best practices for specimen cooling are used to minimize temperature rise of the specimen during machining.

3.2.1.3 Testing

Testing and data analysis shall be performed in accordance with the relevant standard(s).

Testing shall be conducted to quantify the composition (in weight percent) of each HY-80 steel specimen, considering the following chemical elements: C, Mn, P, S, Si, Ni, Cr, Mo, V, Ti, Cu, As, Sn, Sb, Al, and N.

Expected composition ranges for each element are enumerated in T9074-BD-GIB-010/0300 Table D-1 (included with this Statement of Work). Additional elements need not be measured.

Testing shall be done using any combination of techniques which are consistent with the standards listed in Section 3.2.1.1 of this SOW and which are suitable for determining the conformance or non-conformance of the specimen with the chemical composition requirements outlined in T9074-BD-GIB-010/0300 Table D-1. Nitrogen content shall be determined in accordance with ASTM E1019-11. The detection limit of the techniques used to determine the quantity of the other elements must be 0.001wt.% or better for Sb, As, P, and S; and 0.01wt.% or better for all other specified elements.

3.2.1.4 Reporting

The following information shall be reported to the Government in accordance with Contract Data Requirements List (CRDL) A001:

1. The concentrations (in wt.%) of all detected elements from each chemical analysis.

2. A statement of conformance or non-conformance of each specimen with the chemical composition requirements outlined in T9074-BD-GIB-010/0300 Table D-1.

3.2.2 Additional Machining

The size and shape of the GFM provided to the contractor may vary. Before a Task Order is initiated, the contractor shall provide an estimate of the amount of additional labor (if any) required to machine specimens, beyond the normal and customary machining costs that are included in their normal per-unit pricing.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 Technical Factor 2 Price

(b) Basis for Award & Evaluation

This will be a Lowest Price Technically Acceptable (LPTA) procurement. The Government intends to evaluate quotations and award a contract without discussions with Offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating, for any item will result in a technical rating of “UNACCEPTABLE" unless corrected through discussions.

An overall technical rating of "UNACCEPTABLE" makes a quotation ineligible for award.

An offeror is expected to submit sufficient information in response to the Solicitation to allow for the evaluation of his/her quotation.

Each of the evaluation factors will be rated as follows:

Factor 1 - Technical The Government will evaluate the offeror's capabilities to provide services IAW the Solicitation.
