SECTION 1

DEFINITIONS AND ACRONYMS

1.0 TECHNICAL DEFINITIONS AND ACRONYMS APPLICABLE TO THIS SOLICITATION

ABS - American Bureau of Shipping.

ACO - Administrative Contracting Officer. Representative of the Government authorized to administer contracts.

ACP – U.S.C.G. Alternative Compliance Program.

ACTUAL COST - This is the cost of goods or services paid by the government as a reimbursable. This is a direct cost and does not include any overhead, general and administrative costs, profit or any other extra cost beyond the direct cost of the goods or services.

ADMINCON - Administrative Control.

AED – Automated External Defibrillator.

AEL – Allowance Equipage List.

AFFF – Aqueous Film Forming Foam.

AFN - Armed Forces Network.

AIS – Automated Identification System.

Alcohol/Drug/Substance Abuse – the use of a substance to an extent it has an adverse effect on the user’s health or behavior, family, community, or the Navy, hinders performance or leads to unacceptable behavior as evidenced by an alcohol/drug related incident(s) or has a residual effect during working hours.

ALMSC – message addressed to all MSC commands, activities, units and elements.

ALMSC FOXTROT – message addressed to MSC ships and selected MSC shore addresses.

ALNAV – All Navy. It’s a naval message issued by the Chief of Naval Operations (CNO) sent to all Navy activities.

Alterations – planned changes to the configuration, location, type, or number of pieces of equipment or systems; changes in the arrangement and outfitting of the ship’s structure. All alterations will be authorized by a task order issued by the Contracting Officer.

AMALS - Authorized Medical Allowance Lists - the minimum amount of medical consumable supplies and medical equipment required to support a particular part of the medical department (hospital, first aid boxes, antidote locker, etc).

AOR – Area of Responsibility.

APL - Allowance Part List.

APMC – Afloat Personnel Management Center.

APP – Agency Peculiar Property; also, Allied Procedures Publication.

AT/FP – Anti-terrorism/Force Protection.

ATO – Anti-Terrorism Officer (formerly called Force Protection Officer, FPO).

Availability - An availability is a period of time assigned a ship for industrial assistance in the uninterrupted accomplishment of inspections, maintenance, repairs, alterations, or dry-docking. Types of availabilities include: major overhauls, regular overhauls, dry-docking availability, voyage repair availability, and emergency repair availability.

BEST COMMUNICATIONS SYSTEM – An already installed communications system for handling UNCLASSIFIED e-mail, telephone calls, SIPRNET, and NIPRNET.

Bidders’ Survey – An opportunity for shipyards to board the vessel and review the approved work package.

BUMED – Bureau of Medicine and Surgery.

CAGE – Contractor and Government Entity.

CAM – Contractor Acquired Material.

CAP - Contractor Acquired Property - Property acquired or otherwise provided by the Contractor for performing a contract and to which the Government has title.

CASCAN – Casualty Cancelled Report (refer to COMSCINST 3121.9 Series).

CASCOR – Casualty Correction Report (refer to COMSCINST 3121.9 Series).

CASREP – Casualty Report (refer to COMSCINST 3121.9 Series).

Cash Sale – Payment made within 30 days.

CBR-D – Chemical, Biological and Radiological Defense.

CDR – Contract Discrepancy Report.

CDRL – Contract Data Requirements List.

CBRNE – Chemical, Biological, Radiological, Nuclear and Explosives.

CFFC – Commander, Fleet Forces Command (dual-hatted: also COMUSJFCOM).

CFM - Contractor-Furnished Materials.

CFR - Code of Federal Regulations.

CHOP – Change of Operational Commander.

CMS - Communications Security Material System.

CNO – Chief of Naval Operations.

CNO-ISA – CNO Individual Ship Assessment.

CNO-IVA – CNO Integrated Vulnerability Assessment.

COI - Certificate of Inspection.

Consumable Supplies - Items used in the normal course of business and considered expendable, even though some are routinely used for extended periods. Examples include, but are not limited to linens, tableware, paper products, office supplies, cleaning gear, plumbing supplies, gasket material (cork sheets), nuts, bolts, screws, small line, batteries (AA, AAA, C, D, 9V, etc), shackles, etc. (See TTM-15.2)

Contracting Officer (KO) - The only representative of the Government who is authorized to execute, modify, enforce contracts, and obligate government funds.

Controlled Document - Those documents essential to the functioning of the quality system. Control assures these documents are maintained in a current condition.

Controlled Substance – Those substances listed in Schedules I-V established by the Comprehensive Drug Abuse Prevention and Control Act of 1970, 21 USC S 812, and as updated under the provisions of the act. Substances listed include, but are not limited to cannabis (marijuana/hashish), narcotics, hallucinogens/psychedelics and specific depressants and stimulants.

CONUS - Continental United States (Contiguous 48 states).

Corrective Action - An action taken to eliminate the causes of a non-conformity in order to prevent recurrence.

Corrective Maintenance – Unscheduled work on structures, equipment, systems, subsystems, and components required to correct operating deficiencies and to preclude a breakdown by servicing, adjusting, and replacing parts and expendable items as found necessary as a result of preventive maintenance, operational observation, or routine inspection.

COR - Contracting Officer's Representative. A person authorized by and responsible to the Contracting Officer as specified in writing.

CSO – Company Security Officer

CUS – Commander, Undersea Surveillance.

DBR – Dual-Band Radar.

DC – Damage Control.

DESC - Defense Energy Supply Center.

Designated Maritime Physician – Hospitals, clinics, or physician’s offices, jointly approved by Contractor/union/COMSC, providing primary care, second opinions, or hospitalization for emergency medical care.

DFARS – Defense Federal Acquisition Regulation Supplement.

DFM – Diesel Fuel Marine, as defined under Section 5.

DLR – Depot-Level Repairable.

DMP – Durable Movable Property. Tangible property, other than real property or tangible intellectual property, that is transportable and visible. (formerly known as loose equipment).

DOD – Department of Defense.

DOC – Document of Compliance.

Dry-docking Availability – Scheduled period of time for which vessel dry-docking and associated surveys, inspections, preservation, and underwater body repair work is accomplished. This availability will generally be conducted in conjunction with a major or regular overhaul and as required to meet USCG and ABS requirements.

Disposition - The action taken to deal with an existing nonconformity in order to resolve the nonconformity.

DSS – Defense Security Service.

DTG – Date-Time Group. It’s a unique number assigned to each naval message which facilitates making reference to that message.

EEBD – Emergency Escape Breathing Device.

EMCON – Emissions Control. When operating in EMCON, electromagnetic transmissions from the ship are secured including all radio (e.g., HF, UHF, VHF and INMARSAT) transmissions and depth sounder transmissions.

Emergency Repairs - Unexpected and unscheduled repairs required to maintain the integrity of the ship's hull, machinery and systems; to insure the safety of the crew; and to provide for the effective performance of the ship's mission.

EOM – Engineering Operating Manual.

EMI – Electromagnetic Interference.

EPIRB – Emergency Position Indicating Radio Beacon.

Equipment - Refers to any functional unit of hull, mechanical, electrical, ordnance, or electronic-type material which is operated singly or as a component of a system or subsystem and which is identified by a Component Identification Number (CID), Numerical Control Number (NCC), Allowance Parts List (APL), or similar designation.

Facility - Physical platform from which a service is performed. Included are the ship and all installed equipment.

FAR - Federal Acquisition Regulation.

FFD - Fit for Duty.

FISC – Fleet Industrial Supply Center.

FLEET COMMANDERS ‑ Commander U.S. Pacific Fleet, Commander U.S. Atlantic Fleet, Commander U.S. Central Fleet or their designated subordinate Commander.

FLR – Field-Level Repairable.

FSM – Food Service Management. MSC’s software system used to plan cycle menus, maintain subsistence inventories and order subsistence.

FP – Force Protection.

FPP – Force Protection Plan (usually referred to as the ISP, Inport Security Plan).

FOS - Full Operating Status. Ship fully manned and provisioned, all required equipment operational, and ship prepared in all respects to perform its mission.

Furnishings (Shipboard) – Shipboard furnishings include all moveable furniture in mess, work and habitability areas, including chairs, stools, wastebaskets, clocks (plastic/inexpensive), couches, etc.

Furniture – Items identified as, but not limited to, desks, chairs, tables, lamps, file cabinets, and wardrobes. These items are not considered installed equipment regardless of whether or not they are attached to the ship.

GFE - Government Furnished Equipment.

GFP – Government Furnished Property. Property in the possession of, or directly acquired by the Government and subsequently made available to the contractor. Also, property acquired by the Contractor at government expense and designated as GFP.

GFM – Government Furnished Material.

GLAS – Government Lube-oil Analysis System.

GMDSS - Global Maritime Distress and Safety System - A largely automated system that requires ships to carry a range of equipment capable of simple operation.

HAZMAT - Hazardous Material.

HVAC - Heating, Ventilation and Air Conditioning.

HOIS - Hostile Intelligence Services.

HUMEVAC - Humanitarian Evacuation.

Husbanding Services - Services generally provided by a steamship agent rendered for the convenience of the ship or her Master, Officers or crew, or in connection with the ship's business. These include: arrange for delivery of food, stores and supplies, arrangement of mail delivery and posting, repatriation of crew members and crew replacement, supply of currency, medical treatment of crew members, and any other crew related expenses.

HVAC - Heating, Ventilation and Air Conditioning.

IA – Industrial assistance. All maintenance and repair work performed by an independent subcontractor on behalf of the Contractor.

IAW – In Accordance With.

IDC - Independent Duty Corpsman.

ILS – Integrated Logistics Support.

IMO - International Maritime Organization.

INCSEA - Incidents at Sea Agreement. It’s a bilateral U.S./Russian Agreement for use of special signals at sea.

INMARSAT - International Maritime Satellite.

Installed Equipment - All items except shipboard furnishings, recreation and gym equipment permanently or semi-permanently attached to the ship by welds, bolts, or similar methods of attachment. This equipment includes pumps, engines, winches, kingposts, booms, antennae, etc. This category of material is generally treated in the same manner as the ship’s hull, so the terms “ship and installed equipment” and simply “ship” are generally synonymous.

INSURV - U.S. Naval Board of Inspection and Survey.

Inventory - Refers to the quantity of stocks on hand for which records are maintained or to the function whereby the material on hand is physically inspected and counted, and stock records reconciled accordingly.

IOL – Initial Outfitting List.

IOSC – IUSS Operations Support Office.

ISP – Inport Security Plan, or Information Security Program.

ISPS - International Code for the Security of Ships and of Port Facilities (ISPS Code) ISSC – International Ship Security Certificate

JINTACCS - Joint Interoperability of Tactical Command and Control System.

JTR – DOD Joint Travel Regulation.

LAN - Local Area Network.

LOGREQ - Logistics Requirements Message. The message specifies port services required and other logistic requirements, such as fresh fruits and vegetables, vehicles, telephones, medical appointments, etc.

Major Overhaul - An availability used to accomplish an unusually extensive alteration or accumulation of alterations necessitating a longer than standard availability. May also include maintenance and repair and/or dry-docking.

MAREP - Message generated by maritime surface forces to report on surface, subsurface, air or special interests units operating in Maritime environment.

Material – Property may be incorporated into or attached to a deliverable end-item or may be consumed or expended in performing a contract. It includes assemblies, components, parts, raw and processed materials, and small tools and supplies may be consumed in normal use in performing a contract.

MDR – Medical Department Representative.

MEDEVAC - Medical Evacuation.

MGO – Marine Gas Oil.

MILDET – Military Detachment.

MILSTRIP – Military Standard Requisitioning and Issue Procedures.

Minor Repair – Labor for unscheduled work of a nature considered to be within the capability of ship's force.

MOA - Memorandum of Agreement (Between COMSC and COMNAVMETOCCOM).

MOC – Missions Operation Center (aboard T-AGM vessels).

MOO – Mission Operations Officer (USAF Officer aboard T-AGM vessels).

M&R - Maintenance and Repair.

MRA - Mission Readiness Availability. A period of time (approximately 10-15 days), which normally starts the 90‑day mission cycle, for technical personnel to accomplish necessary work to Sponsor equipment. The period of time is also utilized by MSC or his Contractor to conduct repairs.

MRE - Material Readiness Evaluation, or Meals Ready to Eat.

MRR ‑ Mission Readiness Review. Conducted on SURTASS T-AGOS during the last five days of the MRA..

MSC - Military Sealift Command.

MSC Area Command - COMSCEUR, COMSCFE, COMSCLANT, COMSCPAC, COMSCCENT.

MSC SMS OFFICE – Military Sealift Command Special Mission Support Office (PM23).

MSD – Marine Sanitation Device.

MTSA – Maritime Transportation Security Act NAC – National Agency Check.

Narcotics – Any opiates or opiate derivatives, including their synthetic equivalents. Included as opiates are morphine, codeine, heroin, Methadone, Talwin, Percodan, Darvon, etc.

NAVSEA – Naval Sea Systems Command (T-AGOS sponsor is PMS-485).

NCIS - Naval Criminal Investigative Service.

NEURS - Navy Energy Usage Report System.

NICN - Navy Item Control Number.

NIIP – Navy Instructional Input Program. A Government provided software program used to assist one in generating Lessons Learned, Summary Reports, and Port visit reports (PVR).

NIMA – National Imaging and Mapping Agency.

NISPOM – National Industrial Security Program Operating Manual.

NGA – National Geospatial Intelligence Agency (formerly NIMA)

NLT – No Later Than.

NOAP - Navy Oil Analysis Program.

NOPF – Naval Ocean Processing Facility. There is one located in Dam Neck, VA and another in Whidbey Island, WA.

NSN – National Stock Number.

NTP - Naval Telecommunications Publication.

NTTP – Navy Tactics, Techniques and Procedures publication.

NWP - Naval Warfare Publication.

OBIS – USNS Observation Island (T-AGM 23).

ODS – Ozone Depleting Substances.

O&M - Operations and Maintenance.

OIC – Officer-in-Charge (usually made in reference to a military detachment).

OPA 90 – Oil Pollution Act of 1990.

OPCON - Operational Control by Military Authority.

Operation - Operation includes the daily or other periodic starting, stopping, navigating, adjusting, inspecting, lubricating, etc., of the mechanical, electrical and auxiliary systems and equipment; watch standing and conducting rounds to maintain ship's status.

OPNAVINST - Chief of Naval Operations Instruction.

OPORD - Operation Order.

OPSEC – Operational Security.

OTSR - Optimum Track Ship Routing.

Overhaul – An availability used to accomplish an unusually extensive alteration or accumulation of alterations necessitating a longer than standard availability. May also include maintenance and repair and/or dry-docking.

PA – Property Administrator. An authorized representative of the Contracting Officer assigned in writing to administer contract requirements and obligations relating to government property.

PCO – Procuring Contracting Officer.

PENG – Port Engineer software program. An all-encompassing software program used to manage all types of maintenance availabilities.

PHS 731- International Certificates of Vaccination.

Physical Condition - The physical condition of an equipment item that considers cracks, chips, dents, abrasions, rust, corrosion, and general cleanliness and overall operating condition.

Physical security - Security concerned with the physical measures designed to safeguard personnel, prevent unauthorized access and protect against espionage, sabotage, damage, and theft.

P&I - Protection and Indemnity.

PMS – Planned Maintenance System. Those inspections, servicing procedures and tests accomplished on a piece of equipment to prevent it from failing.

POA&M- Plan of Action and Milestones.

PPTS – Personal Computer (PC)-to Personal Computer (PC) Transfer System.

Preventive Maintenance (PM) - Routinely scheduled work on structures, items of equipment, systems, subsystems and components required to provide continuing operation, to preclude unnecessary breakdowns, and to prolong the life of equipment by operating, inspecting, servicing, topping up, adjusting, cleaning, coating or replacing of expendable items.

Property - Refers to the items that require management control afloat due to any one or a combination of high unit cost, vulnerability to pilferage, and/or are essential to the ship's mission. Equipage does not encompass installed mechanical, electrical, ordnance, or electronic equipment, components, or systems. Equipage items generally are identifiable to end use applications aboard ships to the extent that an allowed quantity of the item can be and is determined on an individual basis.

Property Administration - The process by which the Government determines the Contractor's degree of compliance with his own procedural and contractual property provisions.

Property Control System – The written system identifying a contractor’s internal management program encompassing the protection, preservation, accountability, and control of property from its acquisition through disposition.

Provisions – Provisions include the food item itself and its packaging, but does not include anything used in preparation of food that is not itself consumed, such as coffee filters, paper plates, wax paper.

PWS – Performance Work Statement. The description of services to be provided by the Contractor under contract.

QAI – Quality Assurance Inspection.

QMED - Qualified Member of Engine Department.

Qualified Personnel - A person(s) who has successfully completed the required education, training and experience, and who possess current, valid licenses, certificates, endorsements, records, clearances (if required for the billet/rating), or other verification of their ability to perform the task to which they have been assigned.

Quality Assurance (QA) - Those actions by the Government to check goods or services to determine they meet the requirements of the Performance Work Statement (PWS).

Quality Control - Those actions taken by a Contractor to control the production of goods or services so they can meet the requirements of PWS.

Quality Document - Includes controlled documents and documents providing evidence of the effective operation of the quality system.

Quality Partnerships - Long-term customer-supplier relationships established with a commitment from the supplier to provide quality services or products to the customer. This relationship is usually cemented with a letter outlining the commitment of the supplier to supply quality services or products.

Quality System - It is the organizational structure, responsibilities, procedures and resources which together are needed in order to provide quality management.

RAS – Refueling At Sea.

Ration - Three full meals consisting of breakfast, lunch and supper, served to one person. A ration is equal to some stated dollar amount and is used to control and account for the cost of provisions.

RAV - Repair Availability Status. Period of time when a ship is undergoing scheduled inspections, overhauls or alterations.

RDD – Required Delivery Date.

Regular Overhaul - Period of time during which general maintenance, repairs, preservation, alterations, inspections and surveys are accomplished as necessary to maintain the ship in a high state of readiness, to comply with the vessel standards of appearance, and to insure the safe and effective operation of the ship and its systems. This availability is generally conducted in conjunction with the USCG inspection for certification, ABS surveys, dry-docking, and other inspections as applicable.

Repair – Those actions or procedures undertaken to correct minor or major damage to machinery, equipment, systems, subsystems, or structure. Repairs are unplanned and are generally the result of component failure, catastrophic failure or an outside event (e.g. grounding, fire, and collision).

Repairable – An unserviceable item that can be reconditioned or economically repaired for reuse.

Repair Parts - Refers to any item including modules and consumable-type materials, which has an equipment application and appears in an APL listed in SHIPCLIP, Integrated Stock List (ISL), Naval Sea Systems Command drawings, or a manufacturer's handbook and is in configuration as listed in SHIPCLIP. SHIPCLIP lists repair parts and equipment-related consumables normally stocked by the supply department.

Repatriation, Medical - The removal of a person from an assigned position aboard ship (crewed to the ship) due to an inability to perform, for medical reasons, the requirements of his/her position, and the ultimate return of that person to the primary base of operations (home port) for medical care, consultation, convalescence, or reassignment.

ROS - Reduced Operating Status as specified in Section F.

SAILORD - Sailing Order (Ship Movement Directive).

SALTS – Streamlined Automated Logistics Transmission System.

SAMM - Shipboard Automated Maintenance Management.

SAMS – Snap Automated Medical Systems. A software program used by the ship’s Medical Department Representative (MDR) to assist in administration of the Medical Department. Among other things, the program keeps track of all shipboard medical allowances and drug expirations.

SCA – Service Contract Act. All work done within the territorial waters of the United States is subject to the Service Contract Act.

SCIF – Special Compartmented Information Facility.

SECAS – Ship’s Equipment Configuration Accounting System.

SECNAVINST - Secretary of Navy Instruction.

Sensitive Property (SP) – Items for which there is a reasonable need for extraordinary security, accountability and control regardless of value. Many items in this category were formerly under the Controlled Equipage category which has been eliminated.

SEPCOR – Separate Correspondence.

SHIPCLIP - Shipboard Configuration and Logistics Information Program; the shipboard automated software system used to maintain the ship’s COSAL which is a record of each ship's fixed and portable hull, mechanical, and ordinance (small arms) equipment. It establishes allowance levels to be carried on board for the operation, maintenance and repair of the ship's installed equipment and components.

Ship’s Force – Contractor personnel assigned to the vessel to operate and maintain the vessel (i.e., ship’s crew).

SIPRNET-Secret Internet Protocol Network.

SITREP - Situation Report.

SM - Supply Management. The shipboard automated software system used to manage material inventory and requisition parts.

SMD – Sensor Movement Directive. SMD is an order issued by NOPF for TAGOS ships to adjust SURTASS array parameters (e.g. array depth, array course, array speed.

SMS – SURTASS Mission Supervisor (senior sponsor person aboard T-AGOS vessels). Also known as STA (Senior Technical Advisor).

SNSL – Stock Number Sequence List.

SOA - Speed of Advance.

SOC – SURTASS Operations Center (aboard T-AGOS vessels).

SOLAS - International Convention for Safety of Life at Sea.

SOM – (Standard Operating Manual), COMSCINST 3121.9 (series).

SORTS – Status Of Resources and Training Systems. SORTS is a “status report” sent out through a naval message using a prescribed format detailing the vessel’s ability to carry out its mission. NTTP 1-03.3 describes SORTS reporting requirements in detail.

SOW – Statement of Work.

Sponsor – NAVSEA or U.S. Air Force, or their shipboard representatives.

SPP - Standard Practice Procedures.

SSO – Shipboard Security Officer SST – Shipboard, Security and Tactics

STU III – Secure Telephone Unit III.

SURTASS – Surveillance Towed Array Sensor System (the array aboard T-AGOS vessels).

SWATH – Small Waterplane Area, Twin Hull.

TACON – Tactical Control by a military authority.

T-AGM – Missile Range Instrumentation class ship.

T-AGOS – Auxiliary General Ocean Surveillance class ship.

TRANSALT - Any alteration to an MSC ship.

TRMS – Type Commander (TYCOM) Reporting Management System. TRMS is a software program used to assist one in submitting accurate SORTS and CASREP naval messages. TRMS usage is mandatory on all MSC vessels.

Trouble shooting - The systematic analysis of the condition of the derangement

(deviation from the normal design condition of the equipment, system, subsystem, or component) that precludes continued operation. Troubleshooting involves the step-by-step investigation to determine or evaluate the existing condition of the inoperable item(s) and the necessary requirements (skills, parts, time, etc.) to correct it.

UIC - Unit Identification Code.

UNREP – Underway Replenishment.

USAF – United States Air Force.

USCG – United States Coast Guard.

USNS – United States Naval Ship.

Voyage Repairs(s) - General repairs which can be accomplished during regular in-port time without requiring a change in the ship's operating schedule. Voyage repairs may or may not include minor repairs which are a part of corrective maintenance.

VRA – Voyage Repair Availability.

VSP – Vessel Security Plan

2.0 Applicable Government Publications. Publications applicable to this Performance Work Statement are listed below. The latest edition of these publications is mandatory to the extent a specific procedure in a paragraph, section, chapter or volume is specified in the Performance Work Statement. Upon request, the Government shall provide publications listed at the start of the contract. It is the responsibility of the Contractor to establish follow-on requirements with the appropriate Publications Distribution Office (PDO). Supplements, amendments, or changes to listed publications may be issued during the life of the contract. It is the Contractor's responsibility to ensure all mandatory publications are maintained and up-to-date.

NOTE: If any requirement set forth by the Performance Work Statement is in conflict with any of the Government Publications, the Performance Work Statement shall take precedence. Any instruction specified by this section shall apply whether or not that instruction is written specifically for T-AGOS/T-AGM.

REQUIRED REPORTS, RECORDS AND LOGS

3.0 General. This section describes reports, records and logs required by the Contractor.

3.1 Required Reports. The Contractor shall transmit the following reports to the Government as designated. Where standard forms are to be used, samples are available to offerors through the MSC Technical Library. One copy of each standard reporting form will be supplied to the Contractor; thereafter, the Contractor will be required to obtain these forms at his expense. The data requirements for reports for which there are no standard forms are described below. The Government's data requirements are usually contained in DD Form 1423, Contract Data requirements List (CDRL). To promote clarity and conciseness we have listed the requirements separately and reference the item numbers. When transmitting reports, the Contractor shall comply with security procedures of DODINST 5220.22M and EMCON restrictions set by Navy Fleet directives.

3.1.1 Format. The format for this section is based on the following block items.
