PURCHASE DESCRIPTION
INDICATOR, DEW/FROST POINT, 80-5,000 PSIG
SCAT 4174
Solicitation No: N00104-14-R-DD58
1.0 GENERAL This procurement requires a portable dew point indicator to measure the moisture content of low- and high-pressure compressed air and gas.
Order of Precedence: In the event of a conflict between the MIL-M-24144 and MIL- PRF- 28800, the latter shall take precedence. Nothing in this or cited specifications, however, shall supersede applicable laws and regulations unless a specific exemption has been obtained.
2.0 CLASSIFICATION The equipment shall meet the Class 3 performance requirements of MIL-PRF-28800 for Navy Shipboard, submarine, and Shore applications with the following exception and additions:
The operating temperature range is limited to 5 to 50 °C.
The maintainability requirement is invoked.
The altitude requirement is waived.
3.0 OPERATIONAL REQUIREMENTS As a new SCAT (4174) consolidating the requirements of the former low- and high-pressure dew point indicator, the equipment shall be capable of measuring and indicating the dew point of compressed air and gases (referred to as frost point below 0 °C) for both low- and high-pressure dew point indicator requirements. There is no restriction on the equipment’s internal measurement methodology, as long as all requirements are met.
3.1 Dew/Frost Point
3.1.1 Measurement Range: -65 °C to 10 °C
3.1.2 Accuracy of Indication ±2.8 °C
3.1.3 Digital Display: 3 digits
3.1.4 Resolution: 0.1 degree
3.1.5 Units of Measurement: °C and °F
3.2 Pressure
3.2.1 Sample Range: 80 to 5,000 psig
3.2.2 Digital Display: 4 digits
3.2.3 Resolution: 1 psig
3.2.4 Units of Measurement: psig
3.3 Pressure Relief Device A device to relieve excessive test pressures shall be incorporated into the design. The device shall open above 5000 psig and below 5500 psig and be configured to vent away from the operator. After the device opens and the test pressure drops to 5000 psig or below the device shall close and the equipment shall function normally.
3.4 Filter Requirement Particulate matter, such as degraded desiccant, scale, or rust can damage the measurement sensors. As particulate matter is likely to be present in the sample gas, an in-line filter shall be included with the equipment. The filter shall be a ≤5 micron sinter mesh filter for chilled-mirror type instruments, ≤50 micron for capacitive- element hygrometers, or equivalent, for the gas inlet port, and shall be configured to be removed and cleaned or replaced by the end-user.
3.5 Reactive Agent Susceptibility The equipment shall be comprised such that all components that are wetted by test gases shall not be adversely impacted by the presence of ammonia compounds – routinely found in breathing air on board submarines – for at least the duration of one full calibration interval.
3.6 Test Air Flow Control If not integrated into its design, the equipment shall be provided with metering valves which can be directly attached to the equipment’s input and output ports, enabling control over test air flow into and out of the equipment. The valves shall be rated to the full sample pressure, predominantly constructed from stainless steel, and have a flow coefficient factor of .010 (Hoke Model 1335XXX or equivalent).
3.7 Welding Any piping, tubing or structural welds shall be in accordance with NAVSEA
Technical Publication S9074-AR-GIB-010-278.
4.0 GENERAL REQUIREMENTS
The equipment shall meet the requirements of MIL-M-24144 including amplifications or exceptions below:
4.1 Operating Temperature 5°C to 50°C.
4.2 Power Source The equipment shall be operational with an internal DC battery.
4.2.1 Internal DC battery: Internal rechargeable batteries shall be provided for portable operation. The battery’s minimum operating time shall be at least 8 hours following a maximum recharge time of 8 hours. A charger that accepts 110/220 + 10% Volt at 50/60 Hz single phase shall be provided for each unit.
4.2.2 Battery Life Indicator: A indication of current battery capacity shall be incorporated into the display.
4.3 Battery Restrictions Per MIL-PRF-28800, lithium and mercury batteries are prohibited without prior authorization. A request for approval for the use of lithium and mercury batteries shall be submitted to the procuring activity at the time of submission of proposals. Approval shall apply only to the specific model proposed.
Exception: Per Naval Ordnance Safety and Security Activity (NOSSA), the use of Lithium primary (non-rechargeable) coin cell batteries meeting the following criteria is authorized for Navy personnel and on Navy activities, including surface ships, submarines, and aircraft:
a) Commercially available coin cell batteries, unmodified, and used in the device recommended by the application manufacturer.
b) Coin cell batteries shall only be used in single cell configurations.
c) Coin cell batteries shall not be rated at greater than 1 Ampere-Hour nameplate capacity.
The coin cell manufacturer and model identification/part number shall be provided at the time of submission of proposals.
4.4 Weight 11 kg (24 lb.) maximum, including accessories.
4.5 Dimensions Instrument with integrated transit case (if provided, see paragraph 4.6 and
4.7): smaller than 10” wide x 10” deep x 12” high. Transit Case for instrument without an integrated transit case (if required, see paragraph 4.6 and 4.7): smaller than 19” wide x 15” deep x 8” high. Any deviation will require NAVSEA 04 METCAL TWH waiver.
4.6 Enclosure The equipment enclosure shall conform to the requirements of MIL-PRF-
28800 with the exception of the electrical power connection location requirement of
3.6.4.8 which is waived. All requirements in MIL-M-24144 that specify a single system enclosure shall be waived. A configuration that has a separate indicating device and sampling system is acceptable.
4.6.1 Handles: Equipment that is configured as one unit in a single enclosure shall incorporate a carrying handle. Equipment configured as a separate indicating device and sampling system shall incorporate carrying handles on both units.
4.7 Transit Case If the equipment is provided within an enclosure capable of housing all provided accessories, a secondary transit case is not required. If the instrument enclosure does not provide accommodations for the provided accessories, then a transit case shall be provided to house the instrument, hard-copy operating instructions, power cord/adapter, and all provided accessories.
4.8 Qualification Inspection Requirements Exception All dew point monitor qualification test requirements specified in MIL-M-24144 subsection 4.3 shall be imposed except for magnetic silencing requirement.
4.9 Digital Interface RS-488 (9-pin serial data) and/or USB v2.0 (slave) connectors shall be provided. Bluetooth and/or Wi-Fi technology shall be disabled.
4.10 Printer Port Printer connectivity, if incorporated, may be accommodated through the
USB port.
4.11 Accessories The equipment will be provided with at least one armored sampling hose assembly capable of withstanding all operating pressures, of no less than six feet in length. One end will be terminated in a connector designed to mate with the TEST AIR INTAKE port of the instrument, and the other end will be terminated as listed in MIL-M- 24144 in high- and low-pressure end fittings (subsection 3.7 pertains with the following exception: the 1/4” plain female Snap-tite® coupler is unnecessary). Adapter(s) may be used to accomplish mating to high- and low-pressure fittings in lieu of multiple sampling hose assemblies. The hose shall incorporate tethered end caps at each end.
4.12 Technical Manual The maintenance philosophy for this unit shall be up to level 2 only
(per MIL-PRF-28800) and shall require maintenance fault isolation to the module level of the unit. The technical manual shall provide necessary guidance to perform level 2 maintenance. A Use and Installation manual (Operator’s Manual, level 1) shall be provided separately.
