AMENDMENT 0004
Vendor Question:
The painting of the car per section 3.10.4 of the spec does not clearly state if the car needs to be taken to bare metal or not. Can we assume that the current car be cleaned and repainted in its current condition and paint that is chipped to the bare steel be repainted per an approved paint procedure?
Government Response:
Section 3.10.4 ([RR4760]) of WC00015296 Rev “-” does not imply that the entire railcar needs to be stripped and repainted/recoated. All of the new equipment (HVAC LRU, Common Package, & 29500 Series Package) that is integrated into/onto the railcar shall have a suitable protective coating to protect it from deterioration when exposed to environmental conditions. If in the process of removing aged equipment from a railcar, existing railcar bare material becomes exposed (for example, a conduit support bracket is removed and there is no paint behind the bracket), the vendor shall apply a suitable protective coating on that exposed bare material. If in the process of integrating new equipment into the railcar, existing protective coatings become compromised (for example, heat from welding affects surrounding paint), the vendor shall apply a suitable protective coating around that compromised area.
Once we have the D5 cars in our possession can we take them off the rail spur and move them into our facilities?
Government Response:
Yes, when the Government delivers the railcar(s) to the vendor’s facility and when the vendor is approved to begin aged equipment removal activities, the vendor will be permitted to take the railcars off the rail, if necessary, to move the railcars into the vendor’s facility. The approach to take the railcars off the rail should be discussed in the vendor’s proposal and will be detailed/approved via CDRL A020 (Equipment Removal and Integration Plan). If “taking them off the rail spur” requires separating the trucks from the railcar body, the vendor will be responsible for ensuring the trucks and railcar body are reassembled correctly and that the railcar is suitable for reentry into the unrestricted interchange service.
The HVAC Environmental Chamber Testing that is required for the first article is only to simulate the lading space of the current D5 car. We will not have a full scale D5 car to utilize. We are to assume that we will need to construct a similar D5 car lading space for this test.
N00164-13-R-GP72
Government Response:
Early in the design phase, the vendor will perform thermal resistance tests and air leakage tests on the railcars that are available at ATK in Magna, UT. The purpose of these thermal resistance tests and air leakage tests is to characterize the insulating and sealing performance of the railcars. Using this collected test information, the vendor will perform analyses to identify the necessary heating, cooling, and dehumidification capacities that will satisfy the lading space air requirements given the natural environmental conditions. The vendor will then select and assemble appropriately sized HVAC and dehumidification components that will satisfy the required heating, cooling, and dehumidification capacities that were calculated by the vendor. Finally, before aged equipment can be removed from a railcar, the vendor must verify that the First Article HVAC LRU operates as designed. The vendor must perform a test that verifies that the HVAC LRU has the heating, cooling, and dehumidification capacities that meets or exceeds those required capacities that were previously calculated by the vendor. In the Statement of Work, the Government requires the following: “Test setup shall consist of a two compartment arrangement where the first compartment exposes the HVAC LRU to the extreme environmental conditions and the second compartment shall simulate the lading space of the First-Generation D5 Railcar.” The Government intentionally did not explicitly define how the vendor is to “simulate” the lading space of the First-Generation D5 Railcar (i.e. The Government did not want to overly constrain the vendor on this subject). The vendor may have an existing test setup where a separate HVAC system operates “against” the HVAC LRU to simulate the railcar. The vendor may have a test setup consisting of a full size mock-up of a railcar lading space having the same air leakage and thermal resistance as the railcars previously measured. The vendor may have a test setup consisting of volume smaller than the railcar lading space that has comparable air leakage and thermal resistance as the railcars measured. There are likely other acceptable methods of performing the test, but the end goal of the test is to prove to the Government that the HVAC LRU achieves the required heating, cooling, and dehumidification capacities that were previously calculated by the vendor.
