MARKET SURVEY
TAGOS 10-01

Operation & Maintenance of five T-AGOS Ocean Surveillance vessels, and two T-AGM Range Instrumentation vessels
THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES.
MSC REQUESTS INFORMATION PERTAINING TO THE POTENTIAL AWARD FOR OPERATION AND MAINTENANCE OF THE FOLLOWING FIVE GOVERNMENT-OWNED, T-AGOS VESSELS: USNS VICTORIOUS, USNS IMPECCABLE, USNS ABLE, USNS EFFECTIVE, AND USNS LOYAL; AND FOLLOWING TWO GOVERNMENT-OWNED, T-AGM VESSELS: USNS OBSERVATION ISLAND and USNS INVINCIBLE SPECIFICS ARE AS FOLLOWS:
1. LOCATION:
Worldwide.
2. MISSION: Contractor shall operate and maintain all T-AGOS/T-AGM vessels to MSC standards of material readiness and appearance, and ensure the vessels are mission-ready at all times. The Contractor shall provide personnel, operational and technical support ashore and afloat, equipment, tools, provisions, and supplies necessary to operate and maintain the Ocean Surveillance (T-AGOS) and Range Instrumentation (T-AGM) fleet of United States Naval Ships (USNS). These ships are public vessels of the United States Government under the operational and administrative control of the Commander, Military Sealift Command (COMSC). The ships are operated for Commander, Undersea Surveillance (T-AGOS) and the U.S. Air Force (T-AGM). The T-AGOS mission provides an ocean surveillance platform for the Surveillance Towed Array Sensor System (SURTASS) in support of the Navy’s ability to detect, monitor and track global submarine movements. The T-AGM mission supports the United States Air Force and is twofold; one mission provides a platform for a dual-band radar (DBR) system and the other mission provides a platform for a phased array and parabolic dish radar system. 3. CONTRACT STYLE: Firm-Fixed Price with reimbursable elements. Reimbursable elements include port charges, industrial assistance, non-watch overtime, costs associated with Vessel Repair Availabilities/Regular Overhauls, and Government directed alterations/work (standard PM2 operating contract style).
PERIOD: The period of performance will commence 1 APRIL 2011, and consist of a SIX MONTHS firm period with four one-year options ending 30 September 2015.
4. Interested parties shall furnish the following minimum information:
a) Name of company;
b) POC, Telephone Number, Fax Number, Address, and e-mail address;
c) Brief summary of company history relative to similar requirements;
d) Estimated daily, annual, or other term cost/price to provide said service from 2011-2015 (Table A below);
e) Estimated daily, annual, or other term cost/price to provide said service for firm SIX MONTH period and FOUR one-year option periods (Table B below);
f) Small business standing (i.e., small or large business; HubZone status);
g) Contractors should consider how to enhance small business participation (joint ventures or mentor/protégé relationships) and should provide a description of how this may be accomplished;
h) Alternative lengths in the anticipated period of performance minimizing overall contract cost/price;
i) Any pertinent questions/concerns.
j) Please identify potential ways to reduce the overall per diem price by slight adjustments to standard operating procedures, or slight changes in operation and maintenance policies.
5. The COI for the T-AGOS/T-AGM fleet is provided as Attachments 1 through 7.
