SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
REVISED SUMMARY OF CHANGES
1. Question 1: Please confirm that the deadline for questions pursuant to this solicitation is 2 pm on July 19, 2017.
Response 1: CNIN-NOTICE-0001 in section B, note 5 requests any questions 7 days before the proposal due date.
Currently that would be 7/19/2017.
2. Question 2: Please confirm that the contract ceiling of $9,999,999 applies to a maximum of 44 first article units and a maximum of 1800 production units.
Response 2: Incorrect. 1,800 is the maximum ordering quantity per delivery order. The contract maximum is $9,999,999 and includes all CLINs. The quantities that can be procured will depend on the pricing.
3. Question 3: Please confirm that the baseline contract will be for a minimum of 600 production units, but if multiple contractors are used to fulfill the 600 unit order, the quantity for each contractor could be as low as 200 units.
Response 3: As stated in CNIN-NOTICE-0001 in section B, note 12, each contractor receiving an award will receive at least a contract minimum of 600 units of production unit CLINs 0002/1002. During any time that split awards are in place, each contractor shall have a share of at least 200 units of CLINs 0002/1002 combined of each order placed.
4. Question 4: A warranty is delineated on Page 13 of the solicitation (i.e., HQ D-1-0006). Has this warranty been required for past procurements of TR343 ceramic stack assemblies?
Response 4: Please see section C, HQ C-2-0024 EXTENSION OF COMMERCIAL WARRANTY. The premise of the question is not quite accurate since a warranty is not being “required” but, rather, the Government is requesting that the contractor extend to the Government any standard warranty that would ordinarily be proposed. If a specific type of warranty was required the terms and conditions of the warranty would be stated within the solicitation.
5. Question 5: Page 16 of the solicitation provides the delivery schedule. Why are the first article units due approximately 6 months after that first installment of production units? Further, per the language on pp.
28-29 of the solicitation, the government can take up to 180 days after the first articles are delivered to determine their acceptability. Depending on the ordering quantities, it is possible that all of the production units will be delivered to the government prior to the deadline for the government to deem the first articles acceptable. Is this requirement typical of past procurements of the TR343 ceramic stack assemblies?
Response 5: First articles are not due after production units. See item 16 below.
6. Question 6: Please confirm that this is an IDIQ / FFP contract…I do see this language on Page 52 of the solicitation, but wanted to double check given the content of the question that follows this question.
Response 6: Indefinite-Delivery, Indefinite-Quantity / Firm-Fixed-Price is correct.
7. Question 7: If the answer to the previous question is YES, then please confirm that the delivery schedule for the production units is 150 units after the first 150 days of the contract and a rate of 150 units per each month thereafter until all of the production units have all been delivered.
Response 7: See item 16 below.
8. Question 8: What is the difference between the Standard Warranty cited on Page 56 of the solicitation…HQ-C-2-0024 is cited on Page 56…and the warranty cited on Page 13…HQ D-1-0006 is cited on Page 13. Please forgive my ignorance, but what is different between HQ-C-2-0024 and HQ D-1-0006?
Response 8: HQ C-2-0024 in section C is the clause requesting that any standard warranty be extended to the Government. HQ D-1-0006 in section D deals with stamping/marking of warranted items that are delivered under any resultant contract that is awarded. The reference to the Standard Warranty on page 56 is asking that the terms and conditions be provided with the proposal for any Standard Warranty being proposed.
9. Question 9: Do the test requirements delineated in Section 3.6.2 of the Statement of Work apply to first article units and production units? If so, are there any additional test requirements for the first article other units than what’s listed in Section 3.6.2?
Response 9: The electrical tests delineated in Section 3.6.2 of the SOW apply to First Article and production units.
Every CSA is to undergo and pass these tests. There are also tests at the single ceramic ring level (see 77A102192) that the supplier will be required to perform.
10. Question 10: Can some clarification be provided as to what is required for CDRL A001, entitled “Product Baseline Index”?
Response 10: The Product Baseline Index as defined in SOW 3.2 are the contractor generated documents i.e.
Assembly Procedures, Test Procedures and Inspection Procedures.
11. Question 11: Can suppliers for the piezoelectric ceramic include those that are located within the USA and outside of the USA (i.e., Canada).
Response 11: All supplies must comply with all technical requirements and be in compliance with DFARS 252.225-7012 and 252.246-7008, both of which are incorporated by reference in section I of the solicitation.
12. Question 12: The drawings associated with the ceramic stack assemblies call out certain adhesives for bonding/assembly purposes. Some of the drawings for the ceramic stack assemblies date back to the 1980’s, therefore it may be possible that some of the adhesives cited in the drawings are not made any more. Is it acceptable for the contractor making the ceramic stack assemblies to substitute adhesives that are comparable with those in the drawings?
Response 12: Each will have to be considered individually and will depend on whether the technical requirements allow for substitutions. All adhesives except one are specification control/vendor item drawings, which allow for use of substitute material as long as the technical/performance requirements are met. One item, Corona Coating 7103220, is a Source Control item and as such requires prior approval for use of an alternate product.
13. Question 13: Please confirm that this solicitation concerns first article and production units that follow a “build-to-print” nomenclature as opposed to a “build-to-specification” nomenclature.
Response 13: The Statement of Work and all drawings have to be reviewed because there are performance requirements included. A technical drawing package is provided which detail to a build-to-print level; however performance requirements at the final assembly will be required to be met.
14. Question 14: Given the 1 month turn-around time between issuance of the solicitation (June 26) and proposal due date (July 26), is there any chance that the proposal due date be extended? Here it is noted that a pre-release solicitation was issued on May 24, but the drawing package was not available until the solicitation was issued a month later. It may take weeks to get all the quotes from suppliers and subcontractors, which would seriously encroach upon the proposal submission due date.
Response 14: Specific requests for extensions of the proposal due date will be considered on a case by case basis.
15. Question 15: CLIN 1002 indicates that ultimate use of the ceramic stack assemblies might be for foreign navy sonar systems. Assuming delivery of the ceramic stack assemblies is made to NSWC-Crane…and NSWC-Crane delivers them to the foreign navy, this arrangement wouldn’t constitute an export of the ceramic stack assemblies by the contractor, correct?
Response 15: Specific questions about the applicability of a specific clause given that any units ordered under CLIN 1002 will be shipped to NSWC Crane will be addressed if asked, but question 15 above seems too general to answer in a specific way.
16. Section F DELIVERY NOTE FOR ALL CLINS is changed to read as follows (changes underlined):
ADC stands for “After Date of Contract” but in the case of the Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract or contracts resulting from this solicitation, ADC will mean after date of delivery order. Delivery for CLINs 0001 and 1001 will be 365 days ADC. Delivery for CLINS 0002 and 1002 will be150 each in 150 days ADC at a rate of 150 each per month thereafter, with the exception of the first deliveries required under CLINs 0002 and 1002 in the event that first articles are required. If first articles are required the first deliveries required under CLINs 0002 and 1002 shall be 150 each in 150 days after final first article approval as defined in the First Article Approval—Government Testing Alternate I clause (FAR 52.209-4) at a rate of 150 each per month thereafter.
Delivery for CLIN 0003 is In Accordance with Contract Data Requirements Lists DD 1423s A001 through A006.
