AMENDMENT 0001
27-28 August 2013 Site Visit Question and Answers
Q: After award, when will the successful contractor be able to see the railcars again? How soon after award will a railcar be provided to the successful contractor?
A: Per the Statement of Work, the successful contractor will be guaranteed access to the railcars that are available at ATK during the Design Phase for a maximum of ten days to take measurements, to perform air leakage tests, and to perform thermal resistance tests. The Government will accept additional Contractor requests to view railcars at ATK, but the cost of the additional travel shall be burdened by the Contractor and viewing dates/times will be scheduled at the discretion of the Government to prevent interruption to missions. The Government will deliver a First-Generation D5 Railcar to the Contractor’s facility no later than at the completion of the Physical Configuration Audit of the First Article HVAC LRU & Common Package. The Government will accept Contractor requests for earlier delivery of a railcar to the Contractor’s facility to reduce program risk, but early delivery may be denied by the Government as railcars may need to be available to support missions.
Q: If the leak test shows excessive leakage, will the Government make any modifications such as replacing gaskets?
A: The replacement of door gaskets/seals is outside the current scope of this contract. The Government is in the process of replacing aged/damaged door gaskets/seals.
Q: Will inside wall or ceiling panels need to be taken down for installation of new equipment? What if this interferes with the Lockheed Martin support equipment?
A: Modifications to Lockheed Martin support equipment shall be prohibited. Temporary removal and re-installation of Lockheed Martin support equipment should be avoided, but may be permitted with Government approval. Wall and ceiling panels may be removed and reinstalled/replaced with Government approval, but the Government does not envision this being necessary to meet design requirements.
Q: Are all of the fuel tank covers mounted the same?
A: The existing fuel tanks covers are secured to the railcars by different methods across the railcar fleet; some are spot welded on, some are stitch welded on, and others are screwed on. Regardless, all existing fuel tank covers must be removed and a new fuel tank covers must be installed.
Q: Who was the original developer of the current HVAC system?
A: The existing HVAC System has a nameplate indicating that Ellis & Watts was the developer. Note: A government entity, Space and Naval Warfare Systems Command (SPAWAR) in San Diego, CA, replaced the Ellis & Watts original controller with an electronics package that was capable of communicating remotely with Navy personnel.
Q: Does the successful contractor have to install spark arrestors on the generators?
A: The Contractor does not need to replace the spark arrestors on the existing generator sets. The Contractor shall not modify any portion of the existing generator sets.
Q: Does the fuel tank need to be replaced?
A: Replacing the fuel tank is outside the current scope of this contract. Inspecting the condition of the existing fuel tank is within the current scope of this contract. If the inspection indicates the fuel tank is in an unsatisfactory condition, the Government will consider performing a contract modification to have the fuel tank replaced. For proposal purposes, the Contractor should plan on replacing all fuel tank accessories and reusing the existing fuel tank.
Q: What type of maintenance is provided by the railroad?
A: Refreshing equipment that is maintained by the railroad, such as wheels, axles, bearings, brake equipment, trucks, and couplers, is outside the scope of this contract. The horizontal end-platform handhold on the B-End of the railcar is the only feature that will be affected by this refresh that may concern the railroads and the Federal Railroad Administration.
Q: Can we better define the location of the sensor wiring? Some of them seem to have been wired differently?
A: Conduit runs to the lading space environmental sensors, for example, are routed through the railcar differently throughout the railcar fleet. The requirements are written such that the Contractor is permitted to (1) reuse existing conduit, (2) remove existing conduit and replace with new conduit, or (3) do not use current conduit and install new conduit in alternate locations. Documentation of existing conduit runs does not exist.
Q: Does the wiring conduit inside the car walls have to be used?
A: The requirements are written such that the Contractor is permitted to (1) reuse existing conduit, (2) remove existing conduit and replace with new conduit, or (3) do not use current conduit and install new conduit in alternate locations.
Q: Does the existing duct work need to be replaced?
A: The Contractor shall replace the ductwork within the equipment chamber and the lading space. The Government does not require the use of existing ductwork as we did not want to overly constrain the Contractor with ducting that may not be properly sized for the HVAC System that the Contractor develops.
Q: Will contractors be able to use the “door” developed during the Government’s air leakage testing?
A: The Government performed air leakage tests on the existing fleet of railcars in 2012. The Government developed a sealing door to support these tests, as shown in the photographs below:
The Contractor is not required to use this sealing door, but the Government will permit the Contractor to use this sealing door to perform air leakage tests.
Q: What type of interior paint is required?
A: A specific brand/type of interior paint is not required. A paint color (FED-STD-595 Color Number 27875) is required. The interior paint selected though must meet the performance requirements defined in the system requirements document (i.e. natural environment requirements) and the contractor must justify via an analysis report that the selected paint will meet those requirements.
Q: What program is used for the Solid State Controller & Refresh Tracking Module?
A: There is no requirement to use any certain programming language, except that it needs to be in commercially available programming environment. The Refresh Tracking Module will communicate with the HVAC LRU controller via an RS-232 interface. For informational purposes only, the Refresh Tracking Module is programmed in C within a Linux Environment with Digi IDE. For informational purposes only, the existing Solid State Controller (which will no longer be used) is programmed partially in Dynamic C within a Z-World Environment and partially in C within a Linux Environment with Digi IDE.
Q: Can a contractor submit multiple proposals?
A: In accordance with provision CNIN-L-0001 Alternate Proposals, alternate proposals are acceptable. Alternate proposals must be separate and complete.
Q: What are the specifications of the current HVAC?
A: Below is an excerpt from Drawing 640501 which is a Specification Control Drawing for the existing HVAC System:
Note: The current system has satisfied the heating and cooling requirements, but the current system often fails to satisfy the <50% relative humidity requirement.
Q: Do we have a design of the current HVAC?
A: Detailed drawings of the design of the existing HVAC system are not managed/owned by the Government.
Q: Do you have a list of Railroad vendors?
A: A PDF copy of the Q3 2012 M-1003 Certified Registry from the American Association of Railroads (AAR) website is attached. The statement of work does not require the work to be performed by a certified shop.
We recommend investigating companies with product codes/category titles:
- B25 (Freight Car Repair Facility Engaged in Repairs Involving Over 85 Hours Labor and/or Wreck Damage)
- B26 (Freight Car Repair Facility Performing Office Manual Rule 88 Repairs/Modifications) (Note - there is considerable overlap in these two categories)
