The following have been modified:

STATEMENT OF WORK

Naval Surface Warfare Center, Crane Division (NSWC Crane)

Code JXMT, BLDG 3287W

300 HWY 361

Crane, IN 47522-5001

Statement of Work for 40-48 Cells Battery Test System

1.0 SCOPE:

1.1 This statement of work (SOW) describes the requirements of

Regenerative Commercial Off-The-Shelf DC Battery Cycling test system that shall be one system with the capability to evaluate 40-48 cells/battery testing. The Battery Test System shall be used for continuous sourcing and loading up to 60 VDC at 4,500 amperes or power capability of 270kW. The Battery Test System shall be movable, being housed in cabinet structures that shall include casters, leveling feet, and crane eyelets. The total Battery Test

System shall be up to three cabinets stood side by side. The Battery

Test system is capable of constant current, constant voltage, constant power and constant resistance operational modes, and provide overvoltage, over current, over power and over temperature protection. The communications and control actions for the Battery

Test System are accomplished utilizing LabVIEW drivers over an

Ethernet interface. The Battery Test System will be installed in

Submarine Valve Regulated Lead Acid (SVRLA) Battery Test

Laboratory at NSWC Crane. The Battery Test System shall come with programmable safety and isolation features protecting the unit-under-test (UUT) from either user supplied limits or double isolating of the UUT from the Facility AC power should grid-related issues exist. These safety features are stored and activated within the system and may not rely on external software tools.

2.0 REQUIREMENTS:

2.1 The Battery Test System technical requirements are provided in the attached 40-48 Cells Battery Test System Specification.

2.2 BATTERY TEST SYSTEM CALIBRATION:

2.2.1 The Battery Test System shall include detailed system calibration procedures and an easily accessible calibration program. The

Battery Test System calibration shall be able to be performed by the user.

2.2.2 The Battery Test System calibration procedure shall be semi-automated and shall only require a calibrated multi meter, a calibrated current shunt, and an isolated voltage source.

2.2.3 For modular based proposed systems, It is acceptable for individual components to be calibrated one at a time

2.2.4 The Battery Test System shall be delivered calibrated or calibrated on site to NIST traceable standards with a calibration that is valid for a full year.

2.3 INSTALLATION:

2.3.1 The contractors shall be briefed to safety requirements and site requirements prior to start of work.

2.3.2 The Battery Test System connections to both power and cooling Air shall be available and installed.

2.3.3 NSWC Crane personnel will install the Battery Test System and connect required utilities.

2.3.4 The Battery Test System contractor shall ensure that the system is functioning properly after shipment and installation.

2.4 TRAINING:

2.4.1 A minimum of one full day of on-site class room training at NSWC

Crane, Indiana (B-3287) shall be provided by the contractor within

10 working days after the installation of the Battery Test system.

2.4.2 The Training shall include a minimum of three (3) vendor personnel.

The training material shall be provided for up to five (5) students.

2.4.3 The training shall cover all safety, operation, troubleshooting, and maintenance of the Battery Test System.

2.5 FINAL DELIVERY AND ACCEPTANCE:

2.5.1 A set of Operating manuals for each system shall be provided.

(CDRL A001)

2.5.2 The contractor shall provide documentation that proves system meets or exceeds all requirements in the 40-48 Battery Test System

Specification. (CDRL A002)

2.5.3 The contractor shall provide Battery Test System verification test results that prove compliance with required output voltage, current, power, and AC ripple voltage. (CDRL A003)

2.6 NOTES:

2.6.1 The supplier shall provide WITH ITS PROPOSAL technical

documentation such as commercial specifications and data sheets to verify that the software is able to meet the requirements in 2.2.
