3 PHCD REQUIREMENTS
3.1 General
The purpose of the marine Passive Heave Compensated Davit (PHCD) is to perform launch and recovery operations of an Unmanned Underwater Vehicle (UUV) (http://www.hydroid.com/remus-600-defense-applications) from an 11 meter Rigid Inflatable Boat (11m RIB) in a seaway. Overall weight is of critical importance to the success of the
11m RIB. The PHCD is a lifting device that uses a counterbalancing force to achieve a heave compensating effect on the boom when lifting an object (UUV) countering the boat’s rolling and heave motions. This is a critical feature of the davit design to achieve ultimate control over the UUV throughout the entire launch or recovery evolution, minimizing the potential for damage to the UUV or injury to personnel
3.2 Prototype PHCD
A prototype will be procured for Government installation on a test craft for testing and evaluation. The prototype
PHCD shall be configured to operate as described on the Carbon Fiber PHCD Sketch – Prototype Boat Layout. The prototype PHCD shall be supplied with a socket mount described in Section 3.10.4 for installation on the test craft.
3.3 Production PHCD
The production PHCD shall be configured to operate as described on the Carbon Fiber PHCD Sketch – Production
Boat Layout
3.4 Design Load
PHCD and all components shall be rated at 1,000 lbs (based on 5:1 safety factor on the ultimate material strength) for at-sea operation on the open deck of an 11m RIB. The PHCD shall consist of:
a) Davit
b) Winches
c) Slewing Gear
d) Socket Mount
e) Capture Head
f) Capture Head Alignment Mechanism
g) Electrical Control System
3.5 Weight
The combined weight of the PHCD components, davit, winches, slewing gear, capture head and capture head alignment mechanism shall not exceed 500 pounds.
Note that the davit insert and intermediate plate do not count toward the 500-lb. weight limit.
3.6 Environment
The PHCD will be subjected to the saltwater environment and will be subjected to spray, potential immersion, fog, rain, and direct sunlight. It will operate on the open deck of a boat.
The davit will be subject to shock and vibration due to high speed transits in rough water unloaded while in a stowed position. Nominal rigid body accelerations (i.e. <10Hz) are 3 g’s down, 2 g’s athwartships and 1 g longitudinally.
The PHCD will be mounted to a vessel that will perform launch and recovery operations in sea state 3 as defined by the Wilbur Marks scale. Vessel roll angles have been measured up to +/- 20 degrees and pitch angles up to +/-9 degrees. The natural roll period is 2.12 seconds.
3.7 Installation of Equipment, Machinery, and Materials
Foundations and brackets for equipment shall be configured to provide access for cleaning, preservation, and maintenance, and to prevent accumulation of water, dirt, and foreign material.
Piping and wiring shall be run to allow minimum exposure to weather.
All materials, equipment, and machinery shall be installed in accordance with manufacturer’s recommendations. All installed equipment shall operate and perform within the tolerances stated in these Specifications and those recommended by the manufacturer. The installation method and details employed shall be the same for all PHCD’s, unless specifically approved by the Government.
Systems, equipment, and components shall be installed to facilitate accessibility for operating efficiency and for inspection, adjustment, and repair. Permanent fittings and structure shall be kept clear of routes required for the removal of machinery and equipment. The space behind certain equipment may be inaccessible after installation.

All sharp edges exposed to personnel shall be dressed, ground or radiused to avoid injury. Metal parts shall be completely fabricated before installation. Internal corners shall be filleted and external corners shall be rounded off.
All exterior joints and gaps shall be less than 1/8 inch wide without the use of fairing compound.
The Contractor shall be responsible for quality control of all fabrications, equipment and machinery installed on all
PHCD’s built under this Contract.
3.9 Time to Launch or Recover
The PHCD shall perform a recovery in a maximum of 120 seconds. A recovery is defined as winch 1 retrieving the hook attached to the UUV (or equivalent test load) with 10 feet of line from the tip of the boom under minimal load, pulling the boom 5 feet down to the UUV, winch 2 retrieving its line to lift the UUV with the boom until the boom is at the up stop, slewing 80 degrees, and winch 2 releasing line to lower the UUV and boom 3 feet.
3.10 PHCD Components
3.10.1 Davit
The davit shall be constructed out of carbon fiber in an epoxy matrix. The design uses a fixed vertical structural member with a pivot point at the end. The boom is mounted to the vertical member at the pivot point. The boom shall extend beyond the vertical member in each direction. One end will lift the object; the other end will be used to generate the force to lift the boom with object (UUV). The passive heave compensation ability of the davit shall be achieved by utilizing a gas spring (ex. http://www.indgassprings.com) to create the counterbalancing effect on the davit boom. The counterbalancing force shall be sized to keep the unloaded davit boom in the up position with the weight of the boom and any attached davit components in a seaway with 1.5 g acceleration applied. The boom in the up position shall rest against a soft stop to protect the boom from operational damage. The boom in the down position shall rest against a soft stop to limit the range of motion down. Sealed or greasable bearings shall be used.
A personnel safety standoff device shall be mounted to the PHCD to keep personnel clear of the moving end of the boom as seen in the Prototype and Production Carbon Fiber PHCD Sketches.
3.10.2 Winches

The reinforcing materials and the finish, sizing and binders used in their fabrication shall be compatible with the laminating resin.
3.15.2.2 Core Materials
Core materials shall consist of Polyvinyl Chloride (PVC), Styrene Arcylonitrile (SAN), or polyurethane.
3.15.2.3 Adhesive
Structural adhesives shall be compatible with the laminating resin.
3.15.2.4 Gel Coat
For exterior molded surfaces, a UV-stable coating shall be applied to the mold surface prior to reinforcement or the surfaces can be painted after demolding. The color and finish of the gel coat and epoxy primer shall be flat haze grey. Interior molded surfaces shall not be coated, except as specified below.
Non-molded surfaces viewed and exposed to sunlight shall be painted with a UV-stable coating that is flat and haze grey.
All other outfit, such as the capture head, shall be flat haze grey.
3.16 Closures
All hatches and access covers, and their respective frames and coamings, shall be designed and constructed to the same tightness and load requirements as the structure in which they are installed.
4 VERIFICATION
The Contractor shall conduct testing on all equipment to demonstrate compliance with the Specifications. Testing shall also demonstrate workmanship, alignment, strength, access, clearances, rigidity, tightness, and suitability for the intended purpose.
The Government representative shall be notified a minimum of 2 weeks prior to all tests to be conducted. All test procedures shall be approved by the Government Representative prior to testing. No test shall be started without the permission of the Government. The Government reserves the right to inspect the PHCD, witness trials, request related demonstrations, and review technical documentation.
Contractor shall provide all material, fuel, labor, power, equipment, and instruments necessary to conduct the tests.
All instruments used in conducting tests shall have been calibrated within the 6 months prior to the test. Calibration shall utilize national standards. The contractor shall make calibration data and certificates available to the
Government representative upon request.
4.1 Operational Tests
Operational testing shall be conducted with and without loads to document the safe and smooth operation of all functions. The full range of motion and limit stops shall be tested in the load conditions stated below.
a) No load. In addition to the general operation of the PHCD, the no load testing shall verify that the rate of line retrieval is less than 100 fpm.
b) Rated Load. In addition to the general operation of the PHCD the rated load testing shall verify the recovery sequence can be performed in a time less than or equal to 120 seconds. The rated load testing shall verify that the lowering rate is not greater than 100 fpm.
c) Overload. Overload tests shall be performed at slow speeds. Overload testing shall demonstrate that the winches are operational at 150% rated load. Overload testing shall demonstrate that the PHCD can statically support 150% of the rated load for ten minutes without any permanent deflection or structural damage. Winch and slewing gear load holding in a power failure scenario shall be tested in the overload condition.
d) Verify the system wiring is sized appropriately to the measured amperage.
4.2 Pre-Delivery Inspections and Trials (PDIT) (Prototype Only)
PDIT shall be performed by the Contractor for the purpose of inspection, verification, and demonstration of overall compliance with requirements. The Government reserves the right to inspect the PHCD, witness trials, request related demonstrations, and review technical documentation. PDIT shall take place at the Contractor's facility prior to final delivery to the Government.
The Contractor shall provide thirty (30) days' notice of the date of PDIT.
Satisfactory inspection and verification, including TDP reviews (i.e. drawings, manuals, certifications, etc.), proper operation of the PHCD, and corrections of PDIT discrepancies are conditions for final acceptance by the
Government. All PDIT discrepancies must be resolved/corrected by the Contractor prior to delivery. Any unresolved discrepancies may result in acceptance and/or payment delays.
5 DELIVERY
5.1 Shipping
Each PHCD shall be packaged in its entirety to prevent damage during shipment in an open environment, protected from solar and precipitation exposure.
The Contractor shall contact the Government prior to shipping any deliverable to verify the point of contact.
5.3 Delivery Inspections
The Government will perform inspection and acceptance upon receipt at destination. The Contractor's "Delivery
Ticket" or "Bill of Lading" shall be used as confirmation of delivery and receipt by the Government. Inspection and acceptance is performed by Government agent.
Upon receipt, an inspection is performed and the Contractor is notified of any discrepancies in a Post-Delivery
Inspection Report (PDIR) typically within 20 work days (i.e., exclusive of weekends and Federal holidays) of receipt. Contractor is to document correction or plan of action for resolution of discrepancies in response to the
PDIR. Acceptance is dependent upon delivery, inspection, and Post-Delivery discrepancy resolution notification
(i.e., correction or acceptable plan of action).
