RFP ANSWER FORM TO RFP QUESTION SUBMITTAL FORM
Question source: RFP, Amendment 0004/0005
Page number and paragraph header from source: Question 10, Section L, paragraph 4.3.4 Supporting Cost Data for Cost Reimbursable and Cost Only CLINS
Question 23: This requirement states that, “Offerors shall provide a screen-capture (or equivalent) from the employer's payroll system for each name in the Offeror's Staffing Plan. The screen-captures (or equivalent) shall be fully explained, allowing the Government to identify relevant compensation and clearly map to individual rates shown in Figure 1 Example Cost Summary for Engineering Services. If there is no payroll data available for one or more of the individuals proposed, Offerors shall provide payroll data for a comparable position and a brief analysis of how the proposed position is comparable to the position corresponding to the payroll data supplied. Any additional supporting documentation may be provided at the Offeror's discretion. Each screen-capture should match the historical rates listed for that individual. The proposed rates provided in this attachment must be the exact rates utilized in the pricing section B, proposed in the cost analysis narrative, and provided in the Figure 1 Example Cost Summary for Engineering Services. If any individual's proposed rate is different than the actual incurred rate provided on Figure 1 or in the screen capture, the Offeror is to explain the reason for the difference in the narrative.”
An individual’s payroll information is considered Personal Information and such information must be marked specifically as Confidential Human Resources Information to ensure proper handling and safeguarding. Accordingly, this portion of the proposal will have special handling requirements that differ from other proprietary and source selection information. Therefore, may an offeror provide a Compensation Plan as an alternative to this requirement to avoid potential privacy issues?
Answer 23: Offerors are instructed to provide sufficient supporting documentation, such as screen captures, in accordance with the RFP. The Government does not request items such as Social Security Numbers, home addresses or telephone numbers. For individals named in the proposal, the Government requires, name, labor category and salary verification information such as screen captures or other payroll data.
